Wathnakpheap (WP) is a local Cambodian NGO which was localised from International NGO, SKIP (Pestalozzi Children Village’s Foundation) and was registered with the Government since 1997. Wathnakpheap has more 20 years extensive experience working with a variety of partners, including local NGOs, international NGOs, and private companies, and for a wide range of donors, including government agencies, multilateral organisations and corporate foundations. WP has been implementing projects for 6 programs areas such as 1) Community Led Child Nutrition; 2) Education for better life; 3) Good Governance and Civic Engagement; 4) Resilient Livelihood; 5) Women Entrepreneurship and 6) Sustainable institution.

WP has been granted a 35 months project entitled “Zero Child Early Marriage Community Project” (ZIP project), funded by Plan International Cambodia.

Position Summary

PURPOSE OF POSITION

The TL is responsible for leading, coordinating, and overseeing the implementation of the ZIP Project at the provincial and local levels. The main section responsible for Vocational and business and entrepreneurship and support other 3 Project Officers in Education and Community Engagement section.

Duties & Responsibilities:
  • The position is accountable for ensuring the effective, efficient, and timely delivery of project activities and achievement of the project’s outcomes below:
  • Adolescent girls aged 12-17 have accessed to and completed lower secondary education, equipping them with the knowledge and essential soft skills needed to pursue further learning and future opportunities.
  • Improved economic empowerment and independence of vulnerable adolescent girls and young women who are at risk of or experiencing CEFM, enabling them to make informed choices and build sustainable livelihoods.
  • Collaborate with Plan International Cambodia, Provincial Departments of Education, Youth and Sport (PoEYS), Provincial Training Centres (PTCs), local authorities, and other relevant stakeholders to ensure effective collaboration, partnership, coordination, and implementation of project interventions.
  • To ensure strong collaboration among stakeholders and promote timely, quality, and results of project delivery across target locations. S/he will directly supervise and provide technical and leadership support to 3 Project Officers (2 POs in Stung Treng Province and 1PO based in Ratanakiri Province) and 1 Project Accountant (PA) responsible for implementing project activities in the target areas.
  • REPRESENTATION AND COORDINATION
  • S/he represent WP in Stung Treng and Ratanakiri Provinces and maintain positive working relationships with government authorities, development partners, civil society organizations, and other relevant stakeholders.
  • S/he act as the primary focal point for coordination and communication with provincial and district authorities, community stakeholders, and partner organizations involved in project implementation.
  • S/he strengthen collaboration and partnerships with key stakeholders, including PIC, PoEYS, PTCs and local authorities.
  • S/he participate in relevant meetings, forums, workshops, and networking events to promote project objectives and WP’s organizational mission.
  • PROJECT MANAGEMENT AND IMPLEMENTATION
  • Take leadership and technical responsibility of designated project area and ensuring good quality of project delivery to support young people; especially young women aged 15-24 at risk of early or forced marriage access to life skills (skills) training and successful participation in the workforce, business and entrepreneurship.
  • Support other 2 Project officers in term of technical in section Education and Community engagement
  • Lead and oversee the implementation of ZIP Project activities to ensure the achievement of project outcomes, targets, and quality standards.
  • Supervise and support three Project Officers and one Project Accountant in project planning, implementation, monitoring, and reporting.
  • Develop, consolidate, and monitor project work plans, budgets, and implementation schedules.
  • Ensure project activities are implemented on time, within budget, and in compliance with donor and organizational requirements.
  • Work closely with the M&E Officer to implement the project MEAL framework and monitor project performance.
  • Ensure timely and accurate collection, analysis, and reporting of project data and results.
  • Review progress against project indicators and support evidence-based decision-making and adaptive management.
  • Oversee project budget utilization and ensure compliance with WP and donor financial policies and procedures.
  • Coordinate with finance staff to monitor expenditures, forecasts, advances, and financial reports.
  • Ensure proper documentation and accountability of project resources.
  • Conduct regular field visits to monitor project implementation and provide technical support to project staff.
  • Ensure compliance with WP policies, donor requirements, safeguarding standards, and child protection policies.
  • Identify implementation challenges and develop appropriate solutions to improve project performance.
  • Document and share lessons learned, best practices, and success stories.
  • Support programme development and provide recommendations for improving project effectiveness and sustainability.

