Announcement Description

Investing in Infrastructure (3i) is a six year, nationwide, social investment program funded by the Australian Government and implemented by Palladium. The program has supported more than 90 private companies to establish and expand piped clean water infrastructure, electricity networks, and small scale solar in areas where operators would not have invested by themselves. At least one million Cambodians will have achieved access to reliable electricity and piped clean water through the support from the program by its end.

3i’s experiences provide an opportunity to inform and influence wider infrastructure policy in Cambodia by building on its lessons and insights into the institutional and policy framework, gained through successful delivery of its work.

Existing policy related activities include (a) support to an inter-agency renewable energy working group (TWG) on facilitating electrification of rural areas with renewable energy and developing a Renewable Energy Strategy and Assessment for Cambodia ; (b) assisting the Ministry of Industry, Science, Technology and Innovation (MISTI) on development of Cambodia’s water policy and related measures for the water sector; (c) policy and regulatory advice to the Securities Regulator of Cambodia (SERC) on measures to enhance development of Cambodia’s domestic bond market for financing infrastructure investments; and (d) development of a smart city strategy for Sihanoukville that can be enabled through public-private partnership (PPP) based investment. Through its policy engagement 3i aims to establish a solid basis for future bilateral cooperation between Australia and Cambodia on infrastructure investment.

Reporting relationships

  • Reports to: the Finance Adviser (lead on 3i’s Renewable Energy portfolio). Also works closely with the Infrastructure Policy Adviser, 3i.
  • Direct reports: None currently. Other roles may be recruited based on proposed work plans.
  • Indirect reports: other 3i resources assigned to support delivery of projects, Short Term Advisers and 3rd party consultants (if required to be procured).

Position status

  • Location: Phnom Penh, Cambodia with travel to provinces, with appropriate precautions to protect against infection and transmission of COVID-19
  • Status: This is a locally engaged staff position
  • Commencement: immediate start, preferably July 2021
  • Duration: 6-month contract, with high likelihood of an additional 6-month extension
  • Remuneration: Competitive salary and benefits will be offered to the selected candidate, depending on qualifications and experience.
Duties
  • Manage and implement 3i’s project to support electrification of off-grid areas in Cambodia. The project is expected to drive development of renewable energy mini grids in Cambodia to electrify villages which will not be connected to the grid in the foreseeable future.
  • Support management and delivery of additional work streams under the collaboration between 3i, MME and the TWG respectively to ensure high quality delivery of 3i’s support. Monitor day-to-day activities, evaluate progress and make necessary adjustments to achieve desirable impacts.
  • Develop relationships and liaise with government officials and with other stakeholders involved, and manage ongoing communications between 3i, the TWG, other RGC agencies, and other stakeholders as required.
  • Work closely with 3i’s project lead and relevant MME and TWG staff to identify additional priority topics in energy and renewable energy, prepare the scope of work for additional support, develop work plans, identify roles and responsibilities, assist with procurement of any 3rd party support required to execute each work stream, and implement each project.
  • Support the management of additional human resource requirements (such as other 3i staff, short-term technical expertise and 3rd party consultants) needed to fulfil the work plan and objectives.
  • Collaborate with and support 3i’s broader infrastructure policy team and activities where required
  • Coordinate 3i’s energy sector policy support work with the domestic private sector, and with international investors in Cambodia, where appropriate.
  • Perform any other duties that may be assigned by the senior leadership of 3i, which may be deemed to fall within the remit of the post.
Requirements
  • Required
  • University degree in economics, business, engineering or equivalent.
  • Strong analytical and problem-solving skills, including the ability to work with and analyze large, complex data sets.
  • Financial analysis and quantitative skills, understanding of financing investment projects in the infrastructure sector.
  • Understanding of the Cambodian energy sector and overall renewable energy development in the Greater Mekong and SEA region.
  • Experience working with Cambodian government officials including government officials in the energy sector.
  • Strong interpersonal skills and ability to engage and interact with senior level professionals in both government and private sector.
  • Strong written and oral communication skills.
  • Ability to work independently and produce high quality work with input from senior managers and the broader 3i team.
  • Fluency in Khmer and English.
  • Desired
  • Experience with off-grid electrification projects in Cambodia, including the assessment, analysis and development of isolated mini-grids as well as the analysis of village-based information for assessment of electrification options.
  • Understanding of and experience working with Rural Electrification Enterprises including an ability to analyze and understand financial and investment aspects of such businesses.
 

Manager - Infrastructure Policy

The objectives of the Manager - Infrastructure Policy role are to:

  • Provide executive-level support to the 3i team with policy analysis inputs, support to development of policy outputs and advice.
  • Provide insight and advice to the wider 3i team on the political economy of policy development in Cambodia, with specific reference to the infrastructure and infrastructure financing sector.
  • Assist in the development and execution of plans and interventions to support the achievement of 3i’s strategic objectives.

Reports to: Chief Operating Officer, working through the Infrastructure Policy Adviser. Also works closely with the Finance Adviser, the lead on Renewable Energy portfolio.

Duties
  • Support the development and implementation of 3i’s operational plans in relation to policy development for infrastructure investment. Periodically review and make adjustments where necessary to achieve stated objectives.
  • Identify and address opportunities for 3i to deliver againsts its policy support goals as well as to overcome the challenges it faces.
  • Develop and sustain key relationships and links to RGC ministries, departments and agencies, regional and international bodies.
  • Ensure effective delivery of the tasks delegated, including in compliance with all statutory and regulatory requirements that govern its business.
  • Contribute to development of reports and other documents as required.
  • Provide guidance and advice to other 3i managers on policy development and political economy matters in relation to the RGC and its policy, regulatory and legislative institutions.
  • Coordinate 3i’s infastructure policy support work with the domestic private sector, and with international investors in Cambodia, where appropriate.
  • Perform any other duties that may be assigned by the senior leadership of 3i, which may be deemed to fall within the remit of the post.
Requirements
  • The post-holder will be able to demonstrate:
  • An ability to analyse and assess the political economy of policy making, and devise effective means by which to inform and influence stakeholders in the RGC.
  • A strong understanding of RGC systems and practices in the infrastructure sector, as well as experience engaging with senior executives from the public and private sectors on policy and regulatory matters, and the ability to build and maintain strong relationships across RGC, regulators and the private sector.
  • Sound knowledge of, and experience in, the general operations of infrastructure sector businesses and relevant commercial models for infrastructure delivery (such as through public-private partnerships).
  • An understanding of infrastructure financing markets, such as domestic or international long-term debt (including bond markets).
  • Excellent management and advisory skills to support management and professional personnel in the infrastructure sector.
  • Sound analytical and strategic thinking skills, including the ability to plan, analyse and interpret complex policy, economic and financial information for decision-making purposes.
  • Excellent problem-solving, communication and people management skills and an ability to inspire confidence and create trust among stakeholders as well as to exercise sound judgement.
  • The ability to prioritise amongst conflicting demands, solve business problems and make rational decisions based upon a sound understanding of the facts in limited time, as well as an ability to manage limited resources in order to achieve challenging output targets.
  • Sound personal and professional integrity.
  • Fluency in Khmer and English.
  • Education and experience:
  • Advanced degree in Public Policy, Business or Public Management, or Civil Engineering, or related equivalent.
  • Specialised training in infrastructure related operations or management.
  • Minimum of three years experience involvement in an institutional advisory and/or policy development role at senior level, and a minimum of three years project management experience, in relation to infrastructure delivery in Cambodia.
