JOB SUMMARY

Promoting Healthy Behaviors (PHB) is a USAID-funded Social and Behavior Change project that works to assist the Royal Government of Cambodia to improve health behaviors among Cambodians. PHB implements innovative, evidence-based SBC activities across a variety of health areas, including family planning, maternal & child health, nutrition, water & sanitation, tuberculosis, malaria, and non-communicable diseases (NCDs). The project has recently been extended until June 2025. `

The Senior MEL Specialist plays a leadership role in PHB’s monitoring, evaluating, and learning (MEL) activities. This includes overseeing the implementation of the project’s approved MEL plan and tracking progress against the project’s key performance indicators. During the design phase of SBC activities, the Senior MEL Specialist is responsible for working with the program team to develop the project’s monitoring strategies, including the data collection, analysis, reporting and documentation.

The Senior MEL Specialist is also responsible to develop and manage the PHB learning agenda, capturing and disseminating key accomplishments and lessons learned. He/she also coordinates PHB systems development activities including PHB’s internal MIS, mobile data collection tools, and data quality assessments. He/she also leads PHB’s MEL capacity building strategies with key partners such as for the National Center for Health Promotion (NCHP) as well as other national programs and local NGO partners. The MEL Specialist is a member of the PHB senior management team, manages two MEL Coordinators, and reports directly to the PHB Chief of Party (COP).

All members of the PHB team are expected to be proactive in their work, identifying new ways to contribute to the overall project outcomes, being highly self-motivated, eager to learn and interested in being part of a dynamic team.

REPORT TO: Chief of Party

Requirements
  • Bachelor’s degree in public health, health informatics, information sciences, behavioral sciences, epidemiology, population studies, or a related field;
  • At least 5 years’ experience managing, designing and implementing Monitoring Evaluation and Learning activities for complex programs; experience with programs focused on social and behavior change (SBC) highly preferred;
  • Proven experience designing and implementing M&E frameworks, including: performance monitoring approaches, evaluation plans, key performance indicators, routine data collection and analysis, data quality assurance, and data use;
  • Experience in measuring activity outcomes and supervising M&E activities;
  • Experience in developing M&E work plans/milestones and M&E budgets;
  • Experience in data collection, aggregation, analysis and report writing;
  • Experience in managing project evaluations including baseline, midline, end-line, on-going assessments, and other special surveys
  • Experience designing and implementing M&E capacity building activities.
  • At least 3 years’ experience managing staff, including setting performance goals, coaching and supervision.
  • Strong in design and implementation of monitoring and evaluation strategies;
  • Strong knowledge of database management through various platforms such as web application, mobile data collection, Excel, Access and/or other applications;
  • Ability to analyze data through statistical analysis software such as SPSS or STATA
  • Familiarity with social and behavior change or IEC/BCC programming preferred but not required;
  • Ability to effectively engage with government partners, NGO partners and other stakeholders;
  • Have good judgement, critical and analytical thinking, and ability to work on his/her own initiative.
  • Good leadership and people management skills; ability to lead a team
  • Highly organized, comfortable working on multiple simultaneous projects; great at meeting deadlines
  • Possess critical thinking capability, accuracy minded, attention to details and having ability to work on his/her own initiative.
  • Excellent verbal and written communications skills
  • Very good spoken and written Khmer
  • Good spoken and written English
  • Ability to interpret data and explain findings to non-technical audiences.
