NGOF/BWG seeks a qualified Consultant to produce a comprehensive budget analysis report (15-20 pages Khmer + 2–3-page English executive summary) reviewing macro/sectoral trends and key ministries' expenditure plans using economic classification.
Main Objective: Analyze 2020-2024 Budget/Settlement Laws to provide actionable recommendations for Budget Law 2027, focusing on fiscal space for priority sectors and expenditure efficiency.

NGOF/BWG seeks a qualified Website Improvement Consultant to redesign and upgrade the Cambodia National Budget website. Key objectives include:
- Make budget-law information easy to discover, understand, and share.
- Improve accessibility and bilingual support (Khmer/English) across all features.
- Enable interactive exploration: document preview, comparison, glossary, and AI chatbot Q&A.
- Design and implement an AI-powered chatbot grounded in a curated knowledge base with cited sources.
- Design and implement a Citizen Engagement Application enabling citizens to submit queries and feedback to commune councilors, district councilors, and provincial parliament offices — with tracked responses.
- Strengthen website performance, security, privacy, and long-term maintainability.
- Provide a clean admin workflow and analytics dashboard for continuous improvement.
Note: Both the citizen engagement application and the budget dashboard share an identical technical stack, common data model, and integrated UX. NGOF awards both components to a single Consultant/Firm to ensure architectural coherence and reduce project cost.
