ARM Cambodia Organization is committed to end the trafficking and sexual abuse of children – one child, one family, and one community at a time. ARM Cambodia Organization provides a safe environment that supports empowerment of children and fosters holistic healing by providing daily care for basic needs, medical care and mental health services, education and/or vocational training based on case needs, reintegration support for sustainable freedom whether clients are placed with family or living independently in the community.

Counseling Manager

Position Circumstances

Position Summary

Location: Ta Khmau City, Kandal Province

Female, age 28–50 years old

Duties & Responsibilities:
  • Lead and supervise all counselors and psychosocial support staff
  • Provide technical guidance, coaching, and professional development to counseling team
  • Ensure all counseling services follow trauma-informed care and ethical standards
  • Review and guide psychosocial assessments and counseling plans prepared by counselors
  • Monitor the quality and effectiveness of counseling services for clients
  • Participate in case discussions and case reviews with social work and program teams when needed
  • Provide direct counseling support only in complex, high-risk, or emergency cases when needed
  • Support counselors in handling trauma, crisis, and sensitive cases
  • Ensure proper documentation, confidentiality, and safeguarding practices
  • Collaborate with Social Work Manager to ensure counseling is integrated into case management and referral decisions and other relevant departments.
  • Identify needs for external referral to specialized mental health services
  • Support the development of counseling tools, guidelines, and systems
  • Contribute to reporting, program improvement, and quality assurance

Social Work Manager

Position Summary

Location: Ta Khmau City, Kandal Province

Male or Female, age 28–50 years old

Duties & Responsibilities:
  • Lead and oversee all social work and case management services for clients
  • Ensure proper intake, assessment, and case planning for incoming clients
  • Supervise social workers and case management staff
  • Ensure timely assessment and appropriate referral/placement of clients to partner organizations
  • Oversee the management of transit shelter services, ensuring a safe and child‑friendly environment
  • Ensure clients receive comprehensive services including psychosocial support, medical care, legal assistance and basic needs and protection
  • Collaborate with government authorities (MOSAVY, Police) and partner NGOs for case coordination
  • Ensure all cases follow child safeguarding, protection policies, and ethical standards
  • Monitor client progress and case outcomes during the transition period
  • Develop and strengthen referral pathways and partnership networks
  • Provide technical guidance, coaching, and performance evaluation for staff
  • Prepare reports and maintain proper case documentation and data

Caregiver Manager

Position Summary

Duties & Responsibilities:
  • Directly lead, supervise, and support caregiver team leaders, caregivers, nurses, and cooks
  • Prepare and manage staff schedules (shift, leave, and overtime)
  • Provide coaching, guidance, and performance feedback
  • Ensure staff follow caregiving standards, routines, and policies
  • Oversee all daily care operations in the center
  • Ensure clients receive proper: food and nutrition, hygiene and personal care, safe and structured daily routines
  • Support clients directly only when necessary, especially in emergency situations or when staff need assistance with difficult cases
  • Ensure a safe, secure, and child-friendly environment at all times
  • Ensure clients staying in the temporary shelter receive proper supervision and care
  • Ensure clients receive basic health care and medical attention when needed
  • Coordinate with nurse, clinics, and hospitals and monitor and manage basic medical supplies
  • Monitor and manage: food supplies, kitchen and hygiene materials, daily living resources
  • Report any safety concerns immediately

Human Resource Manager

Position Summary

Deputy Branch Director

Position Summary

To fulfill its mission, ARM Cambodia Organization is looking for a talented and dynamic candidate for the position of Deputy Branch Director working full-time and based in Siem Reap province. The Deputy Branch Director shall work with other relevant directors within the organization under the supervision of and reporting to the Country Director.

Duties & Responsibilities:
  • Lead ARM Cambodia Siem Reap and fulfill all duties in line with the organization’s mission and vision.
  • Manage and evaluate the management team in ARM Cambodia Siem Reap.
  • Oversee the different departments and programs of ARM Cambodia Siem Reap.
  • Address organization concerns in all departments.
  • Oversee and implement organization resources in support of organizational plans, mission and vision.
  • Lead development, planning, implementation, and evaluation of programs.
  • Provide ongoing program assessment and evaluation of best practices and implement appropriate changes based on current needs within the organization in collaboration with the directors of operation and client services.
  • Maintain transparency and accountability standards.
  • Ensure all programs are implemented according to organizational standards and child protection policies.
  • Ensure compliance with Cambodian laws, Ministry of Interior requirements, and MOSAVY agreement.
  • Collaborate and strengthen relationships with partner organizations and the government.
  • Report to the Country Director and prepare annual plan.

  • Ability to respond to problems, especially in significant and complex crisis situations in extraordinary circumstances, requiring swift action and rapid changes in priorities
  • Experience in working with troubled youths and survivors of abuse or other humanitarian programs.
  • Good computer literacy in use of spreadsheet and database word processing skills.
