The National Center for HIV/AIDS, Dermatology and STI (NCHADS) in the Ministry of Health is looking for a highly competent of following positions:

Working in Phnom Penh office and province. This program financed via The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). Under the direct supervision of the director of NCHADS-SI, Accounting Officer, Procurement Officer, National Technical Coordinator for Integrated Biological and Behavioral Survey (IBBS), Provincial Data Management Officer and Data Entry Clerk under the GF grant, are responsible for day-to-day oversight by Finance unit, Procurement Unit, Surveillance unit and DMU unit of NCHADS-SI under GFATM-HIV/AIDS /KHM-C-MEF grant in Cambodia.

Job summary:

To assist with health facilities and PHD staff on the design and maintenance of data management tools, the data collection and data analysis of VCCT, ART, PNTT, PrEP, PEP, EID, TB/HIV, PMTCT, STI, NPD services.

Duties
  • Specific Responsibilities
  • To work in team with the PHD staff
  • To maintain the NCHADS’ Database applications: VCCT ART, PNTT, PrEP, PEP, EID, TB/HIV, PMTCT, STI, and NPD health facility data collection instruments. And assist MPI data analyze, dashboard and data entry.
  • To maintain the computers of data management system, printer, network connectivity and Test-Result Remote Printing.
  • To work closely with health facilities and other partners to ensure regular collection and submission of patient data required for the data management system.
  • To enter paper-based data from health facilities into Data management databases.
  • To compile data on service availability
  • To compile, enter and maintain data in the data management databases and review/clean-data for data quality of Prevention, HIV Testing and Treatment program.
  • To prepare monthly, quarterly, annual, and other reports based on the data management system and to send the data sets to NCHADS data management unit on time as deadline.
  • To provide basic information for decision makers to conduct data analysis and data use.
  • To provide back up to health facilities staff, and ensure adequate feedback and dissemination of report.
  • Play a role as Data Entry Clerk when Data Entry clerk is vacancy or taking long leave.

General Responsibilities:

Under the direct supervision of the Finance Manager, the Accounting Officer – GFATM project is responsible of the daily accounting activities for the SI and the Technical Units and particularly ensuring that all operations under his/her responsibilities are in line with the GFATM and PR MEF policies and procedures. He/she works closely with the Senior Accounting Officer.

Duties
  • Accounting
  • Systematic review and book accounting transactions into Sun System after receiving a payment request from a Junior accounting officer.
  • Prepare or review the provincial supporting documents and payment voucher
  • Follow up on any pre-payment/balance/reconciliation
  • Check that the account code, description, and voucher number for all NCHADS-SI are correct before submission to the Senior Accounting Officer for certification
  • File
  • Keeping the accounting files updated regularly, following NCHADS-SI accounting procedure. Maintain reliable records for reporting and auditing purposes.
  • Ensure that the filing is tidy (including the tax document)
  • Report
  • Scrutinize and monitor all accounting transactions under his/her responsibilities and:
  • review weekly: the ledgers to identify wrong coding, over or unusual expenditures
  • contribute to the Month End Report and submit to Senior Accounting Officer for review documents such as but not limited to:
  • status of Technical Units report posting
  • salaries reconciliation
  • NSSF
  • expenditures analysis (program administration cost, unit’s expenditures…)
  • contribute to the preparation of the TRC plan by working with the NCHADS units under his/her responsibility. Ensuring that TRC assumptions match the TRC guidelines.

  • Assist the Senior Accounting Officer in providing training and workshops to Technical Units and SIs/SSIs when requested

Overall responsibility

Under the direct supervision from head of procurement, procurement manager and senior management team of NCHADS, the Procurement Officer is responsible for day-to-day operation including Fixed Assets Monitoring, Procurement of health, non-health products, procurement of Civil works and services on behalf of NCHADS as the SI under The Global Fund HIV/AIDS grant in Cambodia.

Objective

The main objective of this assignment is to provide project technical support to the National Center for HIV/AIDS, Dermatology and STD (NCHADS)-SI, as the Sub Implementer for the effective implementation of the project and to build capacity of NCHADS and its Sub-Sub-Implementers (SSIs). The duration of the services will be for an initial period of twelve (12) months and may be extended mutual agreement depending on the performance of Contract Staff.

