The Royal Government of Cambodia (RGC) has received a finance from the European Union (EU) to implement the Cambodia Programme for Sustainable and Inclusive Growth in the Fisheries Sector: Capture component (CAPFISH-Capture) from 2019 - 2024. The EU agrees to finance and the Partner agrees to accept the financing of the following budget support action. The Financing Agreement was signed on 01 July 2019 and became effective on the same date. The Programme Completion Date is 30 June 2024. The overall objective of the CAPFISH program is to achieve a more sustainable, climate-resilient and inclusive development of Cambodia freshwater and marine fisheries. It will thus contribute to achieving the objectives of the National Strategic Development Plan (NSDP), the Strategic Planning Framework of Fisheries (SPF 2015-2024), and the fisheries programme of the 5-year Agriculture Sector Development Plan (ASDP), as well as improvement in areas relevant to the fight against IUU fishing. Although it is expected that the same reform policy will be pursued in the coming years, it is foreseen that, following the adoption of the ASDP 2019-2023, there may be a need to adjust the programme to ensure continued alignment, notably the variable tranche indicators of the budget support. The specific objectives are:
The Financial and Administrative Assistant (FAA) to be selected will be based in the Fisheries Administration and responsible for assisting providing advice, guide and mitigate associated financial risks under the programme. The individual will ensure that appropriate financial and administrative management practices are applied consistently as prescribed by the associated laws, guidelines and policy documents. He/she must work in close cooperation with the Finance Officer of FiA and for all components of CAPFISH-Capture during the period of his/her deployment and report to the Programme Director.
The Consultant will report to the Programme Coordinator and work under direct supervision of the Finance Officer and shall work closely with all Programme teams of FiA, to ensure effective Programme implementation and achievement of Programme outcomes. The FAA will be stationed at the FiA and is expected to work on a full-time basis for the period of 12 months that can be extended based on satisfactory performance and availability of funds.
.The National Senior Accountant (NSA) to be selected will be based in the Fisheries Administration (FiA) and responsible for providing professional assistance to FiA to carry out all financial activities for CAPFISH-Capture in accordance with the agreed and applicable financial procedures. In doing so, he/she must work in close consultation and cooperation with FiA staff and for all components of CAPFISH-Capture during the period of his/her deployment.
The Consultant will report to the Programme Director and work under direct supervision of Project Manager/Programme Coordinator for Operation and shall work closely with all project teams of CAPFISH-Capture, by providing advice and consultation, to ensure effective project implementation and achievement of project outcomes. The NSA will be stationed at the FiA and is expected to work on a full-time basis for the period of 12 months that can be extended based on satisfactory performance and availability of funds.
