Scope of Work

Scope of Work

Scope of Work
The National Project Coordinator is responsible for the overall project management, including development of annual and quarterly work plans, preparing quarterly narrative and financial reports, the mobilization of all project inputs, supervision over project staff, consultants, and sub-contractors and execution and monitoring of project activities.
- Duties and Responsibilities
- Plan the activities of the project and monitor progress against the approved work plan;
- Execute project activities, including management of project personnel, consultants, sub-contractors, procurement of goods and services, training and low-value grants, including drafting and managing terms of reference (ToR) and work specifications, and overseeing all contractors’ work;
- Monitor events as determined in the project monitoring plan, and update the plan as required;
- Provide support for completion of assessments required by UNDP/UNEP, spot checks and audits;
- Manage requests for the provision of UNDP financial resources through funding advances, direct payments or reimbursement using the FACE form;
- Monitor financial resources and accounting to ensure the accuracy and reliability of financial reports;

By leveraging customs data, existing studies, and international methodologies such as, those from the Basel Convention, the initiative will utilize harmonized monitoring methods developed in collaboration with the Coordinating Body on the Seas of East Asia (COBSEA) and Commonwealth Scientific and Industrial Research Organization (CSIRO). Following the establishment of this baseline, data will be monitored and updated at regular intervals for reporting to the MOE, providing a critical foundation for project evaluation and evidence-based policy-making.
