Purpose of the Assignment
The purpose of the assignment is to develop the NASLA Curriculum and Course materials to ensure high quality teaching and training; and to professionalize the NASLA staff and establish core operations.
Scope of Work
The International Curriculum Development Specialist/Team Coordinator will collaborate closely with other experts in the Output 2 and Output 3 teams, reporting directly to the NASLA-PMU Project Director/Project Manager to achieve the objectives of the assignment.
- Undertake a job analysis to determine required positions needed for SNAs and required qualifications, skills and competencies.
- Develop competency framework for civil servants at SNAs, to inform the capacity development programs of NASLA.
- Review existing documents and regulation relevant to job description and assist NASLA to develop job description for their staff
- Develop at least 5 core training programs of NASLA, including training for the promotion of women leadership, with training materials free of gender bias, aligned with the agreed competency framework.
- Provide expertise, including Competency Based Education (CBE) curriculum practices, to NASLA staff as they seek to develop, review and revise the NASLA curriculum to reflect CBE practices.
- Coordinate and lead to develop workplan for delivery of Output 2 and 3, and regular monitor progress deliverables against the workplan.
- Provide overall inputs including coordination, advice, and consultation… as necessary to all international and national experts for Output 2 & Output 3 to ensure quality and timely deliverables expected to be produced by each individual expert.
- Review and contribute to all deliverables of Output 2 and Output 3 developed by key experts before submitting to PMU for review and comments.
- Lead to prepare Quarterly Progress and completion Reports of Output 2 and Output 3 and submit to PMU on timely manner.
- Master's Degree in or PhD in Public Administration, Public Policy, or related degrees for a recognized university.
- Master's Degree in or PhD in curriculum planning and development and implementation would be preferred.
- At least of curriculum design, development and implementation experience with extensive knowledge of Competency-Based Curriculum design and knowledge of implementation of curriculum for 7 years
- Having experience as Team Leader/ Coordinator/ Manager in developing and managing the development of competency-based curricula including knowledge of subject pedagogy, andragogy, adult and elder learning, curriculum design and curriculum development.
- Having strong experience in providing technical assistance through participatory approaches is highly desired; and
- Having strong knowledge of regional and local government or Sub-national Administration System in Cambodia would be an asset.

Scope of Work
The capacity development and QA Expert will work under coordination of Team Coordinator and shall report to Project Manager and Team Coordinator, and responsible following tasks:
- Support the curriculum development expert/team coordinator and NASLA staff in undertaking SNA’s job analysis and capacity needs.
- Provide inputs to revise and finalize the competency framework for civil servants at SNAs.
- Assist Team Coordinator to develop at least 5 core training programs of NASLA, including training for the promotion of women leadership, with training materials free of gender bias, aligned with the agreed competency framework.
- Lead and support the pilot delivery of the training courses for SNA staff.
- Review and finalize draft Manual of Quality Assurance Framework, lead conduct consultation with stakeholders, update and finalize the manual in close cooperation (inputs) by KE1
- Conduct Training of Trainers on specific topics, as required by NASLA.
- Develop the guideline for effective teaching methodologies for NASLA
- Join developing detailed work plan for output 2 and output 2 3 agreed with NASLA management.
- Monitor the overall quality assurance framework for NASLA to ensure curriculum and teaching standards are aligned.
- Develop course director training program for high quality teaching standards applying the competency-based approach/framework developed by KE1.
- Lead the diagnostic of skills gaps and training needs of NALSA staff.
- Review and provide technical advice to improve the quality of results-based management, including planning, monitoring and reporting on annual workplan and other NASLA planning and strategic tools.
- Assist NASLA staff in the application of appropriate monitoring tools and other qualitative tools to monitor performance and quality.

