National Procurement Specialist (NSP)

Project S4C, ADB funded, implemented by the Ministry of Labour and Vocational Training (MLVT)

Duration: 6 months, starting asap

Contract type: Consultant, full time 3 months and part time 3 months.

Duties
  • The NPS will work closely with executing agency/PMU and implementing agencies/PIUs procurement teams to:
  • assist the PMU and PIUs in preparing procurement plan and implementation schedule, and update procurement plan on a regular basis, including developing and updating procurement tracking sheet
  • and procurement reports;
  • assist the PMU and PIUs, as applicable, in preparing draft bidding documents, including detailed terms of reference, for the recruitment of consultants, civil works and goods packages, Regional Education Institute and Twinning Institute partnership, in accordance with provision of the SOP and Procurement Policy and Procurement Regulations for submission to the procurement review committees;
  • assist the executing agency/PMU and implementing agencies/PIUs in monitoring the procurement plan and awarded contracts implementation and reporting/recommending on any procurement plan and contract implementation issues;
  • ensure that an effective filing/record keeping system is established for all procurement activities, and maintain contracts and update key procurement information on all contracts procured under the project;
  • support and provide on the job training and organize procurement training workshop to the assigned PMU and PIUs staff responsible for procurement and contract administration to build their capacity and enable them to independently and effectively carry out procurement activities by the end of the consulting assignment; coordinate with PMU and PIUs staff in updating inventory list of equipment under the project; and prepare end-of-assignment reports for submission to the executing agency, implementing agencies, and ADB
Requirements
  • At least a post-graduate degree in economies or business administration or procurement and contract administration fields with at least 7 years’ experience in procurement and contract administration of projects funded by ADB or WB;
  • knowledge of the government and ADB procurement guidelines and procedures as indicated in the Government updated SOP and the ADB Procurement Policy;
  • strong communication skills in English (spoken and written); computer literate and good team work.
