The National Center for HIV/AIDS, Dermatology and STI (NCHADS), under the Ministry of Health, is currently seeking qualified candidates for the following positions:

This program financed by The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). Under the direct supervision of the director of NCHADS-SI.

Junior Accounting Officer, HR Officer, Data Entry Clerk_NPH and Inventory Management Officer, are responsible for day-to-day oversight by finance unit, admin unit, Data management unit (DMU) and Logistic Management unit (LMU) of NCHADS-SI under GFATM-HIV/AIDS /KHM-C-MEF-H grant in Cambodia.

Junior Accounting Officers (2 Positions)

Position Summary

Job summary:

To provide technical support to the NCHADS-SI Finance Unit in relation to the management of the Global Fund grant for the effective implementation of the grant and to build the capacity of the financial unit in the technical tasks.

Duties & Responsibilities:
  • Depending on the work distribution with the junior accountant, the accountant will either review and or prepare herself:
  • Prepare and or/Review the supporting documents/monthly report and request for reimbursement received from provinces
  • Implement a systematic review of provincial supporting documents and report
  • Give alert in case of late report (calendar follow-up is updated)
  • Ensure that the review of provinces is done timely
  • Ensure that the transaction records prepared are accurate
  • Prepare or review the disbursement voucher
  • for suppliers, project staff, salaries, consultants, provinces, and other implementing agencies after ensuring that procedures and supporting documents are complete and appropriate (including but not limited to procurement documents)
  • for advance or clearance for workshop/training/meeting (reference assumption on budget detail) after checking that it is in accordance with the GFATM policies, and PR MEF financial guidelines. Review all the mini-budget submitted by NCHADS units with critical eyes pertaining to assumptions, - but not limited to - number of facilitators, and location. Support assistant accountant to do similar control.
  • Specific to the transactions with UNOPS or other procurement agents: work with LMU/procurement to regularly (at least quarterly) record as expenditures the delivery made in case a pre-payment
  • Check that the account code, description, and voucher number for all NCHADS-SI are correct before submission to the accounting officer for booking into Sun System
  • Contribute to the preparation of the TRC plan by working with the NCHADS units under his/her responsibility. Ensuring that TRC assumptions match the TRC guidelines.
  • Participate in annual audits by supporting the accounting team in providing required information
  • Maintain the filling system and update (hard copy and soft copy) of the grant and working files. Slots within these files should be clearly labeled and organized for ease of reference.
  • Assist senior/accounting officer in providing training and workshops to provinces and SSIs for project when requested
  • Conduct provincial supervision when requested

  • To undertake any other duties assigned by the Finance Manager or the NCHADS Management team.

HR Officer

Position Summary

Accountable to: Administration Unit

The HR Officer will be responsible for the implementation of the HR/Administration procedure and tools in complying with grant SOP and the Cambodian Labor Law.

Duties & Responsibilities:
  • Specific Responsibilities
  • Preparing monthly pay-roll and pay-roll report/pay-roll registered
  • Preparing monthly income tax recap
  • Calculating staff’s salary (new and resigned)
  • Ensuring accurate pay-roll and tax process
  • Ensuring withholding taxes comply government regulations
  • Collect monthly staff time-sheets and salary request from all contract staff includes NCHADS-SI office, National Clinic ART-1, Clinic ART-2, ART-3 and provincial level
  • Collect Monthly attendance lists all contract staff from provinces
  • Processing new employment’s contracts and annual employment’s contracts renewal
  • Ensuring the updated list of all contract staff working under NCHADS-SI, including staff turn-over
  • Responding to staff questions about compensation, taxes, benefits and any deduction if applicable
  • Ensuring the Personnel Records maintenance in proper manner
  • Managing leave entitles and staff’s leaves records
  • Working closely with HR Focal person and Finance Unit
  • Ensure that the pay roll and salary tax are recorded accuracy both soft and hard copies for auditor purpose.
  • Perform other duties as requested by the NCHADS-SI Senior Management Team and Head of Administration Bureau.

Data Entry Clerk

Job summary: To assist with the entry of data at VCCT/ART services.

Duties & Responsibilities:
  • Specific Responsibilities
  • To work as a team closely with the ART team
  • To maintain the NCHADS VCCT, ART, PNTT, PrEP, PEP, EID, TB/HIV, PMTCT data collection instruments and other instruments related to tracking and improve quality of care
  • To enter, maintain and clean data in the data management databases and MPI.
  • To prepare daily, monthly, quarterly, annual, and other reports based on the data management system requirement to PDMO on time as deadline.
  • To assistant with counselor on review data on paper form and reports.

Inventory Management Officer

Job Summary:

To manage the movement of materials and assist of the staff from the center to enable the efficient operation of NCHADS.

This job description may be modified at any time after consultation and agreement between the post holder, the Chief Logistics and Supply Management Unit, the Head of Technical Bureau and the Director of NCHADS.

Duties & Responsibilities:
  • Specific Responsibilities
  • To create “picking lists” of products within NCHADS warehouse to ensure efficient stock management according to distribution plans and emergency order as established by logistics management officers.
  • To prepare records of incoming/outgoing materials and does for inventory for all Unit of NCHADS and sites related for Clinical equipment, Electric equipment, Lab equipment, Vehicle and Furniture.
  • To arrange the distribution of equipment according to the requirements prepared by the Logistics Management Officers.
  • To communicate all information related to the in-and out flow of relevant products to data analysts.
  • Manage and verify stock Management in warehouse and delivery or pick up or inspection some time in NCHADS warehouse and CMS.

  • Full time working days in NCHADS -Logistic Management Unit
  • At least 3 years of progressive experiences in management of public health programs (e.g, Management of health products including pharmaceuticals, ARV drug, RDT test kit and health commodities related HIV/STI would be a significant advantage and Health equipment inventory management)
  • Minimum of 2 years working fixed asset and inventory management ARV, RDT management at NGO, Global Fund development including understanding of RGC and donor requirements for development assistance financing with focus on procurement and supply chain management.
  • A very good knowledge of English in writing, reading, listening, and speaking.
  • Well understanding of LMIS (Logistic Management Information System) and Microsoft Office application.
  • Excellent interpersonal and communication skills both verbal and written.
  • Previous training experience computers (MS Office, Power Point and advance Excel)
Soft Skills
  • Strong desire to work in a team oriented and able to handle multiple tasks at once.
