The Program Manager will be based in Phnom Penh, Cambodia, and will oversee all aspects of CHAI’s TB work in Cambodia. The Program Manager will be engaging principally with the Cambodian Center for Tuberculosis and Leprosy Control (CENAT) to foster and grow a professional relationship while advancing goals of preventing, finding, and treating tuberculosis with a sustainable program. Additional engagement is needed with other partners and related departments including the National Center for HIV/AIDS, Dermatology and STDs (NCHADS). This position reports to the Deputy Country Director, Cambodia.

Duties
  • Develop the strategic direction and implementation of the Cambodia TB programs to align with national priorities, newest guidelines, and population needs.
  • Manage a team of associates and specialists to provide in-depth and high-quality technical assistance to Ministry of Health (MoH stakeholders), especially CENAT.
  • Continue and strengthen CHAI’s TB work in Cambodia: develop workplans, sensitize stakeholders to the goals of the project, and support the government to develop time-bound, action-oriented plans to improve tuberculosis care.
  • Oversee ongoing projects regarding TB preventive therapy (TPT) for people living with HIV and child contacts of persons with active tuberculosis, including the introduction and scale-up of a new product, 3HP, as well as clinical research for pilot projects including 1HP
  • Developing new projects including potential work in supply chain and commodities, active case finding of TB, MDRTB treatment guidelines and case detection, and other available opportunities
  • Identify key impediments to the successful execution of the National Strategic Plan for Tuberculosis and mobilize CHAI resources and partners to develop solutions and rapidly address barriers
  • Advise Cambodia Country Director on a range of implementation issues, including identifying new funding opportunities for existing and new work streams and identifying human resource needs
  • Manage relationships with internal and external stakeholders, including donors, in-country partners, and various CHAI teams.
  • Collaborate and engage with the CHAI Global Tuberculosis team on projects and workstreams and other CHAI country tuberculosis programs.
  • Manage the program operations, finances, and workplans, and ensure on-time and quality donor deliverables and reporting. 
  • Other responsibilities as needed.
Requirements
  • Bachelor’s degree with exceptional experience, or a graduate degree
  • 8+ years of progressively responsible program management experience in a demanding, results-driven environment
  • Strong communication, strategic, and analytical capabilities, with fluent proficiency in Microsoft Word, Excel, and PowerPoint
  • Exceptional diplomacy and interpersonal skills, with demonstrated ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment while navigating complex government processes
  • Experience mentoring and leading teams that can manage multiple tasks simultaneously, set priorities, and work independently at a fast pace with minimal structure
  • Strong command of written and spoken English for business purposes Pluses:
  • Management consulting, pharmaceutical, or healthcare industry experience
  • MBA, MPH, or other relevant advanced degree
  • Experience working with government and ministries of health to achieve collaborative goals
  • Experience living and working in Southeast Asia or another resource-limited setting
  • Able to communicate in Khmer language
