Announcement Description

The project is to support the government’s target of 100% urban water supply coverage by 2025 and improved urban sanitation. The project will expand and improve urban water supply and sanitation services in four of Cambodia’s largest provincial cities, which are important commercial, industrial, and tourist centers but lack access to piped WSS services. The project will also improve institutions’ capacity to provide sustainable WSS services. The key project outputs include: (i) improved piped water supply, (ii) improved sanitation, and (iii) improved institutional effectiveness. The project for $119.17 million was approved on 7 December 2017, became effective on 15 March 2018, and has its closing date on 30 June 2023.

The Ministry of Industry and Handicraft (MIH) is the executing agency for the Provincial Water Supply and Sanitation Project (PWSSP). To strengthen its capacity, MIH wishes to recruit an experienced candidates to assist in reviewing the detailed engineering designs (DEDs) for the river intakes, transmission mains, water treatment plants (WTPs), and distribution networks in Battambang and Kampong Cham prepared by Project Implementation Assistant Consultants (PIAC), any other technical tasks related to water supply; and assist with the financial management under the ADB funded projects.

Duration : 130 days Intermittent over 24 months

Duties
  • Review the detailed engineering designs (DEDs) for the river intakes, transmission mains, water treatment plants (WTPs), and distribution networks prepared by PIAC,
  • Review detailed hydraulic designs, pump working curve calculations, drawings, bills of quantities, and technical specifications for the Intake pumping stations, WTPs as required.
  • Review the specific design report that includes DED for the proposed design and treatment process, specifically on expected flow and water quality, screening equipment and functionality, disposal of screenings and process sludges, use of sand filters, coagulation flocculation, disinfection, etc.
  • Review specific design review reports that include major nodes of proposed network system.
  • Review designs of pipe diameters, routes, materials of construction, pipe support materials, bedding and cover, and concrete quality.
  • Review designs of equipment support plates, noise protection and ventilation.
Requirements
  • 20 years of relevant professional experience.
  • 15 years of experience in the design and installation of water intakes, water treatment systems and water distribution networks and 5 years of experience in developing countries, preferably in Southeast Asia.
  • Experience in the operation and maintenance of water and sanitation facilities is preferred.
 

National Financial Management/Accounting Specialist

Duration : 500 days Intermittent over 40 months

Duties
  • Set up financial management systems for the project and ensure that the project maintains adequate financial management system with clear set of internal controls;
  • Assist MIH to develop procedures for financial accounting, reporting and auditing, and loan disbursement for the project;
  • Guide and assist MIH to process ADB loan withdrawal applications in accordance with ADB’s procedures; support MIH to prepare documents for loan withdrawal including certificates and reporting formats for efficient and effective flow of funds between ADB, government, executing agency, and contractors;
  • Assist MIH to coordinate and communicate with ADB in relation to financial management and loan withdrawal matters;
  • Guide and assist MIH in setting up accounts (ledgers, cash flow statements, balance sheet) that will facilitate the preparation of financial statements and in producing good quality financial statements on time for submission in the format and detail that will meet ADB standards;
Requirements
  • A qualified accountant with a degree in financial management or accounting or business management or any related field,
  • Not less than 10 years working experience, with minimum 8 years in financial management/accounting, and not less than 4 years in ADB/WB funded projects.
  • Experience with computerized accounting software
