Kampuchea Action to Promote Education, a local NGO based in Kampong Cham province, funded by the European Commission (EU)- support a project called Strengthening Education & Employability in Kampuchea (SEEK). The project implements in three province including Kampong Cham, Tbaung Khmum, and Kampong Chhnang. This program is to be implemented in 50 Primary Schools and 15 Lower Secondary Schools, a period of three years starting from January 2020. SEEK is looking for suitable Cambodian national candidates to fill the following position:

Education Officer

Duties
  • Prepare Catch-up courses at upper Primary (grade 6) to improve literacy and numeracy skills
  • Train teachers and school directors to administer Catch-up Courses
  • Become familiar with the implementation manual governing how KAPE implements its scholarship program.
  • Provide capacity building to Local Scholarship Management Committees who implement the scholarship program (application, short-listing, interviews, home visit, contract-making, and appeals.
  • Provide Cash support to vulnerable selected students of grade 7,
  • Provide Income Generating Grant for the families to encourage their children going to school.
  • Track students’ learning result and attendance list
  • Become familiar with the implementation manual governing how KAPE implements its 30 life skills.
  • Provide capacity building to teachers and school directors to use KAPE life skill manuals
  • Follow up teachers teaching life skill to students in the class.
  • Work with schools to organize parents’ meeting to inform the new curriculum relevance to life skill training.
  • Create a setting where Trey Visay app- a career counseling, developed by KAPE, MOEYS and partner to be accessed in library
  • Conduct training to lower and upper secondary students about assessing their job/careers using Trey Visay app.
  • Provide parent awareness about career counseling activity.
  • Conduct Project Monitoring and Evaluation
  • Work closely with project partners, including Buddhism Social Development Action (BSDA), Youth Council of Cambodia (YCC) and WeWorld.
  • Liaise with stakeholders including teachers, directors, authorities, District Office of Education (DOE), Provincial Office of Education (POE), parents, and children.
  • Prepare advance and clear budget for project activities
  • Follow activities and budget by weekly, monthly, and quarterly
  • Report project activities to SEEK Coordinator by quarterly.
Requirements
  • Bachelor’s Degree or equivalent in Education
  • 2-3 years’ experience of training/teaching
  • Good facilitation and counseling skills
  • Ability to work as a team
  • Strong ability in Microsoft office (Words and Excel)
  • Ability to communicate in English
  • Willingness to work in target Province
 

Project Finance Officer

Duties
  • Managing and supporting the grants requirement and implementation for the organization
  • Keep the relevant staff informed about upcoming deadlines and deliverables, thereby ensuring smooth completion of work responsibilities
  • Monitor budgetary of SEEK vs expenditure to ensure that expenditures are properly charged and all documentation is completed.
  • Maintain records of all payments and receivables and prepare monthly records for all grant related activities
  • Prepare financial or budget plans and allocation along with the planning and finance department in accordance with each requirement
  • Provide training to the new staff on grants management and reporting requirements
  • Supervise grant working in the Finance Section, especially with regard to financial entries, preparation of vouchers and other financial documentation.
  • Prepare the production of all financial reports by each projects by monthly or quarterly based on donor requirement
  • Including transactions records, bank reconciliations, balance sheets, trial balance, cost sharing, cost allocation plan (where required), and other financial documentation that may be required.
  • Ensure that agency financial regulations are respected, particularly with respect to the payment of advances, settle advance, expenditure and other transactions.
  • Review and liquidate monthly financial report of the expenditure and income from sub office.
  • Internal audit of sub offices in KAPE’s project on regular basis and then make report submit to Finance Director
  • Consolidate financial report from all SEEK partner by quarterly
  • Good communication with all departments in KAPE, Partners, Ministry and other institute.
  • Make quarterly report by each donors and submit to Finance Director
  • Manage payroll against all donor funds of each month.
  • Assist Finance Director to declare monthly tax to tax department.
  • Answer all donor questions regarding the financial matter and audit solving.
  • Do the orientation to cluster director, school director and program staff at the start of each fiscal year.
  • Review all staff timesheet of each month
  • Check monthly outstanding advance of all donors in KAPE
  • Review/Count inventory list with admin staff every quarter based on KAPE policy and audit requirement
  • Make monthly work plan to Finance Director at first week of each month
  • Perform other tasks as might be determined by supervisor
Requirements
  • Bachelor Degree of Business Administrative in the major Accounting and Finance or Relevant Degree level Qualification
  • Minimum 3 years’ experience in a Finance position
  • Knowledge of financial systems and implementing internal controls
  • Confident/proficient in the use of QuickBooks - with advanced Excel skills
  • Have an experience with EU
  • Previous experience working in NGO is highly desirable
  • Women are strongly encouragement
