The Health Equity and Quality Improvement Project Phase 2 (H-EQIP 2) built on lessons learned from H-EQIP to support the RGC in advancing UHC over a five-year period from July 2022 to December 2027 with a continued focus on improving financial protection and access to services for the poor and vulnerable, enhancing the quality and inclusiveness of health services, and strengthening the health service delivery system through planned activities from July 2022 to June 2027 with the second half of 2027 focusing on verification of performance-based conditions (PBCs) and evaluation and dissemination of lessons learned.

The project will further strengthen the focus on results by expanding service delivery grants (SDGs) to finance more health programs and using an investment project financing (IPF) with PBCs. PBCs are a set of indicators, that, as part of the project’s Result Framework, aim at measuring performance against key actions and interventions. This performance-focused financing approach would promote timely achievements of PBC targets.

The objective of the Project (H-EQIP 2) is to improve equitable utilization of quality health services in Cambodia, especially for the poor and venerable populations, and to provide immediate and effective response in case of an Eligible Crisis or Emergency in the Kingdom of Cambodia.

Consultant for Developing e-Learning Platform

Position Summary

Objective of the assignment

To ensure long-term sustainability and maximize returns on investments in training and capacity building, H-EQIP 2 has envisaged the establishment of a Learning Management System (LMS) for continuous professional development. The LMS will serve as a centralized digital platform through which online training materials developed for professional development can be continuously updated and reused, made available to health workers on a 24/7 basis, and scaled nationwide at low cost and high speed.

Beyond delivery of training content, the LMS is expected to create opportunities for systematic and continuous tracking of compliance with basic CPD requirements, monitoring of learning outcomes and trends, and the identification and targeted support of poor performers.

One concrete example of how the LMS will be utilized is the integration of training programs developed under the World Bank's technical support to the Ministry of Health (MoH) for strengthening infection prevention and control (IPC) measures in provincial hospitals. Similar programs developed under H-EQIP 2 and by other partners will progressively be integrated into the platform, making it a living repository of CPD resources for the health sector.

The Ministry of Health is seeking a qualified Local Consultant to provide technical and implementation support for the establishment and operationalization of the LMS.

The primary objective of this consultancy is to provide dedicated technical and coordination support to the MoH in planning, procuring, establishing, populating, testing, and operationalizing a Learning Management System for continuous professional development of health care providers under H-EQIP 2.

Duties & Responsibilities:
  • Technical Specifications and Procurement Support
  • Develop detailed functional and technical specifications for the LMS, including requirements related to user management, content management, accessibility, offline functionality, mobile compatibility, multilingual support, and reporting dashboards.
  • Prepare a comparative analysis of suitable open-source and hosted solutions of LMS platforms (Moodle LMS, MoodleCloud, ILIAS, …), with recommendations aligned to MoH’s operational context, budget, and long-term sustainability considerations. The analysis should include a cost-complexity analysis, whereby for open-source the cost needs to be calculated as Total Cost of Ownership with cost of hosting, maintenance, security, customization, integrations, and support, and also include analysis on existing local support in-country of the platforms as well as Khmer language support.
  • Support the MoH in the preparation of procurement documents for the LMS platform related equipment and services (development, hosting, maintenance, and technical support), in accordance with World Bank procurement guidelines.
  • Provide technical input during evaluation of bids or proposals received from equipment vendors or service providers.
  • System Development and Configuration Oversight
  • Serve as the MoH's technical focal point during LMS set up and configuration, ensuring that the system is built in accordance with approved specifications.
  • Coordinate with the selected LMS vendor/developer to ensure timely delivery of milestones and quality of outputs.
  • Oversee the configuration of the system, including user roles and permissions, course catalogue structure, CPD tracking mechanisms, assessment and certification modules, and reporting functionalities.
  • Ensure that the LMS is designed to support compliance tracking against national CPD requirements and facilitate identification of health workers who require additional support.
  • Content Integration and Digitization Support
  • Work with the Department of Hospitals Services and H-EQIP 2 technical assistance teams to integrate the infection prevention and control training program into the LMS in the first phase.
  • Work with the selected provider to establish and document a standard operating procedure (SOP) for the ongoing development, review, uploading, and updating of content on the LMS.
  • Ensure all integrated IPC content meets quality standards in terms of instructional design, accessibility, and alignment with national clinical guidelines and protocols.
  • Piloting, Testing, and Rollout
  • Develop and implement a plan for testing the LMS with a selected group of health workers and administrators in provincial hospitals undergoing IPC training.
  • Coordinate user acceptance testing and consolidate feedback for technical refinements prior to national rollout.