  • COMMUNICATION AND REPORTING
  • S/he maintain effective communication and collaboration with stakeholders, including government counterparts, local and international NGOs, and community partners.
  • S/he prepare and submit quality and timely consolidate monthly work plans, activity reports, budgets, and other project documentation as required.
  • S/he Ensure project activities, achievements, challenges, and lessons learned are properly documented and reported for internal and donor reporting purposes in area of her/his responsible section.
  • S/he provide relevant project information, data, success stories, photographs, and other supporting materials when required.

  • MANAGEMENT
  • S/he supervision, coaching, and performance management to POs.

PURPOSE OF POSITION

The Monitoring and Evaluation (M&E) Officer will serve as the technical focal point for monitoring, evaluation, accountability, and learning (MEAL) across WP’s projects and organizational programs. Based in Stung Treng Province, the position will support the implementation of multiple projects in Stung Treng, Ratanakiri, and other project locations as required, while also contributing to the strengthening of WP’s organizational M&E systems.

The M&E Officer will work closely with Project Managers, Program Coordinators, and technical staff to ensure the effective design and implementation of M&E frameworks, data collection systems, performance monitoring, reporting, and learning processes across all projects. The position will provide technical support and capacity strengthening to project teams to ensure high-quality data collection, verification, analysis, documentation, and reporting in accordance with donor requirements and organizational standards.

The role is responsible for monitoring data quality, tracking project performance against approved indicators and targets, maintaining project databases, and generating evidence to support timely and high-quality monthly, quarterly, semi-annual, annual, and donor reports. Duties & Responsibilities:
  • Monitoring, Evaluation, Accountability and Learning (MEAL)
  • Lead and coordinate monitoring, evaluation, accountability, and learning (MEAL) activities across WP projects and programs to ensure effective tracking of progress, outcomes, and impact.
  • Develop, review, and update project and organizational M&E frameworks, results frameworks, indicator tracking tables, data collection tools, and performance monitoring systems.
  • Support project teams in tracking progress against project indicators, targets, work plans, and donor commitments, ensuring timely and accurate reporting.
  • Lead the planning, design, coordination, and implementation of baseline studies, outcome monitoring, mid-term reviews, endline evaluations, surveys, assessments, and research activities across WP projects and programs.
  • Develop and apply appropriate methodologies, data collection tools, sampling approaches, and quality assurance mechanisms for baseline, outcome monitoring, endline studies, and other evaluations.
  • Data Management and Quality Assurance
  • Establish, maintain, and manage project and organizational databases to ensure data accuracy, completeness, consistency, security, and accessibility.
  • Oversee data collection, verification, validation, cleaning, processing, analysis, and reporting processes in collaboration with Program Coordinators, Project Managers, and project teams.
  • Conduct regular data quality assessments, data verification exercises, and monitoring visits to ensure compliance with organizational standards and donor requirements.
  • Ensure all data management processes comply with WP policies and procedures, including data protection, confidentiality, safeguarding, and child protection standards.
  • Reporting, Learning and Knowledge Management
  • Lead the preparation and submission of high-quality monthly, quarterly, semi-annual, annual, and ad hoc reports in accordance with organizational and donor requirements.
  • Analyze and synthesize monitoring, evaluation, and research findings to generate evidence, trends, lessons learned, and recommendations that support program improvement, adaptive management, and strategic decision-making.
  • Document and disseminate best practices, success stories, case studies, lessons learned, and evidence of project outcomes and impact to strengthen organizational learning and knowledge management.
  • Ensure findings from baseline studies, outcome monitoring, evaluations, and research are effectively communicated and integrated into project planning, implementation, reporting, and organizational learning processes.
  • Capacity Strengthening and Technical Support
  • Provide technical guidance and support to management, project staff, and partners on M&E systems, methodologies, tools, data quality standards, and reporting requirements.
  • Build the capacity of project staff, volunteers, and partners through coaching, mentoring, and training on monitoring, evaluation, data management, outcome measurement, and evidence-based programming.
  • Lead and coordinate field teams, enumerators, consultants, and project staff during baseline assessments, outcome monitoring exercises, endline evaluations, surveys, and other data collection activities.
  • Support the strengthening of organizational M&E systems and contribute to monitoring progress against WP's Strategic Plan, organizational performance indicators, and institutional learning objectives.
  • Coordination and Other Responsibilities
  • Conduct regular field monitoring visits to project sites and target communities to verify data quality, assess project performance, provide technical support, and identify opportunities for improvement.
  • Participate in project reviews, coordination meetings, workshops, trainings, evaluations, donor visits, and other organizational events as required.
  • Provide support for data entry, database maintenance, and other M&E-related administrative tasks when necessary.

