Cambodia’s development focus is on poverty reduction and stable economic growth as part of the drive to become an upper-middle-income nation by 2030, as enshrined in the National Strategic Development Plan (NSDP). Cambodia is highly vulnerable to the impacts of climate change. At the same time, Cambodia’s total greenhouse gas (GHG) emissions are increasing as the country develops.

The country has made remarkable progress in terms of climate change policy, particularly in mainstreaming climate change into national and sub-national planning. The Royal Government of Cambodia has developed the Cambodia Climate Change Strategic Plan 2014 – 2023 (CCCSP) (2013) and each relevant ministry has developed associated action plans (CCAPs). Cambodia’s first Biennial Update Report (BUR) was submitted in 2020, and the Third National Communication (TNC) in 2022. The National Monitoring and Evaluation (M&E) Framework for the response to Climate Change has also been developed and regular climate public expenditure reviews have been undertaken.

In addition, Cambodia recently (2020) published an updated Nationally Determined Contribution, with targets for climate change action until 2030 and submitted her Long-Term Low Strategy for Carbon Neutrality (LTS4CN) in December 2021. LTS4CN ensures the coherence of short-term climate action with long-term climate goals and suggests that Cambodia could achieve carbon neutrality in 2050.

UNDP Cambodia provides support to the National Council for Sustainable Development (NCSD) for the coordination of the climate change response, through the Cambodia Climate Change Alliance - Phase 3 (CCCA3) programme. There is a need for development of an approach for the new Climate Change Strategic Plan (2024-) to mainstream Cambodia’s climate commitments into the sectoral work and to analyze the short- mid and long-term policy pathways, that should guide Cambodia in meeting its commitment under its NDC and towards net zero emissions by 2050.

Objective of the assignment

The overall objective of this assignment is to analyze the existing framework for mainstreaming of Cambodia’s climate change commitments into national and sectoral plans and budgets, identify the gaps and opportunities, and develop an approach for the new CCCSP that will support the operationalization of Cambodia’s commitments. The CCCSP shall outline how concerned sectors will integrate climate change-related targets and actions in their respective strategies, plans and budgets, taking into account the identified gaps and opportunities.

Duration

The start date for the Consultancy Services will be upon signing of the contract between the Consultant and NCSD. The Services are expected to be completed latest by 31st of December 2022. The tentative timeframe is from 31st October to 31st December 2022 according to the following schedule:

Duty Station

The consultant is expected to work in Phnom Penh for data collection and consultations as a team with a International Consultant to conduct the tasks and develop the deliverables as listed in this ToRs.

Management arrangement

The consultant will work in cooperation with the international consultant, in close contact with the key stakeholders of the various sector group members.

The consultant will work under the overall guidance of the Director of the Department of Climate Change (DCC), and under direct supervision from the Climate Change Policy Specialist, CCCA3. The methodology for the assignment shall include engagement of NCSD/DCC and other ministries‘staff, as appropriate, to ensure the institutions have understanding and ownership of the approach to be proposed for the CCCSP development.

Duties
  • The consultant will be responsible for the following tasks in cooperation with the International Consultant:
  • Inception phase and finalizing the methodology
  • Conduct an initial desk review of the NDC, LTS4CN, NSDP and key sectoral strategies and plans;
  • Consult with the Department of Climate Change and the CCCA3 team;
  • Develop a detailed approach and workplan for the assignment.
  • CCCSP implementation and sector wide gap assessment considering the updated NDC and LTS4CN and mapping of opportunities to mainstream climate change into key sectoral work
  • Organize a consultation workshop(s) for key sectors in consultation with concerned ministries and key stakeholders in order to:
  • Assess the CCCSP 2014-2023 implementation; and the existing level of integration of NDC/LTS4CN goals and priority actions in national and sub- national policies, strategies, plans, and budgets and key sectoral documents; and
  • Identify critical gaps as well as opportunities to address these gaps (i.e. when these documents can be amended/ updated to reflect climate change objectives). These findings shall be reflected in a gap assessment report.
  • Drafting the proposed approach and methodology for the new CCCSP development:
  • Develop a proposed approach (Terms of Reference with methodology) for the CCCSP process to address the identified gaps. The CCCSP process should include developing the actions and intermediary goals that would be required to achieve the higher level objectives set in the NDC and LTS4CN, setting clear targets and timelines for them to be integrated in relevant sectoral documents and the new NSDP, and developing the corresponding framework to monitor the CCCSP. The methodology shall cover the process of consultations with relevant ministries and relevant stakeholders, as well as broad guidance on how to translate NDC/LTS4CN commitments into concrete sectoralmeasures and targets;
  • Propose an outline for the CCCSP document, taking into account relevant guidance from the Government on the format of such documents.
Requirements
  • Minimum Qualifications of the Consultant/firm
  • At least 5 years’ experience in climate change-related work, both mitigation and adaptation;
  • Experience in climate policy/strategy development and implementation across key sectors for adaptation and mitigation (necessary);
  • Proven experience in facilitating participatory planning processes, including a formulation of policies, strategies and action plans, involving government and a wide range of stakeholders; in the context of Cambodia;
  • Proven experience in support for development of climate related strategies;
  • Experience in working with the UNFCCC mechanisms and guidelines, a good understanding of issues relevant for the NDC/LTS implementation;
  • Ability to provide timely, high-quality research and analytical products, tailored to the stakeholder landscape and audiences;
  • Demonstrated analytical skills, ability to assess complex situations, to succinctly and clearly distill critical issues, and to draw practical conclusions;
  • Demonstrated ability to work with developing country government agencies;
  • Excellent interpersonal, coordination and planning skills. Sense of diplomacy and tact; and
  • Excellent computer literate (MS Office package).
  • Language Requirements
  • Excellent English and Khmer report writing skills.