Qualifications:
  • Postgraduate Degree in health informatics, information technology, education technology, or a closely related field. A first degree with extensive relevant experience may be considered in lieu.

  • Demonstrated experience in the design, implementation, or management of learning management systems or digital training platforms, preferably in the health sector.

  • Strong understanding of instructional design principles and e-learning content development.

  • Experience with integration of clinical training content into digital platforms is an advantage.
  • Excellent written and verbal communication skills in the national language; proficiency in English is required for reporting to the World Bank.

National Consultancy for Supporting Implementation of Diabetes and Hypertension Screening and Treatment Program

Position Summary

OBJECTIVES OF THE ASSIGNMENT

The primary objective of this consultancy is to provide technical, operational, and coordination support to the MoH (especially PMD, PHDs, ODs, and health facilities) to strengthen the implementation of diabetes and hypertension screening and treatment services specifically for timely achieving the target of 30% of screening and treatment for the new cases of diabetes and hypertension to be supported by the performance-Service Delivery Grant (SDG) of the H-EQIP2.

He/she will operate under direct supervision of Preventive Medicine Department (PMD) Director/Manager, Non-Communicable Diseases (NCD) Unit of MOH in close collaboration with the selected firm supporting implementation of Diabetes and Hypertension Screening and Treatment (DHS&T) Program.

The consultant is based in MOH and travels to provinces to carry out the assigned tasks occasionally. The contract is for a duration of 12 months starting from the commencement date. Extension of the contract is subjection to performance and the Project’s needs.

S/he will report to the PMD Director/ Manager, NCD Unit. S/he will liaise closely with all consultants, relevant government staff to ensure the activities are carried out as schedule.

Duties & Responsibilities:
  • Planning, Coordination, and Implementation Support
  • Play proactive roles in coordination among different units within PMD, DDH/EMR, selected firm supporting, NPCA focal person, and H-EQIP consultants to support successful implementation of PMD/NCD specifically PMD/DHS&T and CCS&M program.
  • Coordinate with NCD focal points, PHDs, ODs, VHSGs, and development partners to ensure smooth implementation (e.g., integration with community engagement and SDG-supported activities).
  • Review and support in preparation of project documents and official document submission for approval to comply with administrative requirements.
  • Assist in preparing AWPB development, detailed implementation plan, activity schedules, and budgets at national and subnational levels.

  • Review readiness and capacity of health centers and referral hospitals to deliver DHS\&T services, including availability of equipment, diagnostics, medicines, and trained staff.
  • Support improvement of patient flow, risk assessment, clinical decision-making, and counselling based on national guidelines.
  • Strengthen referral and counter‑referral pathways for diagnosis confirmation, treatment initiation, and follow-up.
  • Contribute to the development and implementation of strategies to increase community awareness and demand for NCD screening services, ensuring equity and inclusion.
  • Monitoring, Evaluation, and Data Systems
  • Assess data reporting systems in the EMR, identify gaps, and propose improvements.
  • Monitor PHDs, and ODs supervision activities and reviewing monthly performance reports, monitoring indicators (e.g., coverage, treatment initiation, retention), and identifying underperforming areas. Strengthen supervision systems at the sub-national level and assist in addressing challenges faced by frontline service providers.
  • Support MOH/PMD for conducting monthly meetings with all PHDs, ODs, and health facilities throughout the country to discuss DHS\&T implementation progress, issues and challenges, and provide practical recommendations for improvement.
  • Monitor completeness and accuracy of data recorded in the EMR.
  • Monitor treatment outcomes for diabetes and hypertension patients.
  • Verify consistency of data between NCD EMR and HMIS.
  • Provide regular feedback and recommendations to increase screening and treatment services and strengthen data quality and use.
  • Participate with PMD team in monitoring and supervision visits to health facilities to provide on-site capacity building and technical support to assess service delivery, identify gaps, and promote continuous quality improvement.
  • Perform other tasks as assigned by the PMD Director/Manager to support program goals and departmental priorities.
  • Capacity Building and Supportive Supervision
  • Conduct coaching and on-the-job mentoring of health workers and VHSGs on DHS\&T processes, clinical management, documentation, and reporting.
  • Participate in joint monitoring visits with PMD, PHD, and OD teams to assess service delivery performance and propose corrective actions.
  • Provide capacity support for community engagement activities promoting screening uptake and follow-up adherence.