Qualifications:
  • Bachelor's Degree in Rural Development in Social Science, Economics, or related field
Work History:
  • Monitoring & evaluation in a development/NGO setting for 3 to 5 years as a minimum

PURPOSE OF POSITION

The Project Officer main responsible is responsible for the implementation of ZIP Project to support adolescent girls aged 12-17 have accessed to and completed lower secondary education, equipping them with the knowledge and essential soft skills needed to pursue further learning and future opportunities and support communities, local system and parents demonstrate positive transformation in social norms and attitudes toward child marriage, actively prevent and respond in promoting gender equality and supporting adolescents’ rights to delay marriage and access protection. The Project Officer will work closely with TL and other Project Officers to ensure integrated and coordinated implementation of project activities at the local level.

Duties & Responsibilities:
  • S/he collaborates with the Provincial Office of Education, Youth and Sport (PoEYS), District Office of Education, Youth and Sport (DoEYS) to organize and deliver trainings related-topics (SRHR, counselling room, peer-to-peer education), meetings, workshops and other activities under education sector.
  • S/he supports schools and school management committees (SMCs) to plan and conduct education awareness campaigns in target schools and communities.
  • S/he works in collaboration with target lower secondary schools in Stung Treng and Ratanakiri Provinces to organize and implement remedial classes, learning clubs, career fairs as well as the linkage-activities with Health Centers (HCs)
  • S/he facilitate to establishes and supports youth-led learning clubs for lower secondary school students to promote learning, engagement, and life skills development.
  • S/he collaborates with PoEYS, HCs, and teachers to establish and operationalize Menstrual Hygiene Management (MHM) rooms or corners in selected schools.

PURPOSE OF POSITION

The Project Officer main responsible Vocational Skills Training, Job Placement and Community Engagement. This position is responsible for implementing project activities at the community and provincial levels, with support young people; especially young women aged 15-24 at risk of early or forced marriage access to life skills (skills) training and successful participation in the workforce, business and entrepreneurship and Communities, local system and parents demonstrate positive transformation in social norms and attitudes toward child marriage, actively prevent and respond in promoting gender equality and supporting adolescents’ rights to delay marriage and access protection.

The PO will work closely with other Project Officers and TL to ensure integrated and coordinated implementation of project activities at the local level.

Duties & Responsibilities:
  • S/he ensures timely and quality implementation of project activities in accordance with approved work plans and guidance from the TL.
  • S/he collaborates with Provincial Training Centre (PTC) under the Ministry of Labour and Vocational Training (MoLVT) and local enterprises to promote awareness of gender-responsive skills development opportunities for potential girl trainees, including those in informal training, short courses, or underemployment.
  • S/he works with PTCs to conduct community-based awareness sessions for adolescent girls at risk of child, early, and forced marriage, as well as their parents and caregivers, on the importance of skills development and livelihood opportunities.
  • S/he supports collaboration with PTCs and partner enterprises to develop or adapt enterprise-based training plans, quality monitoring tools, and workplace assessment checklists to improve training quality and private sector engagement.
  • S/he facilitates regular (monthly) and ad hoc consultations between PTCs, parents, and caregivers to ensure continued awareness and support for girls’ participation in vocational training programmes.
