Cambodia’s development focus is on poverty reduction and stable economic growth as part of the drive to become an upper-middle-income nation by 2030, as enshrined in the National Strategic Development Plan (NSDP). Cambodia is highly vulnerable to the impacts of climate change. At the same time, Cambodia’s total greenhouse gas (GHG) emissions are increasing as the country develops.
The country has made remarkable progress in terms of climate change policy, particularly in mainstreaming climate change into national and sub-national planning. The Royal Government of Cambodia has developed the Cambodia Climate Change Strategic Plan 2014 – 2023 (CCCSP) (2013) and each relevant ministry has developed associated action plans (CCAPs). Cambodia’s first Biennial Update Report (BUR) was submitted in 2020, and the Third National Communication (TNC) in 2022. The National Monitoring and Evaluation (M&E) Framework for the response to Climate Change has also been developed and regular climate public expenditure reviews have been undertaken.
In addition, Cambodia recently (2020) published an updated Nationally Determined Contribution, with targets for climate change action until 2030 and submitted her Long-Term Low Strategy for Carbon Neutrality (LTS4CN) in December 2021. LTS4CN ensures the coherence of short-term climate action with long-term climate goals and suggests that Cambodia could achieve carbon neutrality in 2050.
UNDP Cambodia provides support to the National Council for Sustainable Development (NCSD) for the coordination of the climate change response, through the Cambodia Climate Change Alliance - Phase 3 (CCCA3) programme. There is a need for development of an approach for the new Climate Change Strategic Plan (2024-) to mainstream Cambodia’s climate commitments into the sectoral work and to analyze the short- mid and long-term policy pathways, that should guide Cambodia in meeting its commitment under its NDC and towards net zero emissions by 2050.

Objective of the assignment
The overall objective of this assignment is to analyze the existing framework for mainstreaming of Cambodia’s climate change commitments into national and sectoral plans and budgets, identify the gaps and opportunities, and develop an approach for the new CCCSP that will support the operationalization of Cambodia’s commitments. The CCCSP shall outline how concerned sectors will integrate climate change-related targets and actions in their respective strategies, plans and budgets, taking into account the identified gaps and opportunities.
Duration
The start date for the Consultancy Services will be upon signing of the contract between the Consultant and NCSD. The Services are expected to be completed latest by 31st of December 2022. The tentative timeframe is from 31st October to 31st December 2022 according to the following schedule:
Duty Station
The consultant is expected to work in Phnom Penh for data collection and consultations as a team with a International Consultant to conduct the tasks and develop the deliverables as listed in this ToRs.
Management arrangement
The consultant will work in cooperation with the international consultant, in close contact with the key stakeholders of the various sector group members.
The consultant will work under the overall guidance of the Director of the Department of Climate Change (DCC), and under direct supervision from the Climate Change Policy Specialist, CCCA3. The methodology for the assignment shall include engagement of NCSD/DCC and other ministries‘staff, as appropriate, to ensure the institutions have understanding and ownership of the approach to be proposed for the CCCSP development.
