GIZ is a federally owned enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development. 

The cluster Climate and Agrifood systems is looking for a Climate Change Advisor to support the following projects. Senior-level candidates are encouraged to apply, as we welcome experienced professionals who can contribute to our broader climate and agrifood initiatives.

The EU-German project “Cambodia Partnership for Sustainable Agriculture and Food Systems” (EU-German CAPSAFE) is a co-funded project between the European Union and the German Federal Ministry of Economic Cooperation and Development (BMZ) under the Team Europe Initiative “Sustainable landscapes, forests and agriculture” and implemented by GIZ. The objective of the project is to increase the value addition, competitiveness and sustainability of cashew and pepper value chains in Cambodia. To achieve this objective the EU-German CAPSAFE project has an implementation period from June/2024 to March/2029. The project target provinces are: Kampong Thom, Kratie, Tboung Khmum and Kampot.

Under Output 1 the project supports the Institutional strengthening of the Ministry of Agriculture, Forestry and Fisheries (MAFF), especially the Climate Change Unit, on climate change mitigation and adaptation. This includes capacity development, support in the development, implementation, reporting, monitoring of climate-related policies, strategies, plans and programs

The project “Better Rice Initiative Cambodia” (BRIC) is a collaborative project between MAFF, IRRI, GIZ and the private sector. The BRIC project aims to enhance the livelihoods of 30,000 rice farmers by promoting sustainable, low-emission agricultural practices and modern farming communities. The project seeks to increase farmers’ incomes through improved rice production and market access, reduce greenhouse gas emissions in rice cultivation, strengthen climate resilience in rice farming systems, enable additional income opportunities through carbon markets, improve rice quality to meet international standards and diversify market access. The project has a timeline between April 2025 and March 2028.

Duties
  • The Climate Change Advisor is based at the Cluster Office in Phnom Penh and s/he will fulfil the following duties:
  • Steer and implement interventions on climate change mitigation and adaptation for the GIZ Cluster Climate and Agrifood Systems, including climate finance and carbon markets
  • Support the climate portfolio expansion of the GIZ Cluster Climate and Agrifood Systems
  • Provide advisory support to the Ministry of Agriculture, Forestry and Fisheries on climate change mitigation and adaptation, contribution to the institutional development of the climate change unit
  • Support the Ministry of Agriculture, Forestry and Fisheries in developing, implementing, reporting and monitoring of climate-related policies, strategies, plans and programs
  • Steer the implementation of the carbon market related activities of the Cluster, including the setup of financing mechanisms for voluntary carbon markets initiatives, as well as for government-to-government transfers under article 6 of the Paris Agreement
  • Lead the implementation of the Cluster’s carbon market activities, including establishing financing mechanisms for voluntary carbon market initiatives and government-to-government transfers under Article 6 of the Paris Agreement
  • Suggest and deliver targeted analysis and solutions on specific climate-related issues, creating detailed written reports and oral presentations tailored for different audiences, including government partners and development agencies
Requirements
  • Formal Education
  • University degree (Masters) in climate change, environment, natural resources, economics or comparable qualification
  • Professional experience
  • At least 5 years of professional working experience in climate change and/or climate finance
  • Previous experience working on carbon markets is a strong asset
  • Profound understanding of the international and national climate change mitigation targets and mechanisms
  • Very good networking, moderation and facilitation skills
  • Excellent communication skills facilitating collaboration to achieve joint objectives
  • Proven ability to work in a team, also in intercultural contexts
  • Excellent verbal and written English and Khmer language skills
  • Other requirements
  • Willingness to travel in Cambodia and to work and stay in the field
  • Excellent command of MS-Office
  • Good working knowledge of modern telecommunication systems
