Cambodia is one among the developing countries which is facing many challenges. After genocide and internal conflict which last over decades, nearly 61% of Cambodians live in rural areas, and 77% of rural households rely on agriculture, fisheries, and forestry for their livelihoods1. Cambodian farmers are extremely vulnerable to climate change-induced increases in temperatures, changes in rainfall patterns, and extreme weather events. According to the World Risk Index Report 2021, Cambodia is ranked 15th out of 181 countries as the highest disaster risk country. It indicates very high exposure and lack coping capacity.

Cambodia is moving to ageing society and older people facing many challenging situations. Currently, 1.38 million Cambodians (8.9% of the total population) are aged 60 or older. This number is expected to triple by 2050. 78% of the population (15.29 million / August 2019 census) currently live in rural areas, with a higher proportion of OPs. Income security is the main challenges of older people in Cambodian. At older age, people have no access to employment and facing insecure income. 61% of older people live with children. Yet, when older people do not have an independent source of income, families with children living with older people can face significant financial pressures. lacking of access to an independent source of income means that older persons can lose their autonomy, control over decisions and dignity. They become increasingly dependent on their families, while their inability to contribute financially to the household can mean that they are viewed as a burden. They may well experience discrimination in the household and community, as well as social exclusion and abuse. They are viewed as a burden of family and society rather than resources which could lead to ageism.

Purpose, Objectives and Use

The purpose of the feasibility study is to measure the project’s attainability and success considering different conditions in the project areas, especially the situation of older persons and external environment among different stakeholders to be involved in the project.

The study itself, in particular, will provide HAC and HAD a good information for the development of logframe and project proposal. It shall clarify pre-requisites, opportunities, and risks in implementing the planned interventions and verify assumptions. In other words, the study shall provide concrete recommendations to improve the log-frame and sharpen its indicators in order to ensure success or to avoid waste of resources.

Scope of Work

The feasibility study shall be conducted within four (4) weeks period in the project areas, namely Battambang, and some consolation with external stakeholders outside Battambang, including Phnom Penh and/or Siem Reap.

Data gathering can be done through Focused-Group Discussions (FGD), Key Informant Interview (KII), Surveys, and Desktop Research. These data gathering activities can be done involving different stakeholders in the project areas such as older persons themselves, leaders of the Older People’s Association (OPA), Cambodia Ageing Network (CAN), Ministry of Social Affairs (MoSVY), local authorities, Business Associations.

The consultant will be responsible for planning and implementing the feasibility study, including forming and leading the feasibility study team, if required. Close consultation with HAC and HAD at every step is required. The consultant will receive the initial log-frame and project design at the beginning of the assignment.

Duties
  • In detail, the consultant will be responsible for:
  • Developing detailed study design including a timeline covering phases and processes of implementation, research techniques, sample, and methods used in each phase. The research design needs to be approved by HAC and HAD.
  • Review of the initial Logframe, including indicators for project overall objective (impact), project objective (outcome), and specific objectives (output) as well as assumptions.
  • Elaboration of detailed sector analysis, including but not limited to:
  • Analysis of existing laws, policies and government programmes (on all levels) in support of senior citizens, with a special focus on the health sector.
  • Activities, programs, and initiatives of other donors / implementing organizations with a view to possible synergies and collaboration
  • Appreciation of the necessity of the project in the light of the analysis
  • Elaboration of a detailed socio-economic target group analysis, including but not limited to collecting data on the target group of older people (age, gender, sex, disability, etc.)
  • Elaboration of a detailed institutional analysis, including but not limited to:
  • Stakeholder Map
  • Recommendations for the institutional set-up
  • Elaboration of detailed risk analysis, including political, socio-economic, logistical, and environmental risks for the programming as well as mitigating actions that lie within the scope of the project. In relation to the upcoming national and local elections in 23 July 2023, how might potential changes in political leadership affect the implementation of the project? What measures can be taken to ensure the support and cooperation of current and incoming decision-makers? In relation to COVID-19 pandemic, how the community lockdowns affect the implementation of the project? What measures can be taken to ensure continuity of the implementation of the project?
  • Elaboration of situation analysis or context analysis in the project areas. Guiding questions: What is the (baseline) situation in the region, the country?
  • What problems have been identified? What are the causes for these and what impact are they having on the living circumstances of the population and on which sections of the population in particular?
  • What need has been derived from the analysis of problems? How has this been/is this being determined?
  • What are the background and the previous history of the planned development measure and the rationale for the desired impact? Whose idea was the project?
  • Are there any alternatives to the planned project or to component parts of it?
  • Elaboration of which components, if any, are missing in the project concept to sustainably achieve the planned objective; which planned components are rather unsuitable and why? Do the assumptions on impacts and sustainability on which the project concept is based seem reasonable and sustainable for the project concept; how should they be adapted, if necessary?
  • Elaboration of which fields of observation are suitable for developing qualitative and quantitative indicators that measure the changes for the target group and are Simple, Measurable, Attainable, Relevant, and Timebound (SMART)? Which findings and data from the study are recommended as a baseline to be incorporated into the project logic? How can the impact and results of the project, including the created structures, be sustained?
  • Elaboration on the capacities of the OPOs and their participation in local governance where they could influence local policy makers to establish policies, programs, and services for the benefit of the older persons.
  • Review of local organization (HAC)
  • What skills and experience (institutional, technical, personnel, financial capacities) does HAC have and how are these relevant to the project? What is missing?
  • What measures are needed to strengthen HAC capacity?
  • What stake/ownership does HAC have in the success of the project?
  • What is the relationship between HAC and the target group and other actors (legitimacy)?
  • Are there any convergences or conflicts of interest? How can the interaction be improved?
  • The study shall look into the attainability of the project objectives in terms of its relevance, coherence, effectiveness, efficiency, impact, and sustainability, following the OECD DAC evaluation criteria1 and the BMZ criteria and their respective guiding questions:1 Organization for Economic Cooperation and Development and its Development Assistance Committee
Requirements
  • This feasibility study consultant should have following qualifications:
  • A bachelor degree in related studies like Business Management, Economic Development, Entrepreneurship; master’s level degree is an advantage.
  • Knowledge, expertise, and experience in doing evaluations or feasibility studies for development work, especially projects related to community economic and livelihood development.
  • Knowledge, expertise, and experience in formulating quantitative and qualitative data research, applying OECD DAC1 evaluation criteria (relevance, coherence, effectiveness, efficiency, impact, and sustainability), and preferably experience with the German Federal Ministry for Economic Cooperation and Development project.
  • Knowledge and skills in technical report writing, having good analytical skills.
  • Knowledge and experience in social enterprise.
  • Excellent written and verbal communication and reporting skills in English.
  • Knowledge/experience related to ageing topics will be an added advantage.
  • Ability to meet deadlines and respond to requests and feedback provided timely and appropriately. Organization for Economic Cooperation and Development and its Development Assistance Committee
