The health information system of Cambodia is fragmented, and the digital health landscape of Cambodia is developing rapidly with many new initiatives being planned and under development. Department of Digital Health/DDH was established in 2023 to coordinate and serve as the secretariat to the National Digital Health Steering Committee. The newly established DDH needs to be strengthened to effectively lead coordination and manage the digital transformation effort within the health sector.
Cambodia is deeply committed to transforming its health system into a fully integrated digital health ecosystem. This transformation is essential for improving health care delivery and accelerating progress toward achieving Universal Health Coverage.
Position Summary:
The Digital Health Management Specialist will be responsible for the strategic planning, implementation, and oversight of digital health initiatives within DDH. This role requires a blend of technical expertise, project management skills, and a deep understanding of healthcare systems and data. The specialist will work to optimize the use of digital tools to improve patient care, streamline operations, enhance data collection and analysis, and ensure the secure and effective management of health information system.
Duration of contract:
12 months full time, from date of signing contract, with possible extension based on quarterly performance evaluation and business needs.
- Strategy & Planning:
- Develop and implement a comprehensive digital health implementation plan aligned with the digital health footprint, roadmap, and especially digital health strategy.
- Identify, evaluate, and initiate new digital health technologies, trends, and best practices.
- Conduct needs assessments to determine digital health requirements for various programs and departments.
- System Implementation & Management:
- Lead the planning, deployment, and configuration of digital health platforms and applications (e.g., EMR/EHR systems, telemedicine platforms, mobile health apps, data visualization, and dashboards).
- Manage vendor relationships for digital health solutions, including contract negotiation and performance monitoring.
- Ensure the interoperability and integration of various digital health systems.

- Data Management & Analytics:
- Establish and enforce data governance policies to ensure data quality, privacy, and security in digital health systems.

National Consultant on Medical Application

Objective of the assignment
The objective of this assignment is to engage a qualified consultant to provide expert guidance on the structural development of a medical application, with a specific focus on the Eolas Platform. The consultant will contribute to the strategic planning and technical design of the app, ensuring that it aligns Medical Clinical Practice Guideline workflows, local and relevant global digital health standards, and user-centered design principles.
The contract is for a duration of 3 months starting from the commencement date. Extension of the contract is subjection to performance and the Project’s needs. The consultant may perform the assignment either remotely or on-site, depending on mutual agreement between the consultant and the project team. The location arrangement will be determined based on the nature of the consultation, availability of the consultant, and project needs.
S/he will report to the DHS/MoH director and chairs of SC-NMTC, and the MoH Project Management Team (PMT).
Duration of contract:
The contract is for a maximum duration (3 months) as a one-time consultation starting from date of contract signing contract. An extension is possible to be on performance evaluations and the project needs.
- Analyze the initial concept and design framework of the Eolas platform, collaborating with the Project team leader, Project manager, and the SC-NMTC-MoH. This includes assessing the proposed architecture, data flow, user interface (UI), and user experience (UX) components.
- Identify potential gaps and risks in the app's structural design and recommend mitigation strategies to address them proactively.
- Ensure the app’s workflow is fully aligned with the workflows outlined in the Medical Clinical Practice Guideline (both volumes), as well as standard laboratory practices and treatment management protocols
- Advise on the inclusion of features or modules that support diagnostic processes and, where applicable, recommend the integration of clinical decision support tools.
- Review the app's structure for compliance with international health data standards, such as HL7 and FHIR, and privacy regulations like GDPR and HIPAA. The consultant will also provide guidance on secure data handling, storage, and transmission.

Objective of the assignment
To provide comprehensive technical and operational support to the CCS&T/PMD team to plan, introduce, implement, and monitor the phased scale-up of HPV self-sampling within the national Cervical Cancer Screening and Treatment (CCS&T) program, including: (i) development and revision of workplans and budgets (including AWPB) aligned with the new service delivery model; (ii) updating SOPs, guidelines, and training materials and supporting training and dissemination at all levels; (iii) coordination of stakeholders and implementation partners and facilitation of consultative and coordination meetings; (iv) strengthening monitoring, evaluation, data quality, and routine reporting; (v) supporting monitoring community mobilization and demand generation with culturally appropriate outreach; (vi) conducting field visits and provide suggested recommendations for improving program implementation; and (vii) documenting lessons learned, implementation challenges, and good practices to inform policy dialogue, scale-up, and sustainable program delivery.

- Support the development and revision of national and subnational workplans to reflect the introduction and implementation of HPV self-sampling;
- Assist with reviewing and adjusting budgets in coordination with PMD Director and the CCS&T program manager, ensuring alignment with new service delivery models;
- Preparing the annual working plan budget (AWPB) for CCS&T program; help collecting, and reviewing the AWPB from sub-national level in order to consolidate with CCS&T and PMD AWPB, to be ready for submit. Lead the development and updating of SOP, guideline, and training materials for HPV self-sampling screening and treatment, in cooperation with PMD and relevant stakeholders.
- Develop a detailed activity plan outlining steps, roles, timelines, and geographic targets for implementation and scale-up;
- Prepare monthly, quarterly, semi-annual and annual HPV testing CCST implementation progress reports, technical briefs, and a comprehensive finalreport with actionable recommendations

National Consultant will Provide Facilitation and Coordination Support to the DHS/MoH

Objective of the assignment
The consultant will provide facilitation and coordination support to the DHS/MoH, as the Secretariat of the Steering Committee for National Medical Technical Care (SC-NMTC) and CPAs/CPGs TWGs, process to finalization, dissemination of the newly revised CPA and clinical practice guidelines (CPGs).
Under the supervision of the Department of Hospital Service (DHS)/MoH, the consultant will consolidate, format, cross-check, outline, cover, and edit as necessary and proof-read all the final drafts of the five CPGs and final draft of the CPA guideline to be in a readily printable format book.
S/he will facilitate, coordinate and provide technical input in the national consultative workshops and national dissemination workshops and operational training organized by MoH. S/he will liaise with app development consultant, relevant government staff to ensure the activities are carried out as scheduled.
