The Union of Kampuchea Modern Agricultural Community (UKMAC), operating under the UMAC (Union of Modern Agriculture Cooperatives) model, is the national shared-services and operating platform for Cambodia's network of Modern Agriculture Cooperatives (MACs). Working under the guidance of the Ministry of Agriculture, Forestry and Fisheries (MAFF), UKMAC serves as the central execution arm that connects local, farmer-owned cooperatives into a unified, professional, and bankable agribusiness network. UKMAC currently unites 32 registered Modern Agriculture Cooperatives across 14 provinces and continues to expand its national network to strengthen Cambodia's agricultural sector.

Operating on a hub-and-spoke model, UKMAC provides the commercial scale, financial governance, market linkages, capacity development, and technical oversight required to help independent cooperatives transition into robust, sustainable, and commercially competitive agricultural institutions.

Chief Operating Officer

Position Circumstances

Position Summary
Duties & Responsibilities:
  • Lead the implementation of UKMAC's strategic plan, annual operating plan, and Union priorities.
  • Oversee the operational performance, governance compliance, and sustainability of all member MACs.
  • Coordinate and supervise the activities of Finance, Agronomy, Supply Chain, and other operational functions of UKMAC.
  • Monitor organizational performance indicators and ensure achievement of strategic targets across the UKMAC network.
  • Lead the establishment, onboarding, and development of new MACs and strengthen existing member communities.
  • Develop and strengthen governance systems, operational procedures, Market Linkage, and performance management frameworks across member MACs.
  • Conduct regular field missions and monitoring visits to member MACs to assess performance, identify challenges, and support organizational development.
  • Develop and maintain strategic partnerships with government agencies, development partners, financial institutions, academic institutions, and private sector stakeholders.
  • Support resource mobilization, investment attraction, commercialization initiatives, and business development opportunities for UKMAC and member MACs.
  • Ensure compliance with legal, regulatory, financial, and governance requirements.
  • Lead the development and implementation of Union performance management systems for member MACs.
  • Ensure compliance with organizational policies, governance requirements, cooperative regulations, and applicable laws.
  • Support investment attraction, strategic partnerships, and commercialization initiatives to strengthen the UKMAC network.

Head of Finance

Position Summary
Duties & Responsibilities:
  • Lead financial planning, budgeting, forecasting, and financial management for UKMAC.
  • Develop and maintain financial policies, procedures, internal control, and financial governance systems.
  • Monitor the financial performance and sustainability of UKMAC and member MACs.
  • Review and consolidate financial reports, budgets, and financial information from regional offices and member MACs.
  • Ensure compliance with accounting standards, financial regulations, audit requirements, donor requirements, and UKMAC policies.
  • Supervise and provide technical guidance to Regional Heads of Finance.
  • Conduct periodic field missions to assess financial management practices, strengthen financial governance, and support member MACs.
  • Support financial sustainability planning, investment readiness, resource mobilization, and fundraising initiatives.
  • Identify financial risks and recommend corrective actions to strengthen accountability and long-term sustainability.
  • Build financial management capacity of member MACs through coaching, training, and technical support.

Regional Head of Finance (3 Positions)

Position Summary
Duties & Responsibilities:
  • Provide technical supervision and support to Finance Officers and financial personnel of member MACs within the assigned region.
  • Monitor financial performance, budget utilization, financial compliance, and governance practices of member MACs.
  • Review and consolidate financial reports, budgets, and financial records from MACs and submit regional reports to the Head of Finance.
  • Ensure implementation of UKMAC financial policies, procedures, reporting standards, and internal control systems.
  • Conduct regular field missions and financial monitoring visits to member MACs to assess performance and compliance.
  • Support budget planning, financial forecasting, and financial sustainability initiatives within member MACs.
  • Identify financial risks and recommend corrective actions to ensure financial sustainability and accountability.

Head of Agronomy

Position Summary
Duties & Responsibilities:
  • Lead UKMAC’s agronomy strategy, crop production systems, and technical standards across all member MACs.
  • Develop and standardize crop production SOPs and technical protocols covering land preparation, variety selection, planting, soil fertility, crop nutrition, irrigation/fertigation, IPM, harvesting, and post-harvest practices.
  • Lead technical production planning, including cropping calendars, production targets, input requirements, and expected yield and quality standards for priority crops.
  • Provide expert technical guidance on crop health, pest and disease management, soil and nutrient management, water management, yield improvement, and production efficiency.
  • Monitor and analyze crop performance, yield, quality, input use, production efficiency, and agronomic risks, and lead corrective actions when technical or production problems occur.
  • Lead the implementation of GAP, IPM, climate-smart agriculture, food safety, traceability, and sustainable production practices across member MACs.
  • Supervise and provide technical leadership to Regional Heads of Agronomy, agronomists, farm technical teams, and technical consultants, ensuring consistent standards and practices.
  • Conduct regular field inspections, crop assessments, technical audits, and root-cause analysis of major production problems and provide practical technical solutions.
  • Evaluate and validate crop varieties, agricultural inputs, technologies, and production methods before recommending wider adoption across UKMAC.
  • Lead agronomic assessments and technical planning for the establishment, expansion, and improvement of farms and crop production areas within member MACs.
  • Coordinate with the Head of Value Chain to ensure crop selection, production volumes, quality, and harvest timing are technically feasible and aligned with market requirements.
  • Prepare technical performance reports, production risk assessments, and strategic agronomic recommendations for the COO and senior management.

Position Summary
Duties & Responsibilities:
  • Provide technical leadership and supervision to agronomists and crop production teams across member MACs within the assigned region.
  • Implement and monitor UKMAC crop production SOPs, cropping calendars, technical standards, and production plans across assigned MACs.
  • Monitor crop health, yield, quality, input use, and overall agronomic performance, and ensure timely corrective actions where performance falls below target.
  • Conduct regular field inspections and technical assessments to identify production constraints and provide practical solutions to crop problems.
  • Provide technical guidance on IPM, pest and disease management, soil fertility, crop nutrition, irrigation/fertigation, and yield improvement.
  • Ensure implementation and compliance with GAP, IPM, climate-smart agriculture, food safety, traceability, and sustainable production practices.
  • Lead regional response to significant pest and disease outbreaks, crop failures, climate-related risks, and other technical production issues, escalating major risks to the Head of Agronomy when required.
  • Guide and coach agronomists and farm technical teams, and coordinate technical demonstrations and training based on identified production needs.
  • Support technical assessments and production planning for the establishment, expansion, and improvement of member MAC production areas within the region.
  • Consolidate and analyze regional production and agronomic data, and report crop performance, technical risks, corrective actions, and recommendations to the Head of Agronomy.
  • Coordinate with relevant UKMAC functions and local stakeholders to ensure regional crop production activities are effectively implemented and aligned with UKMAC standards.
