Oxfam in Cambodia supports a portfolio of projects (National and Regional) under its Inclusive Green Economy (IGE) Program. Some of these projects are:

Capfish/FOSTER: The Capfish/Foster program is a three-and-a-half-year program funded by the European Union Delegation (EUD). The program focuses on improving the resilience, productivity, and socio-economic conditions of fishing communities as well as the ecological sustainability of the Tonle Sap Biosphere Reserve (TSBR) through community-centered interventions that improve access to safe water and sanitation through sustainable sanitation and water solutions like Handy Pods (HPod), Water Kiosk (WK)1 and eco-waste management services, enhanced education opportunity and quality for vulnerable and poor girls and boys with increased availability and accessibility to education to successfully transition through school and facilitate the development of sustainable alternative livelihoods. In addition, the Green Economy component of the program creates sustainable livelihoods and employment opportunities in three sub-sectors – eco- tourism, solar energy, and sustainable agriculture – through interventions that create income sources while reducing environmental pressures on the Tonle Sap Biosphere Reserve (TSBR). The program is the result of collaboration among a Consortium of 13 organizations with Oxfam as lead for the Western region in Siem Reap, Banteay Meanchey and Battambang province and consists of local and international non-governmental organizations, social enterprises, and leading businesses which bring together diverse expertise, best practices, and tested technologies developed in over 40 years of development interventions in Cambodia. Consultancy on Gender Roadmap Training For Tonle Sap Project

PURPOSE OF THIS CONTRACT

Following the capacity development plan, gender sensitivity and gender mainstreaming is one of the thematic topics for Our Tonle Sap Project, Lot 4. Oxfam is looking for consultants who can provide professional capacity building training on GRM to local authorities under Our Tonle Sap project.

DELIVERABLES

Specific outputs and deliverables

The consultant is expected to deliver the following outputs:

  • Review GRM guidebook and then have a meeting with Oxfam to see how the research can contribute to the training.
  • Development of materials or upgrade of existing materials (Khmer)
  • Conduct in-person Training of Trainers on GRM to local authorities (about 20-25 people) under Lot 4 for 1 time for 2 days.
  • Make sure that all participants are expected to learn from topics they attended and be able to apply those learnings in a practical and effective way within their communities.
  • Provide documentation for the trainings such as presentations to participants.
  • Detailed training report, including the attendance list disaggregated by gender.

PAYMENT SCHEDULE

Remuneration is based on submission of final deliverables, in this case after the training is delivered, according to the schedule. No payment will be made in advance.

However, please note that:

  • Venue, lunch, refreshments, training materials and per-diem for participants will be covered by Oxfam.
  • DSA, travel cost, and accommodation for consultants will be arranged and covered by Oxfam during the 2 days training.
Duties
  • The role of the consultant will be to provide a one-time two-day training on Gender Road Map (GRM) to the local authorities under Our Tonle Sap Project at Siem Reap province.
  • Specific tasks related to this scope of work include:
  • Review GRM guidebook
  • Develop ToT training curriculum and training materials by using training guidebook from Oxfam that can incorporating relevant points as needed.
  • Develop training methodology that suitable for participants and fit with context of local authorities with pictures if possible.
  • Deliver ToT training activities based on agreed timeframe and location.
  • Upon completion of the training activities, produce training report and evaluate their effectiveness and make recommendations for improvement.
Requirements
  • The consultant(s) should have the following competencies:
  • Essential criteria
  • In-depth experience and recognized credibility to conduct trainings in gender mainstreaming;
  • Experience in conducting gender competence needs assessment
  • Knowledge and experiences on Women’s Economy Empowerment and Oxfam’s Gender Action Learning System (GALS) and Gender Road Map tools would be an asset.
  • Ability to provide specific and practical examples for trainings;
  • Extensive experience working with local NGOs and civil society organizations in Cambodia.
  • Previous experience with Oxfam’s WEE Framework, Oxfam Gender Training Tools and Modules are greatly appreciated.
  • Desired criteria
  • Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
  • Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work.
  • Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.

  3. Estimated budget for this assignment accompanied with a cost breakdown (the consultancy fee should be mentioned in net fee in US Dollars. Oxfam will be responsible to pay 15% withholding tax for resident taxpayer or 14% withholding tax for non-resident taxpayer). (If it is a Cambodia-based consulting firm with VAT certificate, then net fee + VAT but not withholding tax.)
