Finance Manager for ISAF

THE PURPOSE OF THE POSITION

The position is required to provide good support for oversight of grant budget, ensure the compliance to donor, and produce financial reports monthly and semi-annually basis to the World Bank. Furthermore, He/she is required to build and mentor project staff and implementing partners on the financial management and procurement process following World Bank’s regulation.

Duties
  • Responsible for managing and support services such as finance, administration and procurement during the project implementation
  • Responsible and accountable for WVI and donor compliance on project expenses, including ownership on compliance of expenses undertaken by NGO implementing partners and CAF Network
  • Responsible to provide financial management advice & services to the Chief of Party and project team in ensuring efficient function of internal controls and procedures, security of assets, financial/programmatic reporting and budget compliance
  • Accountable for ensuring that all implementing partners meet the partnership finance qualification and requirements
  • Responsible for World Bank budget management cycle (preparation, implementation, monitoring and revision and closure)
  • Will be responsible for leading and providing capacity building and technical support to compliance officers to work with NGO partners and CAF Network
Requirements
  • Bachelor’s degree in Accounting or Finance, Masters is preferred
  • 5 years of working experiences in carry out of accounting and finance, grant/project budget, World Bank Grants, Multiple funding grants or any equivalent roles within the international NGOs or private sectors
  • Knowledge of computerized accounting systems (Sun System, Pro Vision) or COST allocation methodology and other computer related financial/accounting system and budgeting is necessary
  • Effective communication skills (read and write) both in English and Khmer
  • Good Facilitation training and coaching skills
  • Good problem solver, analytical, creative and innovative
  • Working with local partners and training on financial management
  • Team management knowledge
  • Coaching and mentoring skills
