Community Development Facilitator

Position Summary

POSITION DESCRIPTION:

To facilitate and implement the Technical Programmes using the WVIC development programme approach to enhance community participation, ownership and sustainability of projects for the wellbeing of children, families and communities.

Duties & Responsibilities:
  • Uphold WVI Vision, Mission, Identify and Core Values while working as an agent of transformation for Child Wellbeing (CWB).
  • Effective Partnership – identify, assess and build capacity to local partners to ensure the effectiveness of shared projects for CWB.
  • TP implementation – work with TPO and based on learning, adjust targeting to address local child vulnerability issues and ensure the effectiveness of TP implementation in achieving CWB outcomes.
  • Capacity building and ownership of community partners – provide capacity building to community partners include coaching and mentoring to ensure they are capable to initiate, plan, implement and monitor the projects.
  • Registered Child (RC) and Most Vulnerable Children (MVC) inclusion – RC and MVC with age appropriate are included in the Transformational Project (TP) addressing to their vulnerabilities.
  • Monitoring and Evaluation – implement monitoring tools based on Logframe, in collaboration with local partners.
Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in education, social development studies and related field of study.
Skills & Knowledge:
General & Technical Skills
  • Experience and Knowledge in Nutrition, Midwifery, Medical Assistant or Public health, Education, Protection and Participation.
  • Experience building and maintaining relationships with local government and NGO partners and stakeholders.
  • Experience in handling training and workshops for groups and communities (including coaching and mentoring).
  • Experience in mobilizing resources and people to be ownership on children development.
 
 

 Finance and Administration Assistant

Position Summary

Location: Santuk ADP

POSITION DESCRIPTION:

This position is designed to assist the finance Operations in implementing daily work to oversees the effective cash flow in and out, ensuring efficient functioning of internal controls, financial accounting, budgeting, cash forecasting and reporting preparation, and provide technical support to project/ADPs staff to maintain financial system and procedures at rural AP area.

Duties & Responsibilities:
  • Compliance and Reporting 
  • Daily process financial expenses (eg: Provision, GEMS and offline payment). 
  • Review all financial data of AP and project before entry into Voucher Summary. 
  • Provide technical support and guidance to AP staff of finance administration (eg: filling documentation). 
  • Produce financial report timely and submit to PC/Managers (eg: AP Summary Financial Report, and Combine Core and Log-frame Report). 
  • Provide support to staff on handling of LDR, correct charging of expense and other accounting requirements.  
  • Monitoring Aging report of AP ensuring that the outstanding balance is cleared on time. 
  • Receive Invoice and Direct it into Provision System for make payment. 
  • All financial documents are maintained with compliance at AP level. 
  • Card Forms are properly labelled and systematically filled. 
  • Budgeting and Planning 
  • Support the budget planning for AP office and assist the AP manager on budget management. 
  • Monitor the AP budget and spending  
  • Implement budget monitoring tools. 
  • Update staff on budget changes.  
  • AP budget coding to be done following guidelines on budgets. 
  • Partnering 
  • Collaborate with program staff in conducting capacity partner (FP) assessment for AP before it is selected.  
  • Conduct training to community partner (FP) on WVI Finance and Procurement Policy ensure the policy is applied properly.  
  • Visit, finance review, spot check to document and provide recommendation/corrective actions/feedback. Ensure the partnership finance policies and procedures are implement. 
  • Risk Management & Internal Controls 
  • Conduct spot check on financial transaction and provide risk assessment. 
  • Conduct/refresh Anti-Corruption Awareness 
  • Conduct/refresh training to AP staff on updated policy. 
  • Report incidents and financial issues to zonal officer. 
  • Identify Risks and provide analysis on financial matters. 
  • Provide support during AP audit and ensure requirements like documents, clarifications are given on time. 
Expected Profile of Candidates
Languages:
  • English - Good
Qualifications:
  • Bachelor's Degree in social sciences, Development Studies, Psychology, or related field.
Work History:
  • Experience in handling accounting for the project. Experience in NGO, financial institutions, development organization, charity, school or colleague, Grant budget management and audition for 2 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Planning, Organizing, Analytical, Team Player, Communication and Customer Service Skill.
  • Knowledge of Microsoft Office (MS-Excel, MS-Word and MS-Power Point) and other financial packages and Book Keeping.

