Announcement Description

The Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), is establishing an integrated social welfare and rehabilitation ecosystem for Persons with disabilities (PWDs). Significant steps have been made with the development of the Integrated Case Management System (ICMS), the Disability Identification System (DIP) and the Physical Rehabilitation Center Management Information System (PRC-MIS).

Visual impairment and blindness make up a major category of disability, and effective management and service delivery are critical to the overall success of the national disability strategy. The existing government digital ecosystems, while improving in managing social services and general physical rehabilitation, possess a critical data gap regarding specialized vision care. The proposed Vision Center Management Information System (VC-MIS) will serve as the dedicated digital platform for managing all aspects of eye care and vision rehabilitation services offered through government-supported and accredited Vision Centers.

Senior Software Developer for the Vision Center Management Information System

Position Summary

Duration: 120 days

Objective: To enhance the efficiency, coverage, and quality of vision care and rehabilitation services in Cambodia through the development and deployment of an integrated Vision Center Management Information System (VC-MIS).

Duties & Responsibilities:
  • The projects SMART (Specific, Measurable, Achievable, Relevant, Time-bound) criteria to ensure clear accountability and success metrics are:
  • To design, develop, and test a web-based and mobile-friendly VC-MIS platform based on an API-first architecture.
  • To successfully implement secure, two-way, near-real-time data synchronization mechanisms with DIP-MIS, ICMS, and PRC-MIS.
  • To establish an automated reporting module compliant with NDSP-M&E indicators.
  • Align with Open Health Information Exchange (OpenHIE) standards-based frameworks providing architecture, components, and workflows for interoperable health data exchange, especially in low-resource settings, leveraging international standards like IHE profiles, FHIR, and standard vocabularies like WHO International Classification of Diseases (ICD-11) standards (as used by MoH) for a Shared Health Record (SHR) and data exchange, guided by a living specification document.
  • To ensure all Vision Center staff are trained to use the VC-MIS, and a minimum of two MoSVY technical staff are trained as VC-MIS application administrators.
