Position Summary

Child Helpline Cambodia (CHC), with financial auspices from UN Women, has undertaken a project entitled “Empowering Women and Girls Through Innovative ICT to Prevent VAW” for a period of 1 September 2019 till 30 May 2022. CHC is now in need of consultant or firm to document the following key deliverables:

  1. Data disaggregated by age and sex through Interactive Voice Response is collected and analysed.
  2. Most significant change (MSC) and storytelling is collected and compiled for project records. Most Significant Change on two aspects, i.e., 1) quantity of contact into the free helpline platform inclusive of free phone 1280, Interactive Voice Response (IVR), social media (Facebook page of CHC), and Mobile App; and 2) qualitative interview and analysis of impact on the lives of survivors of female migrant workers and survivors of VAW/G before and after accessing the free helpline services inclusive of referral pathway.
  3. End-line evaluation to build a knowledge based on the perceptions of women migrant workers, and violence towards women migrant workers as well as an understanding of lessons learnt and good practice in strengthening fair and safe migration and inform new strategy.
Requirements:
  • Desired qualifications and key competencies
  • National or international senior expert in organizational development or in the field of International Law, Social Sciences, Human Rights, Migration and VAW,
  • Knowledge and experience of Cambodian situation in regard to safe migration, VAW and other Asian countries will be an asset,
  • Documented experience in conducting participatory qualitative assessments and action research related to safe migration, and VAW,
  • Demonstrate experience in professional writing the quality story of change in English and Khmer,
  • High quality photography portfolio,
  • Demonstrate experience producing most significant change/stories of change to reach a range of stakeholders in Cambodia,
  • Experience in professionally designing the communications materials,
  • Demonstrate ability to work with and communicate with most vulnerable and hard to reach women and girls,
  • Demonstrate experience working for/with non-governmental organization,
  • Experience working with NGOs, particularly in the Cambodian context, and experience working with vulnerable populations with sensitivity,
  • Sound experiences of rights-based approach and human rights base approach.
  • Good spoken and written communication skills in English.
