Objective: To enhance the efficiency, coverage, and quality of vision care and rehabilitation services in Cambodia through the development and deployment of an integrated Vision Center Management Information System (VC-MIS).
- The projects SMART (Specific, Measurable, Achievable, Relevant, Time-bound) criteria to ensure clear accountability and success metrics are:
- To design, develop, and test a web-based and mobile-friendly VC-MIS platform based on an API-first architecture.
- To successfully implement secure, two-way, near-real-time data synchronization mechanisms with DIP-MIS, ICMS, and PRC-MIS.
- To establish an automated reporting module compliant with NDSP-M&E indicators.
- Align with Open Health Information Exchange (OpenHIE) standards-based frameworks providing architecture, components, and workflows for interoperable health data exchange, especially in low-resource settings, leveraging international standards like IHE profiles, FHIR, and standard vocabularies like WHO International Classification of Diseases (ICD-11) standards (as used by MoH) for a Shared Health Record (SHR) and data exchange, guided by a living specification document.
- To ensure all Vision Center staff are trained to use the VC-MIS, and a minimum of two MoSVY technical staff are trained as VC-MIS application administrators.
