Northeastern Rural Development Organization (NRD) is a local non-government organization, non-profit and non-served direct and indirect to political parties. It focuses on developing rural areas and especially ethnic minority. NRD has been established by Mr. Sam Sovann, a former program coordinator of Oxfam Australia based in Kratie province with other 4 colleagues since January 07, 2012.

NRD’s vision: In a society that respect the human rights, live with equity, justice, harmonization and fresh environment for all the next generation.

NRD’s mission: Working in partnership with all countryside of Cambodia to encourage people, community based organizations (CBOs), and local authorities to develop and empower for respecting human rights and supporting materials/technical to indigenous women and vulnerable people to get a better livelihood and live in dignity.

NRD is a rapidly growing NGO, looking for an experienced account officer to keep up-to-date account records and oversee smooth transactions with QuickBooks application. The successful candidate will have great communications skills and a strong quantitative background, along with a proven track record of successfully handling accounts. The ideal candidate should be a team player, enjoy working with a variety of donor, and have knowledge of advance accounting functions. We also value those who are ready to learn and adapt with NGO. Position Summary

Location: Will occasionally travel within Cambodia or the region

Schedule: from April 01, 2020

Duties & Responsibilities:
  • KEY DUTIES AND RESPONSIBILITIES:
  • ADMINISTRATIVE – FINANCIAL MANAGEMENT
  • Finance and Accounting
  • Booking in Quick Book System (Daily transaction)
  • Books account for cash and bank services are accurately and timely updated on a daily basis
  • Process with daily bank transactions
  • Review and ensured all finance vouchers are correctly coded and properly attached with sufficient supporting documents, and properly authorize according to the local scheme of delegation
  • Reconcile accounts with the general ledge
  • Collect the vouchers and do the payment at the end of the months from supplies
  • Check invoices for inaccuracies and close monitor the budget advance and expenditure of target community fisheries.
  • General Administrative Support
  • Efficient and effective of an administrative support services and resources
  • Communication system is available to enable NRD’s staff and outsiders to communicate well, answering the office telephone and passing messages and calls to relevant colleagues
  • Support on logistic, office suppliers… timely by making a good plan and arranging procurement according to standard procedures as required from FAO
  • Monitor effective stock control and vehicles are well managed.
  • Assist all contract agreement made between NRD and third parties for service, lease, rental etc. are effective, renewed on a timely basis and follow standard formats and procedures of NRD
  • Keep the security of the office
  • Maintain and update the staff profiles to make sure all required documents in place.
  • Participate in meetings, trainings/workshop and provide overall administrative assistance to the Executive Director and line manager/staff
  • Assist/well-organized and clearly labeled filing and safe storage of all financial documents. Others
  • Perform other duties as assigned by Program Coordinator and Executive Director
  • B. PERSONNEL MANAGEMENT:
  • Supervise staff and government counterparts in the project through regular meetings, discussions and coaching with them.
  • Conduct staff performance appraisal and recommend for staff development and/or staff salary increments.
  • Solve staff and government counterpart conflicts or any issues of concerns with their team; raise any issues which cannot be resolved with PC and ED.
  • C. TECHNICAL AND TRAINING RESPONSIBILITIES:
  • Identify possible resources for technical support and training. With POs/PCs and relevant sources, assess the needs for and facilitate the provision of technical support, including consultants and trainers.
  • If necessary, conduct training directly both for government counterparts and communities’ beneficiaries.
  • D. INTERNAL COORDINATION:
  • Attend regular meetings, staff meeting or ensure that staff/counterparts attend other meetings that are relevant for the management.
  • Share relevant information from these meetings with staff and counterparts.
  • E. EXTERNAL COORDINATION AND NETWORKING:
  • Assist to coordinate with other organizations on sharing information, documenting and updating each other on issues related to finance and admin management.
  • Assist to represent NRD and maintain good cooperation by meeting with guests, visitors, relevant government officials and other NGOs to share information regarding the finance and admin management.
  • F. FIELD WORK & TRAVEL:
  • Normally, FAO is working 75% time in the office, 20% time in field monitor and 5% time for networking.
  • The FAO shall respect to NRD’s travel and security regulations
  • The FAO shall respect to insurance regulations
  • G. OTHER DUTIES AND RESPONSIBILITIES:
  • Perform other tasks as requested by Senior Project Officer, Program Coordinator and Executive Director.
Requirements:
  • Bachelor degree in Financial and Accounting Management
  • At least 3 year of relevant experience.
  • Proficiency in QuickBooks and Excel
  • Excellent impersonal skill
  • Great analytical skills
  • Good English in writing, listening, and Speaking
  • Experiences and skills of teamwork, willingness to work with marginalized communities in remote areas.
  • Experience and skills in excellent organizational with time management and good communication.
  • Computer literacy, Microsoft Office (Word, Excel, Power Point…), Internet and E-mail
