Position Summary

Job Summary: CITA Institute is seeking a dynamic, strategic, and results-oriented Head of Marketing and PR to lead our brand building, student recruitment, and public relations efforts. Based in Phnom Penh, this role will be instrumental in enhancing CITA’s visibility, reputation, and market share within Cambodia's competitive education sector. The ideal candidate will have a strong understanding of the Cambodian market, a proven track record in marketing and Public Relation, preferably within education or a related service industry, and exceptional leadership skills.

Duties & Responsibilities:
  • Strategic Marketing & Brand Management:
  • Develop and execute a comprehensive annual marketing and PR strategy aligned with CITA's strategic goals for student enrollment, brand awareness, and reputation management.
  • Lead the development of the CITA brand identity, messaging, and positioning to ensure consistency across all platforms and communications.
  • Conduct market research to identify trends, competitive landscapes, and student needs, translating insights into actionable marketing strategies.
  • Oversee the creation of all marketing materials, ensuring they are engaging, compliant, and reflect CITA’s brand standards.
  • Digital Marketing & Student Recruitment:
  • Develop and manage CITA's digital marketing strategy, including SEO, SEM, social media marketing (Facebook, TikTok, LinkedIn, Instagram, Telegram etc.), and content marketing.
  • Manage CITA’s official website content, ensuring it is up-to-date, user-friendly, and optimized for conversions.
  • Utilize data analytics to track campaign performance, measure ROI, and continuously optimize marketing efforts.
  • Public Relations & Communications:
  • Develop and maintain strong relationships with local media outlets, influencers, and key stakeholders to secure positive media coverage and partnership opportunities.
  • Draft and distribute press releases, media kits, and other PR materials.
  • Act as a primary spokesperson for CITA Institute when required, or prepare key leadership for media engagements.
  • Manage crisis communications and reputation management efforts effectively.
  • Oversee internal communications to ensure consistent messaging within the institution.
  • Events & Partnerships:
  • Plan, organize, and execute marketing and PR events, including open days, career fairs, workshops, and graduation ceremonies.
  • Identify and cultivate strategic partnerships with schools, businesses, and community organizations to enhance CITA’s profile and recruitment efforts.
  • Represent CITA at industry events, conferences, and networking functions.
  • Reporting & Analytics:
  • Provide regular reports on marketing and PR activities, campaign performance, and ROI to senior management.
  • Stay informed about the latest marketing technologies, trends, and best practices, especially within the Cambodian context, and recommend innovative approaches.

Qualifications:

Head of Program Development (Academic & Vocational)

Position Summary

Report to: The Director

Job Summary: This senior leadership role is responsible for the strategic planning, development, implementation, quality assurance, and ongoing evaluation of CITA Institute’s educational programs. The Head will directly manage the Vocational Training portfolio (such as Business, ICT, Hospitality and Beauty) and provide strategic oversight to the Engineering and Language departments, ensuring all programs are industry-relevant, meet national accreditation standards, and align with CITA’s mission and the evolving needs of the Cambodian job market.

Duties & Responsibilities:
  • Training Program Development and Implementation
  • Lead the development of new training programs and curriculum across various training departments such as Business, ICT, Hospitality, Engineering, and Language.
  • Develop and design comprehensive training programs, materials (syllabi, textbooks, lesson plans), and courses that are competency-based.
  • Collaborate with subject matter experts (SMEs) and instructors to ensure content accuracy, relevance, and industry alignment.
  • Conduct needs assessments and gap analyses to identify new training requirements and opportunities for expansion.
  • Update and enhance existing training materials and curricula as needed to maintain high quality and current standards.
  • Develop and implement diverse pedagogical strategies such as instructor-led training, industry exposure programs, blended learning, e-learning, or mobile learning to ensure students efficiently achieve learning competencies at the appropriate level.
  • Define and set up the necessary training equipment, technological resources, and practical facilities required for program delivery.
  • Industry and Expert Engagement
  • Stay current with industry trends, best practices, and new technologies in training and professional development across all relevant sectors.
  • Connect with external experts and partners to consult on the development and continuous strengthening of CITA's training programs.

  • Training Program Monitoring and Quality Assurance
  • Evaluate the effectiveness of training programs through assessments, feedback mechanisms (student/employer surveys), and performance metrics.
  • Ensure that all curriculum is aligned with the Cambodian Qualification Framework (CQF) and maintains consistency across different subjects, courses, and levels within the Institute.
  • Conduct regular evaluation and review cycles of training materials and delivery methods to drive continuous program improvement.

Board of Director Secretary

Job Summary: The BoD Secretary is responsible for managing the daily operations of the Board's office. This includes providing confidential secretarial, administrative, and logistical support, acting as the primary point of contact for internal and external stakeholders seeking access to the Board of Directors (BoD), and ensuring the smooth flow of information and execution of the Director's directives.

Duties & Responsibilities:
  • Calendar and Schedule Management: Manage the Director's complex calendar, schedule meetings, prioritize appointments, and manage all travel arrangements.
  • Correspondence: Screen, prioritize, and manage all incoming and outgoing communication addressed to the Director. Draft, proofread, and prepare confidential and high-level correspondence, reports, and presentations.
  • Confidentiality: Handle highly sensitive, confidential information and documents with absolute discretion, particularly concerning personnel, strategy, and finance.
  • Documentation: Organize and maintain the Director's filing system, ensuring quick retrieval of essential documents and compliance with institutional record-keeping policies.
  • Meeting Preparation: Prepare agendas, compile background materials, and conduct preliminary research for the Director's meetings with internal teams, stakeholders, and external partners.

Duties & Responsibilities:
  • Digital Marketing and Content Management
  • Website Management: Maintain and regularly update the CITA Institute website with current program details, news, and events. Ensure the site is user-friendly and mobile-optimized.
  • Social Media: Develop and execute a comprehensive social media strategy across relevant platforms (e.g., Facebook, Instagram, LinkedIn, YouTube) to engage prospective students and partners.
  • Content Creation: Produce high-quality, engaging content, including articles, blog posts, testimonials, video scripts, and graphics, showcasing student success and program relevance.
  • SEO/SEM: Implement Search Engine Optimization (SEO) strategies and manage basic Search Engine Marketing (SEM) campaigns to drive traffic to the institute's online platforms.

Accountant

Position Summary

Report to: Deputy Head of Finance

Job Summary: The Accountant is responsible for managing the day-to-day financial operations of CITA Institute which includes maintaining accurate financial records, executing transactions, processing payroll support, and preparing financial statements and reports. This position plays a key role in ensuring the institute's financial compliance and supporting the Deputy Finance in strategic budgeting and analysis.

Duties & Responsibilities:
  • Transaction Management: Manage all accounting transactions including daily income and expenses.
  • System Entry: Accurately entry income and expenses to QuickBooks (or equivalent accounting software).
  • Record Management: Maintain control over Accounts Payable, Accounts Receivable, Petty Cash, Inventory Control, and Payment Collection.
  • Daily Operations Control: Control on daily operations of the accounting and finance department, ensuring continuous workflow.
  • Daily & Annual Listings: Prepare the daily income-expenditure list and close the annual list.
  • Statement Preparation: Manage and prepare financial statements and transactions reports, including the Profit and Loss Statement and other necessary reports.
  • Management Reporting: Provide financial information and reports to management as required for decision-making.
  • Monthly/Yearly Close: Close monthly and yearly report cycles promptly and accurately.
  • Tax Submission: Be responsible for monthly tax declaration and handle monthly and annual tax submission.
