About the position
The Agribusiness Expert supports Producer Groups (PGs) across the Cambodia Inclusive Livestock Value Chain Project’s (CILVCP) three target provinces to strengthen business planning, market linkages, and investment readiness. Working under the direction of the Team Leader, the Agribusiness Expert provides technical expertise in economic and financial analysis, market facilitation, and agribusiness capacity building for livestock value chain actors. Position duration is 34 months, contingent on the successful award of the project.
- Technical Support:
- Support PGs in preparing and implementing Livestock Business Plans (LBPls), with a focus on business strategy, market opportunities, and investment planning.
- Conduct economic and financial analyses, including profitability, investment, and financial sustainability assessments.
- Facilitate market linkages and partnerships between PGs and value chain actors, including traders, processors, service providers, financial institutions, and agribusinesses.
- Organize business networking and stakeholder engagement events.
- Provide training and coaching to PGs on agribusiness management, financial literacy, record keeping, marketing, and entrepreneurship.
- Support the Team Leader and collaborate with the Environmental and Social Technical Expert and Provincial Livestock Business Plan Experts in preparing and implementing LBPls, ensuring compliance with E&S and community procurement provisions.
- Monitoring, Evaluation and Reporting:
- Contribute agribusiness data, analysis, and case studies to quarterly and annual project reporting.
- Track business partnership and networking event indicators against CILVCP targets.
- Accountability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH):
- Carry out the duties in accordance with the PIN Code of Conduct and key policies.
- Support his/her line manager in the implementation of safeguarding measures throughout the project cycle, including risk analysis related to SEAH and child protection at the project/programme level, and develop a mitigation plan accordingly.
- Attend training and awareness sessions and carry out the duties in accordance with the PIN Code of Conduct and key policies.
- Ensure, when possible, that due diligence and/or capacity assessments of third parties include an assessment of third parties' implementation of key safeguarding and risk policies, including the prevention of SEAH.
- Strengthening Accountability on Community Feedback and Response Mechanism (CFRM):
- Promote CFRM to all partners and stakeholders
- Collect verbal feedback and complaint and confidentially handle it to CFRM Officer.
- Participate in CFRM refresher training.

- Substantial experience in agribusiness development in Cambodia, including strengthening producer organizations and facilitating partnerships with market actors across livestock or agricultural value chains.

- Experience delivering training and coaching to farmer groups or cooperatives.
- Fluency in written and spoken Khmer is required; working knowledge of English is an advantage.

About the position
The Environmental and Social Technical Expert ensures that the Cambodia Inclusive Livestock Value Chain Project’s (CILVCP) supported Livestock Business Plans and related investments comply with the World Bank's Environmental and Social Framework (ESF) and applicable national safeguard requirements. The role provides technical support to Producer Groups on sustainable livestock production, climate-smart practices, and social inclusion, and works closely with the Project's E&S team to screen, assess, and mitigate environmental and social risks. Position duration is 34 months, contingent on the successful award of the project.
- Technical Support:
- Support PG mobilization, stakeholder engagement, and the preparation and implementation of LBPls.
- Facilitate consultations and consensus-building among PG members and other stakeholders.
- Review proposed investments and recommend measures to strengthen environmental sustainability, social inclusion, climate resilience, and long-term viability.
- Provide technical support to PGs on sustainable livestock production, waste management, resource efficiency, biosecurity, pollution prevention, and climate-smart technologies.
- Assess environmental and social risks using an agreed screening template and recommend practical mitigation and improvement measures.
- Work closely with the Team Leader, Project E&S Specialists, and other TSP team members to ensure LBPls and proposed investments are environmentally sustainable, socially inclusive, and consistent with project requirements, national regulations, and good industry practice.
- Monitoring, Evaluation and Reporting:
- Draft E&S screening and assessment reports as required by the project's Environmental and Social Commitment Plan (ESCP), for review by the PMT E&S team.
- Contribute E&S risk, mitigation, and compliance data to quarterly and annual project reporting.
