Administrative Officer, Finance Officer, Project Coordinator, and Biodiversity Finance Expert

Ministry of Environment (MoE) in collaboration with UNDP Cambodia is implementing a programme framework consisting two global initiatives: 1) the Global Biodiversity Framework Early Action Support (GBF-EAS) project; and 2) Biodiversity Finance Initiative (BIOFIN) II project.

GBF-EAS is a global initiative to support Global Environmental Facility (GEF)-eligible Parties to the Convention on Biological Diversity (CBD) to align their National Biodiversity Strategies and Action Plans (NBSAPs), including national biodiversity targets, monitoring, policy, and finance frameworks with the GBF. In Cambodia, the project focuses: a) on rapid review and updating of the NBSAP and biodiversity targets; b) policy and institutional alignment; and c) biodiversity financing.

BIOFIN is a global programme that develop, pilot and is continuedly improving a methodology to measure existing biodiversity expenditure, assess finance need, and develop plan for use finance tools and solution for biodiversity management in 40 countries. Cambodia has achieved a number of results during the BIOFIN first phase (2018-2022), namely Policy and Institutional Review (PIR), the Biodiversity Expenditure Review (BER), the Finance Needs Assessment (FNA), the Biodiversity Finance Plan (BFP), and the five Finance Solutions for the implementation of prioritized finance solutions. BIOFIN II will carry out a continuous assessment to update the reports of BER, FNA and implementing the project under the finance solutions. The five finance solutions will be implemented:

• Finance Solution 1: Promoting Sustainable Ecotourism;
• Finance Solution 2: Expending Payment for Ecosystem Services (PES);
• Finance Solution 3: Scaling Up REDD+;
• Finance Solution 4: Promoting Good Agriculture Practices (GAP); and
• Finance Solution 5: Enhancing institutional capability for biodiversity expenditure and needs reviews and biodiversity finance planning in Cambodia.
