The NGO Forum on Cambodia (NGOF), established in the 1980s, is a membership-based organization with ~70 member NGOs and 240 partners, promoting rights-based, inclusive, and environmentally sustainable development in Cambodia. NGOF coordinates the Budget Working Group (BWG) a 30-member coalition promoting budget transparency and public participation in public financial management and publishes budget laws and related public finance documents through the Cambodia National Budget website.

Project Overview & Objectives

NGOF/BWG seeks a qualified Consultant to produce a comprehensive budget analysis report (15-20 pages Khmer + 2–3-page English executive summary) reviewing macro/sectoral trends and key ministries' expenditure plans using economic classification.

Main Objective: Analyze 2020-2024 Budget/Settlement Laws to provide actionable recommendations for Budget Law 2027, focusing on fiscal space for priority sectors and expenditure efficiency.

Key Focus Areas:

  • Macro/Sectoral Trends: Revenue generation, expenditure allocations (MEF data)
  • Key Ministries: Expenditure analysis via economic classification
  • CSO Position Paper: Recommendations for agriculture, climate, infrastructure

Scope of Work

Duration: March–May 2026 (20 working days) | Bi-weekly consultation with NGOF/BWG

Core Tasks:

  • Develop dual analysis outline (budget law + ministry expenditures)
  • Collect/verify 2020-2024 Budget Laws from MEF website
  • Analyze macro/sectoral trends + key ministries using economic classification
  • Cross-reference with Rectangular Strategy Phase IV, MAFF reports, sectoral strategies
  • Present findings to BWG members for validation
  • Produce 15–20-page Khmer report + English executive summary

NGOF/BWG seeks a qualified Consultant to produce 2020-2026 Citizen Climate Budget (CCB) booklets (15 pages, Khmer/English bilingual) with infographics for citizen-led climate budget monitoring and advocacy.

Primary Objective: Tag climate-relevant expenditures (adaptation/mitigation) across sectors, making complex budget data accessible to communities, CSOs, youth, and women.

Key Features:

  • Analyze 2020-2026 National Budget Laws
  • Benchmark vs. vulnerabilities (floods, droughts), Climate Public Expenditure Review (CPEIR), Long-Term Strategy for Carbon Neutrality (LTS4CN)
  • 10-15 stakeholder interviews + 1-2 focus groups (30%+ women/youth)

Under SCOPE-PFM, NGOF/BWG needs a comprehensive review of Cambodia's 2023 Public Financial System (PFS) Law, green PFM mechanisms, fiscal space analysis, and 4 evidence-based case studies for CSO advocacy.

Primary Objective: Analyze PFS Law implementation, green budgeting gaps, fiscal constraints, and reform impacts to empower BWG/CSOs in monitoring 2026 Budget Law rollout.

Key Components:

  • PFS Law Review: Program budgeting, MTFF/MTBF, Rainy-Day Fund (2-4% reserves)
  • Green PFM: Climate tagging in ~US$10.2B 2026 Budget; MoE/MEF frameworks

NGOF/BWG seeks a qualified Website Improvement Consultant to redesign and upgrade the Cambodia National Budget website. Key objectives include:

  • Make budget-law information easy to discover, understand, and share.
  • Improve accessibility and bilingual support (Khmer/English) across all features.
  • Enable interactive exploration: document preview, comparison, glossary, and AI chatbot Q&A.
  • Design and implement an AI-powered chatbot grounded in a curated knowledge base with cited sources.
  • Design and implement a Citizen Engagement Application enabling citizens to submit queries and feedback to commune councilors, district councilors, and provincial parliament offices — with tracked responses.
  • Strengthen website performance, security, privacy, and long-term maintainability.
  • Provide a clean admin workflow and analytics dashboard for continuous improvement.

Note: Both the citizen engagement application and the budget dashboard share an identical technical stack, common data model, and integrated UX. NGOF awards both components to a single Consultant/Firm to ensure architectural coherence and reduce project cost.