  • Prepare and write PMD H-QIP2 quarterly progress report, annual performance-based conditions (PBC) verification report, semi-annual and annual implementation progress reports.
  • Prepare analytical summaries identifying challenges, root causes, and opportunities for improvement in DHS&T implementation and share these reports with all PHDs, ODs, health facilities, and WB-PPs via Group telegram.

Position Summary

OBJECTIVES OF THE ASSIGNEMENT

The main objective of this assignment is to support the PMD on NCD EMR system with the timely achievement of the H-EQIP phase 2 PBC4/5 targets.

She/he will operate under direct supervision of Preventive Medicine Department (PMD) Director/Manager, Non-Communicable Diseases (NCD) Unit of MOH in close collaboration with Digital Health Department (DDH)/EMR, the selected firms supporting implementation of Diabetes and Hypertension Screening and Treatment (DHS&T) Program, and relevant H-EQIP2 consultants to manage and maintain the NCD EMR database system to ensure smooth and secure operation and functioning. In addition, the consultant will play proactive roles in coordination among different units within PMD, DDH/EMR, selected firms supporting, NPCA focal person, and H-EQIP consultants to support successful implementation of EMR PMD/NCD roll-out specifically PMD/DHS&T and CCS&M program, and to ensure NCD EMR interoperability with other digital health platforms (e.g., HMIS, DHIS2.).

  • The ICT consultant for supporting NCD EMR system shall perform the following tasks:
  • Generate, clean, and analyze data from the EMR system. Give feedback to PMD after data analysis, including issues of data quality, data timeliness and incidence of duplications.
  • Support PMD in developing in daily/weekly/monthly or quarterly report of the EMR utilization
  • Provide troubleshooting and technical support for computer-related issues, including both hardware and software problems, to ensure smooth and uninterrupted operations.
  • Work with DDH and the EMR system’s vendor to support development and deployment of the NCD EMR system, including planned upgrades.
  • Collaborate with PMD, DDH, and relevant partners to ensure technical design, data architecture, and functionality meet users’ feedback and program needs.
  • Participate in all users’ feedback messaging groups. Report regularly to DDH and PMD on users’ feedback by providing aggregated number of incidences on common issues (login failure, web app being slow, …) and detailed report on uncommon issues.
  • Lead troubleshooting and technical resolution for EMR-related issues reported from health facilities, especially in low-connectivity, and communicate with vendor to solve these issues.
  • Ensure data security, confidentiality, and system integrity in line with MoH digital health guidelines.
  • Once familiar with the system’s workflow, produce training materials to be validated by PMD and DDH. Then, provide technical guidance and training based on training materials which is approved by PMD and DDH to provincial and facility-level IT focal points, HMIS staff, and healthcare workers on EMR use and maintenance.
  • Monitor system performance, data flow, and user compliance, and recommend improvements to enhance usability and data accuracy.
  • Participate with PMD team in monitoring and supervision visits to health facilities to provide on-site capacity building and technical support on the use of the EMR system.
  • Contribute to system testing, piloting, and rollout, including documenting lessons learned and feedback from users to inform future versions.
  • Coordinate with PMD/MoH departments and development partners to ensure interoperability with other digital health platforms (e.g., HMIS, DHIS2, or health facility-EMR.).
  • Assist in the development of user manuals, job aids, and technical documentation to support ongoing system sustainability.
  • Coordinate and facilitate meetings with the PMD team, including scheduling, preparing agendas, and organizing virtual meetings via Zoom to ensure effective communication and follow-up on key action items.
