TEAM PURPOSE:

The Mekong Regional Water Governance Program aims to promote more inclusive, equitable water governance that reduces the impact of climate change and increases social accountability to citizens in the Greater Mekong Basin.The governance of water resources and response to the impacts of climate change is of critical importance to the future and growth of the region and we seek to support affected communities to realise their right to sustainable livelihoods and to ensure growth is inclusive (with a particular focus on women) and equitable access to natural resources.

Within the portfolio of the Mekong Regional Water Governance Program Management Unit (PMU), Oxfam is implementing a new complementary program Strengthening Climate Resilience in the Lower Mekong, starting May 2022-June 2025.The project will be implemented in 4 countries (Thailand, Cambodia, Vietnam and Lao PDR) and will support riverine communities to be better prepared to respond to disasters and become more climate resilient.

JOB PURPOSE:

The MEAL Coordinator Climate Resilience will be a member of the Mekong Project Management Unit (PMU) and s/he is responsible for coordinating and leading on Monitoring, Evaluation, Accountability and Learning (MEAL) function for the Strengthening Climate Resilience Project. The post holder will ensure MEAL is compliant with the Oxfam’s Common Approach to MEL and Social Accountability (CAMSA) and back donor (DFAT) performance standards. As the project is focused on building capacity, it is important that the MEAL framework has a balance of creative but practical qualitative measures as well as quantitative measures. S/he will work closely with the MEAL officers at country level and coordinate closely with the regional MEAL/Knowledge Management post-holders to ensure regional programs are delivered with high quality, identify synergies, and maximise efficiencies.

S/he will support project stakeholders to develop a MEAL framework and identify, collect, and analyse quantitative and qualitative project data; to monitor and record activities and evidence of outcomes in the three domain of change including outcomes in Inclusion, gender equality and women’s leadership; civil society capacity and networking. Specific attention will be paid to working with government, academia, and the private sector to identify how they can contribute to the MEAL framework and understand the importance of gathering qualitative data.

Duties
  • Core Technical:
  • Coordinate the development of a MEAL framework for the Project that is owned and understood by the project stakeholders, is periodically reviewed, ensures program quality, monitoring and evaluation, accountability, and learning and is aligned with the IP2 MEAL framework.
  • Provide specific MEAL support to the partner in Thailand to develop a light MEAL framework that is appropriate for an academic research project and can contribute to the overall project framework.
  • Ensure the MEAL framework builds on and is synergized with country level frameworks, supports the capture of key learning at all levels, adheres to Oxfam’s CAMSA and is compliant with DFAT standards and guidelines
  • Work closely with Oxfam staff, to provide specific attention to government and academic partners to identify SMART indicators for their contributions to the project, particularly with reference to measuring quality and GEDSI.
  • Identify and coordinate with regional collaborators to provide MEAL capacity building, technical support, and training to the program teams (Oxfam and partners) in each country and at regional level to ensure the balance between capacity development and delivery of project outputs, outcomes, and impact.
  • Provide leadership in managing all aspects of the project information management for accurate and accessible filing and record-keeping of all data collected in the projects
  • Collaborate with and support the technical consultants to ensure the MEAL framework reflects the technical changes the project is seeking to make from baseline through to project completion.
  • Identify, plan, and promote coordination between MEAL activities at country and regional level to improve efficiencies and promote learning.
  • Make monitoring and support visits to project sites with the project team and partners to analyze progress against the milestones, identify and report any areas of risk or in need of additional support
  • Ensure that the links between communications and MEAL (at country and regional level) are made by aligning visits and information gathering and produce case studies and blogs for internal and external communications.
  • Learning
  • Coordinate the learning activities and processes within the program, supporting national events and coordinating regional and project wide events.
  • Identify, plan, and implement learning and review events for other program functions (training, policy dialogues) as part of the M&E frameworks.
  • Support and identify communication strategies to disseminate program learning to staff, partners, and other stakeholders.
  • Coordinate with Regional Program MEL (TROSA, FFA, GRASIA Just Energy Transition) to leverage learning and identify opportunities for alignment towards Asia Regional Quality Programming
  • Business Services
  • Advise the Project Manager on project budget development to ensure adequate resourcing for M&E and learning activities and monitor the respective budgets.
  • Identify and manage the procurement of consultancies for baselines, training, research, and evaluations
  • Lead on the regular reviews of the Project, contribute to external reviews by DFAT and play a key role in designing the scaling up/exit plan for the program.
  • Manage and ensure the integration and compliance of Oxfam’s policies and relevant sector codes of good practice.
  • Representation and Relationships
  • Ensure agreement between project stakeholders on the systems and procedures to manage and share knowledge to internal and external audiences
  • Liaise with and communicate with government officials and DFAT project team
  • Build networks and collaborate with local and international organizations working in the same scope of work.
Requirements
  • Key Selection Criteria
  • Degree in Social Science, Development Studies, Environment, or relevant disciplines
  • At least 5 years relevant experience working in a regional program, or within INGOs on technical MEL positions, preferably in comparable organisation and program contexts.
  • Experience in developing and operationalizing MEAL Frameworks preferably for complex, regional programs.
  • A strong commitment and experience in promoting gender equality, social inclusion in the development and implementation of project MEAL.
  • Experience of developing indicators for qualitative data that is practical and complementary to quantitative information.
  • Demonstrated knowledge on baseline, review, evaluation, and impact assessment methodologies and how to translate these into practical tools and processes.
  • Research skills required in data collection and analysis, learning through a variety of channels for specific topics; an understanding of qualitative and quantitative data gathering methodologies; and development and maintaining databases
  • Strong negotiating and networking skills, conceptual and analytical skills, and experience in promoting evidence-based programming.
  • Team player but able to work independently and with self-motivation
  • Proven analytical and decision-making skills in a challenging context.
  • Excellent communication skills both in written and verbal with strong proven skills in English language.
  • Experience working in environments with political sensitivities
  • Relevant computer skills, which include experience in using project management software tools, PowerPoint, Word and Excel and other quantitative and qualitative data analysis software