Duties
  • Assist Focal Person for Procurement to all procurement activities, Fixed Assets Management carried out under the Global Fund Project to ensuring the compliance with RGC’s Standard Operating Procedures (SOP) for Externally Funder Projects, the Financial Management Manual (FMM), the Procurement Manual (PM) and any specific supplementary guidance as requested and agreed with the Global Fund (collectively, the “SOPs”) and other obligations in the grant confirmation.
  • Assist in develop yearly procurement plans, using appropriated formats required by MEF/ PR and MoH/LIT, but this is not limited to any correspondences/requirement from LFA, internal and external auditor, OIG and GF that require immediate action/response.
  • Assist in update, disposal, physical count of Fixed Asset in for NCHADS and SSIs includes prepare Semi and annual report to ensure that all assets are update to date.
  • Review procurement semi-annual report, SSIs and consolidate to ensure that all activities and expenditures are performed in accordance with the approved procurement budget plan and prepare the consolidated procurement report for submission to MoH/LIT, MEF/PR and the Global Fund.
  • Assist Focal Person for Procurement in facilitating (initiates, accelerates, coordinates, monitors and evaluates) of the implementation of procurement plans approved by MoH/LIT, MEF/PR and the Global Fund
  • Reviews quotations/ICB/NCB tender documents and bidding evaluation reports before submit to senior management for approval.
  • Assist Focal Person for Procurement to manage staff composed of, Procurement Officer, contracted under the Grant fund performing procurement functions and provides overall direction for the development, coordination, facilitation, management and planning of the annual acquisition of goods and services for simplified and complex acquisitions.
  • Assist in providing trainings and on-the-job training for all NCHADS and SSIs procurement staff in all procurement issues (including Bid Evaluation Committees) as needed (especially when the new implementers join the GFATM grants);
  • Directs a full range of contract administration inclusive of issuance of contract modifications, negotiation of changes, exercise of options, contractor performance, issuance of cure notices, termination of contracts for convenience or default, investigation and resolution of contractor claims contract/invoice payment, data base management (documenting and tracking contract award and expiration), facilitation of new contract development/award, and/or contract closeouts, Fixed Assets monitor.
  • Creates, edits, and presents contracts, LOA, Purchase order for final approval and manages contracts awarded on behalf of NCHADS-SI and maintains the integrity of the public procurement process at all times.
  • Conduct regular Fixed-assets monitoring visit for NCHADS-SI, ART sites, VCCT and SSIs and prepare the report of such Fixed-assets count visit.
  • Maintains a collaborative and effective working relationship with internal and external key stakeholders to keep abreast of best practices, pricing trends, market conditions, new products and technologies through active association with all Principal Recipients, national societies, UN agencies in Cambodia, professional associations, other governmental entities, cooperative purchasing groups, and private businesses.
  • Liaise with Central medical store and logistic unit and Third party (UNOPS/UNFPA) for Inspecting on pharmaceutical, none pharmaceutical and health products, all other relevant equipment. Keep up to date all necessary tracking on health and none health commodities.
  • Contribute in prepare semi PUDR and annually report for NCHADS related to the procurement’s activities and SSIs.
  • Assist in communicating effectively with all employees and representatives on employee suggestions, complaints, grievances, and other matters involved in day-to-day operations
  • Attend all related meeting to ensure the good coordination, collaboration, sharing information, and solving the cross-cutting issues

  • Requirements/Qualifications
  • Bachelor degree in Business Administration, Management Information System or a related field.
  • Diploma degree in supply chain management /Fixed Assets management will be an advantage.

  • At least 03+ years’ experience in the field of procurement & Fixed Assets Management in Cambodia.
  • Experienced in procurement of pharmaceuticals, health products and/
  • or health equipment Fixed Assets Management an advantage.

National Technical Coordinator for Integrated Biological and Behavioral Survey (Closed)

To provide overall technical and managerial work for each survey conducted by the surveillance unit.

Duties

  • To conduct the develop national surveillance strategies in response to the current stage of the HIV/AIDS epidemic
  • To lead the develop survey protocol and budget estimation for all routine surveillance survey and special survey.
  • To advice the prepare and submit all required documents for approval from the National Ethic Committee for each survey conducted by the surveillance unit.
