Cambodian Organization for Children and Development (COCD) is a local, non-governmental, non-profitable, non-political and non-religious organization, registered with the Ministry of Interior in March 2008. COCD aims at improving the quality of life of vulnerable and abused children in Cambodia through tackling structural causes of poverty, inequality, social exclusion and child abuse.

COCD is now seeking for a qualified candidate to fulfill the position below:

Provincial Coordinator

Report to: program manager

Location based: Chhouk office in Tropaign Korkoh village, Daun Yoy commune, Chhouk district

Duties
  • Capacity building
  • Providing training to staffs who are under his/her supervision on technique and management sessions when needed
  • Keep providing coaching and advice to them to build their capacity and capability.
  • Planning
  • Breaking all project planning to organize annual, quarterly and monthly work-plan with team ( both activity and budget planning)
  • Organizing a meeting with team to develop quarterly, monthly and weekly work-plan ( both activity and budget planning)
  • Implementation
  • Developing strategy/approach to implement multi/integrated project’s activities with project officers(POs)
  • Coach POs how to implement the activities to improve their project performance to be better.
  • Leading to organize pilot activities with Project Coordinators/team leaders if needed
  • Organizing a workshop or meeting at district and provincial level
  • Meeting with provincial key stakeholders to make sure the project implementation to be aligned and harmonized
  • Keep involving with his/her team to find the solution to solve the facing challenges if needed
  • Managing all assets of COCD including social enterprise, cow bank and E.Cowater.
  • Keep communicating with program manager(PM), executive director(ED), finance manager(FAM) and donor’s representatives to update sensitive challenges and project’s revision.
  • Monitoring and evaluation
  • Organize regularly field monitoring and spot check to ensure the quality of activities implementation carried out by POs
  • Provide advice to POs to improve the quality of implementation once the weakness found in field
  • Controls monitoring files prepared by Project Coordinator/Team Leaders and send them to PM/ED with quarterly, annual, ending project, and semester reports.
  • Review case studies and reports to be filled by under supervisor staffs.
  • Organize regularly monthly meeting with team to monitor the activities implementation
  • Reporting
  • Preparing quarterly, semester, annual and ending multi project reports base on donors requirement, monitoring file and tracking indicator sheet to submit to PM/ED ( the report is in English)
  • Organizing lesson learned, case study and share them with team and submitted to PM/ED ( the case study is in English)
  • Budget management
  • Control budget spending, ensure correct cost affectation
  • Update direct cost forecast based on annual work-plan
  • Others
  • Keep good communication with ED, PM, FAM, donor, NGOs partners and local authority
  • Join meeting with PDRD and other agencies if needed
  • Join management committee meeting every quarter
  • Conducting regularly staff performance appraisal
  • Supporting PM/ED to collect the requirement data and information to write the proposal for funding
  • Involving to recruitment process if requested by PM/ED
  • Give feedback to PM/ED and donors on the quality of the project and of the activities
Requirements
  • Bachelor degree of education, agriculture, social work, rural development or English or related fields,
  • At least 5 year experiences rural development , education or Water Sanitation and Hygiene (WASH) sector and at least 3 year experiences in multi-project management and leadership
  • Have experiences in monitoring and evaluation(M
  • Willing to work with poor family and children
  • Willing to work with COCD for long time
  • Skill and knowledge on facilitation with communities.
  • Good in English
  • Computer literacy (Microsoft Office, e-mail and internet).
