Announcement Description

The Cambodia Inclusive Livestock Value Chains Project (CILVCP), a trust fund which is funded by the Global Agriculture and Food Security Program (GAFSP) for a US$20 million grant to the Royal Government of Cambodia, and the World Bank is the supervising entity for the grant. The institutional arrangements for project implementation will follow the Government’s Institutional setup. The GDAHP of the MAFF is the Implementing Agency (IA) tasked with managing and coordinating the project's implementation. The project supports Cambodia’s national priorities for resilient, inclusive, and sustainable agricultural development, including climate change adaptation and gender equality. It aims to improve animal husbandry, promote climate-smart livestock practices, and reduce greenhouse gas emissions, aligning with Cambodia’s climate goals for 2030 and 2050. The project specifically addresses the needs of women in agriculture, aiming to increase their access to training, markets, and financial resources. Improved livestock production and market integration will boost nutrition for poor households by increasing access to protein-rich animal products. The initiative leverages private-sector financing for livestock value chain development, incorporating technical assistance and capacity-building for producer groups.

The MAFF/GDAHP/CILVCP intends to apply part of the proceeds for Consulting Service - Individual Consultant: (1) Senior National Operation and M&E Consultant; (2) Senior National Procurement and Contract Management Consultant; and (3) Senior National Financial Management Consultant.

How to Apply

The CILVCP now invites expressions of interest from qualified and experienced Individual National Consultants for (1) Senior National Operation and M&E Consultant; (2) Senior National Procurement and Contract Management Consultant; and (3) Senior National Financial Management Consultant, for which the detailed Terms of Reference (TORs) can be found at attachement below or can be obtained at the address given below. The Consultants will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing, Fifth Edition, dated September 2023.

In submitting their expressions of interest, national consultants are kindly requested to indicate the following reference Senior National Operations and M&E Consultant (SNOMEC) (Ref. CILVCP-IC-002), Senior National Procurement and Contract Management Consultant (SNPCMC) (Ref. CILVCP-IC-003), and Senior National Financial Management Consultant (NFMC) (Ref. CILVCP-IC-004) and provide with their updated Curriculum Vitae with recent photo, indicating personal and technical skills, education qualifications, experience in similar assignments, along with the names of three (3) referees with contact information (e-mail address and telephone numbers).

The durations of the contracts are 48 person-months (full-time) for Senior National Operations and M&E Consultant, 36 months (full-time) for Senior National Procurement and Contract Management Consultant, and 48 months (full-time) for Senior National Financial Management Consultant, and with possible extension.
