Business Development Advisor

Position Circumstances

Position Summary

Contract length: Unspecified Duration Contract (UDC).

Role Purpose:

The Business Development Advisor is a member of Growing Transformative Horticulture (GROWTH) project and child poverty program management team, is responsible for providing strategic guidance related to establishing private sector partnership, and market system development (MSD).

The Advisor will lead the review of project sustainability and exit strategies, facilitating the project team, International Development Enterprises (iDE) team and stakeholders to design comprehensive transition plans that facilitate roles and ownership to local stakeholders, farmer producer groups and market actors. The Advisor will work closely with iDE to strengthen the capacity of key market actors including technical resource persons, farmers/producers, input suppliers, and other agri-entrepreneurs while developing support systems and practical guidelines to ensure the long-term sustainability of the specific value chain.

The Advisor participates and contributes in the project design and proposal development, provide the project concept, tools, materials and technical guidance to staff, ensuring alignment with market-driven approaches and SCI Common Approach and quality delivery of interventions.

The Advisor is expected to integrate child sensitive into value chain and/market system development approaches and models to maximize positive impact on child well-being while advancing business solutions and sustainable livelihoods in line with SCI Common Approach.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly, such as participating in the Emergency Response Team (ERT) and carrying out responsibilities outlined in the ERT Operation Platform and/or assigned by the line manager.

Qualifications:
  • Bachelor's Degree in agriculture in field of Agronomy, agricultural economics, business administration or any other relevant field.
Skills & Knowledge:
General & Technical Skills
  • Minimum of 3-5 years’ experience in the farmer producer groups/ agriculture cooperative strenthening is a plus and including agriculture, food security & livelihoods, value chain development, market system development, private sector development, agriculture and business development, especially on vegetable commodities.
  • Experience in development programmes using market-based approaches, like the Making Markets Work for the Poor (M4P) or value-chain development.
  • Experience in promoting children welling through child sensitive approaches.
Soft Skills
  • Good understanding of sustainable agribusiness development approaches, policies, guidelines, systems in Cambodia, particularly market system development, and child sensitive livelihood approach.
  • A good understanding of project cycle management approaches and tools including planning, implementation, monitoring and evaluation, grant management and partners’ capacity building.
  • Good planning and time management skills and ability to meet deadlines.
  • Good knowledge of budgeting and financial management skills.
  • Proven ability to motivate, provide technical support and guidance to a diverse team of staff and partners with minimum direct supervision.

Field Agronomy Officer (2 Positions)

Position Summary

Role Purpose:

The Field Agronomy Officer will be based in Koh Kong (1) and Kampot (1) provinces and will frequently travel to target villages, communes, and districts. She/he is responsible for the effective and high-quality delivery of the Growing Transformative Horticulture (GROWTH Project) in the assigned province, in accordance with the project design, approved budget, work plan, Monitoring and Evaluation (M&E) plan. The post holder will ensure that planned outputs are achieved within the allocated time and resources, and that outcomes for target children, farmers, and beneficiaries meet Save the Children and donor standards, requirements, and compliance regulations. She/he will provide support in organizing meetings, trainings, workshops, and reporting; conduct regular field follow-up with farmers; provide capacity building, coaching, and mentoring to beneficiary households and lead farmers; and facilitate farmer-to-farmer extension activities. This includes training lead farmers, supporting demonstration sites, monitoring activity progress, collecting data, and documenting field-level results and lessons learned.

Duties & Responsibilities:
  • The Field Agronomy Officer will work closely with the Program Coordinator, Agronomy Advisor, Save the Children provincial team, International Development Enterprises (iDE) team, Provincial/District Department of Agriculture, Forestry and Fisheries (P/DAFF), Commune Agriculture Officers (CAOs), local authorities, farmers, value chain actors, private sector partners, and communities to ensure effective and timely project delivery.
  • In addition, the post holder will be responsible for day-to-day planning, coordination, and implementation of activities aligned with the approved budget, procurement plan, and SCI/donor compliance requirements, ensuring all expenditures and activities follow internal control procedures and safeguarding policies.
  • In the event of a major humanitarian emergency, the role holder will be expected to work outside normal duties and adjust working hours as required. As a Field Agronomy Officer, she/he is also expected to integrate and mainstream cross-cutting themes—including gender, resilience, disability inclusion, and child safeguarding—throughout the project management cycle.

Child Protection and GEDSI Officer (2 Positions)

Position Summary

Role Purpose:

The Child Protection and Gender Equality, Disability, and Social Inclusion (GEDSI) Officer will be based in Koh Kong (1) and Kampot (1) with more frequently traveling to target districts, communes, and villages. He/she is responsible for effective and high quality delivery/implementation of child protection, GEDSI activities under Growing Transformative Horticulture (GROWTH) project in designated province in accordance with the project design, budget, work plan, and M&E plan, making sure that the planned outputs are delivered within the limits of time and resources, and producing satisfactory outcomes to target children and beneficiaries in compliance with Save the Children’s and donors’ requirements and regulations. He/she will lead and coordinate the trainings, meetings, workshops, follow-up activities with farmers, schools, value chain actors, and relevant key stakeholders and ensure the implementation of MEAL plan.

The post holder works under direct support from program coordinator, and in close collaboration with the provincial team members, International Development Enterprises (iDE), Provincial office of women ‘s affair, Women and Children’s Consultative Committees (WCCC) at all levels, Provincial Department of Agriculture Forestry and Fishery (PDAFF), Provincial office of education youth and sport (PoEYs), authorities, famers, value chain actors, private sectors, and communities to deliver effective project results.

The Child Protection and Gender Equality, Disability, and Social Inclusion (GEDSI) Officer will be based in Siem Reap province with more frequently traveling to target districts, communes, and villages in Siem Reap and Banteay Meanchey provinces. He/she is responsible for working with International Development Enterprises (iDE) team to effective and high quality delivery/implementation of child protection, GEDSI activities under Growing Transformative Horticulture (GROWTH) project in designated province in accordance with the project design, budget, work plan, and Monitoring and Evaluation (M&E) plan, making sure that the planned outputs are delivered within the limits of time and resources, and producing satisfactory outcomes to target children and beneficiaries in compliance with Save the Children’s and donors’ requirements and regulations. He/she will provide technical support and co-facilitate with iDE team as needed the trainings, meetings, workshops, follow-up activities with farmers, schools, value chain actors, and relevant key stakeholders and ensure the implementation of MEAL plan.

The post holder works under direct support from Save the Children Child Poverty Manager and GROWTH Team Leader work closely with iDE team to engage Provincial office of
