Administrator

Duties:

The Administrator will lead and ensure that all administrator and financial practices are in line with statutory legislation and regulations of CIAI and are carried out in a transparent and accountable manner..

Starting Salary (net) depending on candidate qualifications and experience plus other benefit base on CIAI policy.

Duties
  • Overall duties are:
  • To manage all relevant administrative activities on a daily basis
  • To coordinate with specific Project leader to submit donor-related reports in a timely manner
  • To advise implementing partners on reporting, Administration, procurement, and other compliance practices associated with the organization
  • To oversee contractual relationships and performance of external service providers in relevant areas
  • Liaison with the relevant Government ministries such as MFA-IC, MOI, MOF, tax department, ACAR, NSSF
  • Support for MOU with Ministries.
  • To institute staff development plans for training and capacity development
  • To ensure project expenses are reasonable, cost-effective, and comply with CIAI standards and protocols.
  • Liaising with auditors to ensure annual monitoring is carried out;
  • Developing external relationships with appropriate contacts,
  • Communication with CIAI headquarters regarding all administrative matters
  • Communication with banks for all financial matters (new account, change of signatories, transfer, etc.)
  • Attending necessary workshops and trainings with donors and partners
  • Manage visa for international staff
  • Guarantee respect of benefits/allowances/ per Diems (phone cards, internet, and mission allowances).
  • Review and revision of organizational HR policies and procedures.
  • Preparation of employment contracts including the submission of regulatory requirements to the appropriate government departments ministries.
  • Management of staff movement and all relevant annual registrations to the Ministries, MFA-IC,
  • Preparation of paperwork necessary for the staff annual appraisals and subsequent follow-up meetings.
  • To manage other relevant tasks as assigned by Country Representative and ED.
Requirements
  • Knowledgeable in regulatory requirements for accountancy and tax filing.
  • Bachelor's Degree in business administration, finance, or relevant technical field
  • At least 5 years of administration work or similar experience in other donor-funded projects; previous work experience European union-funded projects preferred
  • Experience working on fund/grants management programs
  • Strong background in HR management and administration
  • Strong organizational skills & the ability to work independently and as part of a team.
  • Demonstrate a strong commitment to CIAI and Kumnit Kumar 's mission.
  • Excellent communication skills both in verbal and written English and Khmer.
