Shaping a stronger Oxfam for people living in poverty

Department Purpose:

Oxfam believes the world is rich. The main cause of poverty is injustice. We want to see a just world with no poverty. We work with all others to achieve this goal. Oxfam started to work in Cambodia since 1979 and we are continuing our activities in Cambodia by working with partners, government counterparts, education and research institutes, communities, and other actors in order to improve the sustainable livelihood of Cambodia communities especially women in rural areas. Oxfam also provides support for the development and strengthening of civil society organizations in their organizational accountability, quality programming, and effectiveness.

Oxfam is implementing a EU funded project the Fostering an Inclusive and Shock Responsive Social Protection system in Cambodia (FIRST). The overall objective of the project is seeking to contribute to a stronger the social contract between the Royal Government of Cambodia’s (RGC’s) social protection institutions and the Cambodian citizens in relation to the ongoing implementation of the National Social Protection Policy Framework (NSPPF).

JOB PURPOSE:

Oxfam is looking for a consultant or a team of consultants to conduct a baseline study intended for the project partners.

The baseline objectives are to:

  • Collect information on the current situation of selected indicators related to social protection as indicated in the project logframe
  • The data collected will be both qualitative and quantitative in nature, and will include information gathered on the outcome and outputs indicators

Key baseline indicators to be assessed:

  • Level of satisfaction of access to social protection services by target groups
  • Number of emerging leaders who can voice citizens’ needs regarding social protection working directly with project partners.
  • Number of direct beneficiaries of partners accessing social protection benefits, including labour market schemes.
  • Number of contingencies covered under the NSPPF, disaggregated by:
  • Lifecycle measures
  • Covariate crisis measures
  • Number of social protection dialogues mechanisms on social protection and number of CSO and TU representatives participating in dialogue mechanisms with social protection institutions on social protection specific schemes.

DURATION OF THE ASSIGNMENT

The duration of the assignment is from 6 December 2021 to 11 February 2022.

  • Detailed technical proposal explaining methodology, scope of work and timeline.
  • The financial proposal shall specify a total in net Fee amount in US Dollars including consultancy fees and all associated costs i.e. travel cost, meal, accommodation, etc., or inclusive of VAT if the company has VAT certificate in Cambodia.
