National Centre of Health Promotion (NCHP) is designated as Sub-Implementer (NCHP–SI) for Global Fund Grants of Resilient and Sustainable System for Health (RSSH). The NCHP–SI is currently seeking qualified candidate for the position below.

Position Summary

The position will be based at National Centre for Health Promotion, Ministry of Health.

Duties & Responsibilities:
  • Under the overall supervision of the Finance Manager, the Finance officer will be responsible for the following duties:
  • Prepare and develop detailed budget plans, annual work plan and budget of the RSSH Grant for NCHP including SSIs based on the approved proposal by the GFATM;
  • Oversee financial management of the National project including budget at sub-national level within the RSSH component under the supervision of the Finance Manager of NCHP;
  • Prepare and compile budget plans, quarterly cash balance and forecast, disbursement requests and reports of the GF Grant using the formats provided by the MOH-LIT and submit them to the Manager and then to MOH-LIT/MEF-PR. Adequate financial supporting documents shall be included as well;
  • Review and comment on quarterly and/or semi-annual and annual reports received from SSIs of the GF grant in order to consolidate the disbursement plans and disbursement requests to be submitted to the MoH-LIT;
  • Scrutinize and monitor all financial and accounting and periodic reports of the SI under the GF Grant to ensure that internal control procedures and independent external audit recommendation are adhered to;
  • Provide directive and assistance to SSIs of the Grant in compliance with the MEF's SOP and the GF supplementary guidelines as well as financial and accounting management and reporting requirement;
  • Conduct regular monitoring and auditing of the SSIs expenditures and submit the report of such visit to the Manager;
  • Perform the pipeline and forward funding analysis of the expenditures submitted by the SI and SSIs are linked with their program activities and properly spent before submitting to the Manager to be submitted to the MOH-LIT;
  • Work on procurement activities and budget determine amount committed for purchase of Medical Consumables, Medical Equipment, Health Infrastructures, Office equipment, Office furniture and other drugs not yet paid for the assigned Round and component.
  • Assist management team and the team to reprogram unspent funds to ensure proper use of grant budget
  • Involve and coordinate with the Finance Team to strengthening and maintaining the Database System of the Finance Section;
  • Liaise with implementing partners including preparation of minutes of key meeting on financial and procurement issues, as requested by the Manager;
  • Coordinate with the Finance Team in response to the MEF-PR/MOH-LIT, the Global Fund, Local Fund Agent for any financial issues/queries raised in the course of implementation.
  • Compile list of audit finding (inventories) and report on their complying
  • Perform other duties requested by the Manager.
Requirements:
  • Bachelor’s degree in Accounting, Finance or related field,
  • Three (3) years of experience in working with Civil Society Organisation or International organization;
  • Knowledge in accounting process and finance regulations and reporting (Experience with Global Fund financial procedure is advantaged),
  • Good communication and social skills;
  • Computer literacy, proficiency in MS Office, particularly Excel, and accounting software (QuickBooks or Sun System is an asset);
  • Strong written and verbal communication skills in English, including report writing skills.
  • Cambodian nationality.
