Grow Asia was established in 2015 by the World Economic Forum, in collaboration with the ASEAN Secretariat, in response to the urgent need for collaborative, market-based action to transform Southeast Asia’s food system into one that is more inclusive, resilient, and sustainable. Grow Asia does this by convening global and regional public, private and civil society organizations around macro-level issues (e.g., agri-food innovation, responsible agricultural investing, women’s economic empowerment, and climate adaptation and resilience) to broker both commercial and nonprofit partnerships, share best practice, and create an ecosystem that supports pre-competitive dialogue, collaboration, and policy change. Grow Asia has invested more than US$20 million to build a regional network of multi-stakeholder partnerships which are now reaching close to 2.5 million smallholders with market-driven solutions. The Grow Asia network comprises our regional office in Singapore and six national chapters – which we refer to as our Country Partnerships – in Cambodia, Indonesia, Myanmar, Papua New Guinea, the Philippines and Viet Nam. In 2020, Grow Asia was accredited as an Entity Associated with ASEAN. The accreditation recognizes the important role Grow Asia plays in the region, particularly in facilitating multi-stakeholder partnerships for more inclusive, resilient, and sustainable food systems in our region.

The Cambodia Partnership for Sustainable Agriculture (CPSA) was launched by Grow Asia in May 2016 in partnership with the Ministry of Agriculture, Forestry and Fisheries (MAFF), and with support from the Ministry of Foreign Affairs (MOFA). CPSA is an inclusive platform for networking and best practice exchange, the promotion of sectoral and market system transformation, and the development of agricultural value chains that are better equipped to support profitable, scalable smallholder enterprises.

Scope of Work

The Cambodia Partnership for Sustainable Agriculture (CPSA) is seeking an experienced manager to help us strengthening the support services with in the CPSA office, and coordinate with the Grow Asia Head Office.

Reporting to the Country Director, the Manager, Finance and Operations will be responsible for Accounting and Financial Management, HR Administration, Event and Meeting Management and Office Administration

We are looking for an independent thinker and problem solver, with a strong sense of self-motivation, who thrives in a highly collaborative, dynamic team environment.

Travel requirement: Up to 10%, mainly within Cambodia

Duties
  • Accounting and Financial Management (30%)
  • Prepare all accounting and finance related documents, including budget plans, vouchers, weekly, quarterly and fiscal reports, etc
  • Manage and maintain financial management and accounting control systems for CPSA revenue and expenditure
  • Be responsible for the receipt and accountability of all funds for CPSA
  • Perform regular cash check in compliance with accounting best practices
  • File and maintain hard copy accounting records
  • Ensure compliance with statutory requirements
  • Prepare documents and coordinate with any internal or external audit, as required
  • Provide guidance and support to staff on compliance with donor requirements.
  • HR Administration (20%)
  • Coordinate with Country Director and with Grow Asia Head of Finance and Operations on human resources management, including recruitment staff and consultants
  • Prepare monthly Payroll and related administrative requirements, i.e. NSSF, income tax
  • Manage annual leave administration
  • Maintain employment contracts/consultant contracts and related legal and labour law compliance
  • Event and Meeting Management (30%)
  • Support CPSA program team in organizing events/meetings/workshops with CPSA Working Groups, and other project related events
  • Support Grow Asia personnel with travel and accommodation requirements when visiting Cambodia
  • Office Administration (20%)
  • Manage overall CPSA procurement, vendors and contracts in accordance with Grow Asia/CPSA policy, procedures and regulations
  • Manage office security, property, inventory, and equipment
  • Support Country Director on CPSA file management in Dropbox and hard copy files.

Requirements
  • Bachelor’s degree in accounting, finance, business administration or equivalent
  • Experience with QuickBooks accounting software
  • At least 5 years’ experience in a finance and office management position
  • Experience in NGO sector preferred
  • Excellent organization skills with the ability to prioritize multiple responsibilities and meet deadlines
  • Strong verbal and written communication skills in Khmer and English
  • Strong interpersonal skills and ability to build collaborative relationships
  • Computer literate with experience using Microsoft Office in English and Khmer
