PURPOSE OF THE POSITION
The Finance and Administration Officer is responsible for providing financial management, administrative support, and operational coordination for the BASIN program in Kratie province. The role ensures effective budget management, timely financial reporting, accurate documentation, and smooth administrative operations in line with World Vision Cambodia policies, donor requirements, and internal control standards.
S/he is also required to provide financial management to partners which included financial capacity building, internal control, financial report, monitoring, technical advice for financial decision and grant compliance of BASIN project.
In addition, s/he will work in close coordination with National Office and Zone Finance Department for organizational direction, budget information, reporting, compliance, and liaison with Support Office.
- Financial management, internal control and compliance for the project
- Prepare and process financial transactions including payments, advances, liquidation, and reimbursements.
- Ensure all expenditures follow WVI and donor financial policies, internal controls, and audit standards.
- Process and review all financial vouchers from project staffs to ensure that the coding is correct and back up with sufficient supporting documents and to comply with WVI-C and donor’s policies
- Review monthly ledger, and make adjustment before ledger closed to ensure correct coding of expenses that the expenses charge to project are eligible and allowable.
- Analysis reports, and advise the Country Program Manager to deal with project burn rate (budget vs actual)
- Budget Management and Compliance
- Participate in the preparation of internal budget plans and any reformulated budgets as requested by WVI-C and donor
- Support the Country Program Manager in annual budget preparing process, and budget revision to ensure the correct timeline, approved budget amount, coding and support project team to monitor to spend as planned.
- Financial management of partners:
- Process and monitor funding transfer and advance to the assigned implementing partners.
- Process and verify monthly financial reports of the assigned implementing partners, and post in WVI’s accounting system.
- Provide technical advice and lead implementing partners to prepare annual and/or to revise budget if any applicable.
- Conduct regularly financial review and follow up corrective action on issue finding with partners
- Work with the senior project manager to analyse the capacity gap of working partners (selected) and to address for fully meet standard as per requirements
- Influence partners to change on financial practice to comply with WVI financial policies and donor
- Audit
- Supporting both internal and annual external audits for the grant, including preparing financial documentation, responding to audit queries, ensuring compliance with donor requirements, and facilitating the auditors’ review process.
- Administration and Procurement Compliance:
- Provide overall administrative and logistic support to the project in timely and efficient
- Support procurement processes by preparing requests, obtaining quotations, and ensuring compliance with procurement policies.
- Coordinate travel arrangements, vehicle use, accommodation, meeting logistics, and field visit planning.
- Coordinate event planning and event logistics.
- Oversee the safe storage, use, and maintenance of project equipment and materials.

Technical Specialist for Environmental Sustainability and Climate Action for BASIN

PURPOSE OF THE POSITION
The Technical Specialist for Environmental Sustainability and Climate Action (ESCA) for BASIN will lead initiatives to integrate sustainable practices and climate related action into design and implementation of livelihood programs including mainstreaming ESCA into Inclusive market system development, access to formal/informal finance programming, and considering an integrated approach with GEDSI approaches. A key focus would be working cross-functional on a green (sustainable environment, climate resilient) and gender inclusive business model. Therefore, this role involves developing strategies, conducting research, and implementing projects aimed at minimize/reducing environmental negative impact, enhancing community resilience to climate change, and promoting green opportunities, such as green product, technology, services, jobs and policy.
The specialist ensures alignment with WVI Cambodia’s technical approaches, global climate action frameworks, and donor requirements, while building the capacity of project teams and partners to promote a climate-resilient and environmentally responsible agriculture sector.
- Technical Leadership and Strategy
- Lead development and implementation of environmental sustainability and climate action strategies within the project.
- Lead the CEDRIG Operational Assessment for the project in Cambodia.
- Conduct or oversee additional research or environment assessments as needed. (e.g. environment impact assessments) Analyse data to identify areas for improvement in livelihood programs/project.
- Keep across sector trends and evidence in your context to inform programming updates. Working with consultant and or other project team to prepare detailed reports summarizing research findings and providing actionable insights.
- Support to Inclusive Market System Development (iMSD)
- Work closely with the iMSD Technical Specialist and GEDSI specialist to ensure market system interventions:
- Integrate climate-resilient practices, nature-based solutions, and sustainable natural resource management. This should include mainstreaming in the core iMSD interventions and additional targeted ESCA activities for households/communities and market actors.
- Promoting synergies across key focus areas, including 1) GEDSI/Women’s Economic Empowerment (WEE); and 2) Environmental sustainability and green growth to foster more holistic, sustainable solutions that address root causes in the context of economic, social and environmental systems.
- Capacity Building & Technical Support
- Facilitate workshops and training sessions on environmental sustainability and climate action for project team on how to be mainstreaming ESCA into iMSD and other ESCA models
- Develop educational materials and resources to support training efforts.
- Provide ongoing coaching support and mentorship to field teams, Lead Farmers, AC committees, and local partners on the effective application of sustainability practices, including providing technical assistance to businesses on adopting green technologies and climate-adaptive practices.
- Environmental Safeguards and Compliance
- Ensure compliance with World Vision’s Environmental Stewardship Policy, donor safeguards, and national environmental regulations.
- Lead environmental impact assessment processes for project activities when required.

The Senior Digital Communications & Marketing Specialist is responsible for the marketing content reflection and production, and provides quality assurance of all external World Vision Cambodia communications including articles, blogs, appeals, digital platforms including the WV website and on social media, and ensures compliance with World Vision’s brand guidelines
- Digital strategy & management
- Lead in creating digital strategy and Creative Content Plan and ensure that the plans are contributing to building trust and the reputation of WVI-C
- Manage social media creative content calendar across all channels targeting the general public (Facebook, Instagram, TikTok, YouTube, local fundraising and wvi.org/Cambodia websites, LinkedIn, X) to connect with audience goals and desired customer outcomes and to inspire the audience for actions.

Monitoring, Evaluation, Accountability and Learning Specialist for BPVIRCD
