Announcement Description

The National Council for Sustainable Development (NCSD), Ministry of Environment (MoE), Cambodia and the United Nations Human Settlements Programme (UN-Habitat) have been successful in securing funding from the Adaptation Fund to implementing a four-year climate change adaptation project titled “Increasing climate resilience through small-scale infrastructure investments and enhancing adaptive capacity of vulnerable communities in Kampot and Koh Kong Provinces in Cambodia.”

The overall objective of the project is to support climate resilient and adaptive development and increase the capacity for climate variability/change adaptation of target communities living in Kampot and Koh Kong Provinces. This objective will be achieved through the following specific objectives:

  • To implement concrete adaptation actions that support climate resilient infrastructure in Kampot and Koh Kong Provinces to adapt to current impacts of climate change, in particular, extreme hydro-meteorological events.
  • To reduce the impacts of coastal climate hazards by recovering coastal ecosystems (Ecosystem-Based Adaptation) and minimizing related socioeconomic impacts on communities.
  • To enhance institutional capacity at the provincial and local level, relevant Government entities, and communities for decision-making and management of the implementation of adaptation measures/actions to address climate change and variability in Kampot and Koh Kong Provinces.

Consultant: Ecosystem-Based Adaptation (EbA) Management Plan

Position Summary

Duty Station: Phnom Penh, with travel to Kampot & Koh Kong

Contract: Individual Contractor (IC)

Duration: ~120 working days (Dec 2025 – Sept 2028)

This role focuses on integrating ecosystem approaches (especially for mangroves) into adaptation planning and strengthening community resilience.

Duties & Responsibilities:
  • Conduct ecological, socio-economic, and climate risk assessments for priority mangrove landscapes.
  • Identify EbA opportunities & nature-based solutions that bolster mangrove resilience.
  • Support planning and implementation of EbA measures.
  • Prepare a comprehensive Mangrove EbA Management Plan.
  • Integrate waste/pollution strategies and community approaches.
  • Develop monitoring tools and performance indicators.
 
 

Climate-Resilient Livelihood Diversification Consultant

Position Summary

Assignment Duration: Output-based payment – 100 working days (expected to start in January 2026 and end the assignment in June 2028)

Duties & Responsibilities:
  • The consultant will carry out the following tasks:
  • Conduct a comprehensive baseline study and value chain analysis in the target area to identify existing livelihood practices, their vulnerability to climate change, and potential diversification opportunities (e.g., inland fisheries, fisheries product processing/value addition, seaweed cultivation, mat making, and livestock raising).
  • Perform technical and financial feasibility assessments for the prioritized livelihood options to ensure their profitability, sustainability, and resilience to climate impacts.
  • Develop and deliver tailored, practical training programs and hands-on workshops for local communities, especially focusing on vulnerable households, women, and youth, covering new production techniques, processing, business management, and climate-resilient practices.
  • Provide technical guidance and supervision for the establishment and construction of essential livelihood infrastructure and facilities (e.g., processing units, small-scale aquaculture systems, storage facilities) to support the identified diversification options.
  • Facilitate the formation and strengthening of community-based producer groups or cooperatives and support the development of simple, viable micro-business plans for the new livelihoods.
  • Develop and implement market linkages and promotional strategies to connect the new products/services to local, regional, and national markets, ensuring fair pricing and sustainable demand.
  • Coordination, documentation, and reporting:
  • Coordinate with NCSD, UN-Habitat, provincial authorities, community leaders, and technical consultants to ensure alignment and timely delivery of activities.
  • Participate in project coordination meetings, missions, and workshops as required.
  • Prepare and submit:
  • Detailed baseline and feasibility study report
  • Training and capacity building report
  • Infrastructure establishment report
  • Marketing and business linkage strategy
  • Monitoring and evaluation summary/impact assessment

Vulnerability Risk Assessment (VRA) Consultant

Position Summary

Duration: 85 person-days (Oct 2025 – Aug 2028)

This role ensures climate risk is assessed with communities and integrated into planning frameworks.

Duties & Responsibilities:
  • Develop participatory VRA methodology integrating climate and DRR indicators.
  • Conduct VRAs in 23 target communities (including hazard profiling, sensitivity & exposure analyses).
  • Produce community-level VRA reports and integrate findings into local development plans.
  • Conduct Training Needs Assessment (TNA) and capacity building.
  • Design and deliver tailored training for local authorities/community groups.
  • Provide monitoring, follow-up support, evaluations, and reporting.
 
 

Climate Change Adaptation (CCA) Mainstreaming Consultant

  • Identify target provincial/sub-national government and community stakeholders for CCA capacity building.
  • Conduct a Training Needs Assessment (TNA) to identify knowledge gaps.
  • Develop and deliver tailored, context-specific training materials.
  • Support local authorities in integrating CCA into development plans.
  • Participate in coordination, documentation, and reporting.
