The Cambodia National Council for Children (CNCC), in collaboration with stakeholders, has developed the Action Plan to prevent and respond to Online Child Sexual Exploitation in Cambodia 2021-2025 with six priority strategic goals: (1) Strengthen effective implementation of policy and governance (2) Promote criminal justice system (3) Promote prevention and rehabilitation of OCSE victims (4) Strengthen community safety of OCSE (5) Strengthen the statute for internet service providing (6) Increase dissemination and proper understanding of OCSE.

CNCC Secretariate develop project for engagement of the implement of the National Policy on Child Protection System and the implementation OCSE action plan period from 1st August 2021 to 30th June 2022, indicated in point B1.Guideline and Registration development, B1.1. Cooperative partnership between CNCC and Ministry of Post Telecommunication and other relevant ministry to develop guideline on child online protection (COP) to prevent/manage private sector functionality on OCSE.

Purpose of Consultancy

The purpose of this consultancy is to develop parenting skill curriculum on OCSE for community implementation.

Time frame

The consultancy is expected to be one month (in October 2021). The consultant will be based at CNCC (more detail please read in TOR attachment).

Duties
  • Under the supervision of the Deputy Secretary-General of the Cambodian National Council for Children, consultant will undertake the following tasks:
  • Submit workplan to CNCC Secretariat with agreed from Development Partners;
  • Desk review and key performance interview with relevance stakeholder especially the OCSE Technical Working Group (OCSE-TWG) of CNCCGS
  • Develop Zero draft of parenting skill curriculum on OCSE for community implementation
  • Support the CNCCGS to organize OCSE-TWG meeting to get input from stakeholders for final the 1st draft of guideline on child online protection (COP) to prevent/manage private sector functionality on OCSE.
  • Support CNCCGS to conduct a consultative workshop to review 1st draft parenting skill curriculum on OCSE for community implementation
  • Support OCSE-TWG to conduct meeting to finalize parenting skill curriculum on OCSE for community implementation and seeking approval.
Requirements
  • Master’s degree in planning or relevant decree with Minimum three years of experience in child rights, child protection and OCSE
  • Experience in working with UN agencies and Government counterparts
  • Familiarity with national child protection standards, equity, gender and human rights
  • Strong analytical skills
  • Understand on National Policy on Child Protection System is preferable
  • Excellent management, interpersonal, planning and coordination skills
  • Excellent proficiency in English communications and writing skill.
