SCOPE OF TENDER

Qualified tender offers (bids) are sought from competent contractors to deliver an assessment in the framework of the Mekong Urban Resilience Project “Enhancing Integrated Water Management and Climate Resilience in Vulnerable Urban Areas of the Mekong River Basin” (2021-2025), carried out in close coordination with government priorities and complementary efforts underway in Lao PDR and Cambodia with support from UNDP, the Republic of Korea (ROK), and other development partners, including People in Need Cambodia.

The overall objective of the assignment is to conduct a technical assessment of the Mekong River Commission (MRC) forecasting tools in the LMB, with a focus on the 2 targeted provinces (Kratie and Stung Treng). The assessment aims to identify existing flood monitoring and forecasting tools and their coverage/performance, as well as channels for sharing and disseminating risk information in the two target provinces. The assessment should also identify integration mechanisms with EWS1294 of MRC forecasting tools. The information should be collected and compiled using an integrated methodology which combines desk review and stakeholders’ consultations. The consultant(s) working on this assessment shall closely liaise with the project focal points of PIN, UNDP as well as the relevant stakeholders at local, national and regional level.

Geographical scope: National (Cambodia), with a focus on the provinces of Stung Treng, Kratie, Ratanakiri, Mondulkiri.

Detailed tasks and deliverables are specified in Annex 1: Term of Reference (ToR) to be requested to PIN by the interested bidders.

Submission Requirements

Tender documentation with detailed instructions for tenderers and forms to be filled by the tenderers can be obtained from the PIN Office at House No. 33 (4th floor), Street 71, S/k Tonle Bassac, Khan Chamkar Morn, Phnom Penh, Cambodia between 9.00 AM and 5 PM (GMT+7) during working days before 13th of December 2022 at 9 AM (GMT+7) or upon request via Email. Tender forms and instructions included in tender documentation must be strictly followed otherwise the tender offer might be excluded.

If any of the Tenderers requires any clarification relating to the tender, such question should be sent to PIN by e-mail to the following e-mail address: Email. If PIN answers the question, all other Tenderers will be copied in the answer. Communication will be held through e-mail.

To ensure that PIN could copy the answer to all tenderers, all Tenderers are advised to send their e-mail contacts to the above specified PIN e-mail address, or otherwise ensure that PIN knows their contact details.

In case the Tenderer does not inform PIN about corresponding e-mail address PIN will send the copy of the answer to any e-mail address available to PIN from public sources and then the Tenderer cannot claim that they/it did not know the same information as other Tenderers.

Questions can be sent to PIN before the 9th of December 2022 at 5 PM (GMT+7) and will be answered only until the 13th of December 2022 at 5 PM (GMT+7).

PIN does not guarantee that all questions will be answered.