Technical Specialist for Gender Equality /WEE of MAP2

PURPOSE OF THE POSITION

Reporting to the Country Program Manager, the GE/WEE Specialist will lead the project’s strategy and linked activities to advance WEE outcomes across the project cycle. The Specialist will be focused on field support: building GE/WEE capacity of team members in the context of value chain development (VCD)/ market systems development (MSD) programming and gender transformative programs; supporting gender mainstreaming in project activities; leading targeted approaches and strategies to promote WEE outcomes. The role would also provide technical backstopping as issues arise; promoting adoption of WEE/GE in quality assurance and M&E activities; and other tasks as needed for greater GE/WEE responsiveness in VCD/MSD programming. Liaison with other technical, field staff, and OPD within the project targets – as well as alignment of methodologies – will be critical. A competitive candidate for this position will have significant background and expertise in GE/WEE and VCD, MSD, financial inclusion, and gender-transformative approaches, particularly in World Vision International in Cambodia.

Duties & Responsibilities:
  • Project design:
  • Be familiar with World Vision’s WEE and Livelihoods Sector Frameworks, GE/WEE indicators and M&E approach and PQAS for GE/WEE. Also understand how these are applied to projects throughout the design, implementation and monitoring and evaluation phases of the project life cycle.
  • Provide technical support throughout the design process, including the design of assessment methodologies, adaptation of existing or development of new tools, oversight of data collection, analysis, and preparation of a report on findings. This will apply to gender-responsive market assessments and any additional gender and social inclusion (GESI) assessments.
  • Based on the assessment phase, develop the GE/ WEE strategy and associated work plan, including mainstreamed/targeted activities and approach to ‘do no harm’. Contribute to refining the Theory of Change, reviewing M&E plans and the selection of implementation approaches.
  • Staff capability:
  • Provide training for the project team on GE/WEE to promote skills development (assessment, approaches, private sector engagement and more) and the successful implementation of key strategies and activities in this area.
  • Be aware of staff capacity and training needs; and
  • Where necessary, recommend external learning opportunities.
  • Project implementation:
  • Serve as a focal point for WEE strategy implementation in targeted projects.
  • Be aware of all aspects of WEE implementation, including approaches, challenges, risks and opportunities.
  • Engage with project partners as appropriate to promote inclusion of GE/WEE.
  • Provide recommendations to project management about necessary changes.
  • Project M&E:
  • Work with the M&E managers to ensure the appropriate monitoring of activities, identifying ideas of concern based on gender-disaggregated data and ensuring appropriate programming responses; and
  • Support field M&E teams in the collection of data, analysis and reporting of GE/WEE outcomes within the project to the donor and World Vision Field Office.
  • Stakeholder management:
  • Manage and/or support key partnerships linked to WEE strategy and implementation activities the gender equality/ WEE strategy and activities, including private sector, government, women-led organisations etc.
  • Develop a communication strategy and key messaging relevant to the different partnership stakeholder groups; and
  • Engage with colleagues across the wider World Vision Field Office, national stakeholders, and World Vision International to share learnings and experiences in achieving WEE outcomes in the project.
Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree
  • Master's Degree in a relevant discipline (international development, business administration, social sciences, women studies or another similar discipline)
Work History:
  • Relevant experience in implementing or advising on GE/WEE initiatives in VCD/ MSD and gender-transformative programming for 5 years
Skills & Knowledge:
General & Technical Skills
  • Experience working on grant projects funded by institutional or donors
  • Knowledge of working in Non-government Organisations (NGOs) like World Vision
  • Demonstrate strong technical skills in achieving WEE or GESI outcomes in VCD/MSD/financial inclusion and gender-transformative programming.
  • Exhibit strong skills in stakeholder engagement, including with the private sector.
  • Exhibit good skills in gender-transformative/social behaviour change (SBC) programs that seek to transform gender relations and social norms; and
  • Travel to target area as required
  • Proficient English and Khmer communication in both speaking and writing
 
 

Driver and Handyman

Position Summary

Location: Preaek Prasab II ADP, Kratie Province

POSITION DESCRIPTION:

This position is responsible for providing transportation services to support project staff in a timely and safety manner. Responsibilities will be assigned by line manager in all project target areas as needed in order to make sure that activities are carried out smoothly and ensure that vehicles are maintained and ready for use, among other duties.

Duties & Responsibilities:
  • Driving Service: providing transportation services to support project staff timely and safety manner which is assigned by line manager to all project target areas as needed,
  • Regularly schedule for car service maintenance and reports
  • Immediately report on any accidence of vehicle and staff to supervisor and admin.
  • Compliance to safety and security of the WVI-C policy and the traffic laws.
  • Coordination of logistics for project activities in field or business visits
Expected Profile of Candidates
Qualifications:
  • High School Diploma
Work History:
  • At least working experiences in driving a vehicle or equivalent for 2 years
Skills & Knowledge:
General & Technical Skills
  • At least high School Certificate
  • At least having a driving licence type B or up.
  • Vehicle maintenance certificate is preferable
  • Ability to perform various maintenance service for electrical system and to perform some building maintenance work
