Position Summary:

The USAID Cambodia Counter-Trafficking in Persons (CTIP) Activity, implemented by Winrock International, is a five-year project, started in 2021, that addresses the root causes of human trafficking, advocates and protects vulnerable populations from trafficking and abuse, prevents at-risk populations from risky migration, and assist the Cambodian government in reforms needed to effectively combat trafficking and support victims. Cambodia CTIP’s Accountability Advisor (AA) will be responsible for assisting the DCOP or COP in technical guidance and management of accountability-related activities of the project, including activities that seek to improve investigative, prosecutorial and judicial handling of human trafficking cases in Cambodia courts, as well as activities that strengthen civil society legal aid providers in providing trafficking victims and exploited workers with compensation from traffickers and employers. The Accountability Advisor will also serve as Cambodia CTIP’s lead resource on matters relating to access to justice for trafficking survivors and best practices for criminal justice practitioners and civil society actors in responding to trafficking survivors’ needs. Recruitment for this position is contingent on donor funding.

Duties
  • Lead the guidance of activities under Cambodia CTIP’s accountability objective in coordination with project partners (IPs), civil society organizations (CSOs), Royal Government of Cambodia (RGC) entities, and other relevant authorities to address gaps in justice responses to human trafficking in Cambodia.
  • Monitor the implementation of activities undertaken by Cambodia CTIP’s partners to improve capacity of law enforcement, prosecutors, judges and other relevant local authorities on investigative techniques, TIP cases prosecution, TIP cases information sharing among criminal justice actors.
  • Provide guidance and inputs to training curricula prepared by partners to ensure consistency with Cambodian legal regulations, policies, laws and alignment with the needs of target audiences.
  • Coordinate and communicate with all Cambodia CTIP project staff, including the CTIP Phnom Penh-based and Siem Reap-based Field Coordinators to monitor subgrantees’ (implementing partners’) implementation of activities.
  • Assist others in Cambodia CTIP’s Technical Team and the Finance and Administration team in the development of budgets, and technical and administration plans in furtherance of project implementation.
  • Contribute to the production of necessary documents required by Cambodia CTIP’s donor and headquarters – such as quarterly and annual reports -- to ensure the project’s compliance with project agreement obligations.
  • Coordinate with the project’s Prevention Advisor and Protection Advisor on cross-cutting issues such as GESI, victim identification, case management, and livelihood support for at-risk persons and trafficking survivors.
  • Represent Winrock and USAID Cambodia CTIP in a variety of forums including formal conferences and NGO workshops.
  • Provide expert input and guidance to research efforts on related topics in Cambodia and the region, coordinating with the Leader Award team (USAID Asia CTIP) and other CTIP project teams in the region; and
  • Other duties as assigned.
Requirements
  • Minimum five years of professional experience in the field of human trafficking, labor migration, victim support services within the Cambodian context
  • Knowledge of the social, psychosocial, health and economic aspects of survivor care and current survivor service providers and other TIP interventions in Cambodia
  • Extensive experience in networking and collaborative activities with relevant local and international NGOs addressing human trafficking and labor migration issues in Cambodia and the ASEAN region, as well as experience in collaborating with relevant entities in the Cambodian government
  • Bachelor or Master’s degree in Law, Social Work, Psychology, International Development, Human Rights or other related disciplines; or equivalent education and work experience
  • Fluency in English and Khmer required
  • Preferably with M&E experience; and gender programming experience
  • Computer literacy in word processing, spreadsheet and presentation software (Microsoft)