Scope of Work
The International Lead Institutional Development Expert will work under coordination of Team Coordinator and shall report directly to Team Coordinator and Project Manager (if required) and, and responsible following tasks:
- Develop/finalize operational manual for NASLA including sections on administration, personnel, finance, procurement, recruitment, dormitory management, canteen operation, childcare facilitation, first-aid, and IT systems management.
- Design and deliver modular training to NASLA staff on the above-mentioned task/output section.
- Develop a work plan agreed with NASLA management for the institutional strengthening of NASLA through provision of technical support.
- Review and revise NASLA capacity building interventions to enable NASLA to fulfill its mandate.
- Support management to strategically position NASLA within networks and in collaboration with particular partnerships to enhance communication and leverage opportunities with other local government schools in the region.
- Develop a study tour exchange visit with a suitable local government school in the region that has applicability and relevance to the NASLA operational mandate.
- Identify regional learning systems and models /governance frameworks that support decentralization reforms and innovations
- Review alignment of the performance management framework for NASLA staff using job descriptions as the foundation to measure employee performance with Ministry of Civil Service requirements.
- Develop NASLA Accreditation Roadmap to align with Cambodia (ACC) and ASEAN standards.
- Assist Team Coordinator to prepare quarterly progress reports and provide inputs to the completion report.
- Master's Degree in or equivalent level qualification in the disciplines related to Public Administration, Business Administration, or Organizational Development;

- Develop student enrolment system and academic record monitoring system supported by operating manuals.
- Support is needed in library collection management and catalogue systems and operating manuals.
- Establish NASLA personnel management systems and operating manuals.
- Responsibility for installing and maintaining all management Information systems - data collection, processing and use of data for planning and for monitoring of quality.
- Work with lead curriculum development trainers to effectively present classroom materials on a range of short and longer term NASLA training and academic programs.
- Collaborate with course directors and NASLA management team in developing online access platform and digitization of training materials for subnational staff.
- Contribute to the design, development, management, delivery and evaluation of specific training, academic and professional body programs and consultancy services.
- Obtain, organize or develop training procedure manuals, workbooks, guides or course materials such as handouts or visual materials making them available online; and
- Design and maintain digital content for NASLA website for updated information on courses, curriculum, access and school calendars

The National Gender Expert will work under coordination of Team Coordinator and shall report directly to Team Coordinator and Project Director, Project Manager (if required) and, and be responsible for following tasks:
- Collaborate with NASLA course directors and curriculum development experts to design, develop and integrate gender into the competency framework for the NASLA curricula to ensure it is free from gender bias.
- Provide inputs from a gender perspective into the job analysis to determine skills and competencies needed for subnational staff to determine the required qualifications.
- Ensure integrated gender approaches into the NASLA training program in line with the agreed competency standards for subnational staff positions.
- Review the Women’s leadership course materials for subnational staff to ensure that they are developed in line with agreed competency framework.
- Review the design of courses and programs to ensure they meet agreed gender targets and design requirements and make recommendations or revisions for consideration of the requisite approvals as needed by the NASLA Board.
- Support the delivery of pilot training courses and review course materials and training delivered for SNA staff to ensure it meets gender criteria.
- Master's Degree in or higher in relevant subject areas including gender, human rights, governance and/or other related social sciences.

The National Liaison Officer will play a crucial role in facilitating communication, coordination, and collaboration between the expert team of Output 2 and Output 3 and NASLA’s Project Management Team, including Project Director and Project Manager.
This position ensures smooth information flow, supports operational processes, and assists in aligning project activities with strategic goals and is responsible for following tasks:
- Communication & Coordination: Act as a bridge between Output 2 and Output 3 teams, ensuring effective information exchange and alignment of activities.
- Stakeholder Engagement: Facilitate discussions, meetings, and correspondence between internal teams and external partners.
- Documentation & Reporting: Compile reports, meeting minutes, and project updates to track progress and highlight key findings.
- Project Support: Assist in the implementation of activities under Output 2 and Output 3, providing logistical and operational support.
- Compliance & Policy Adherence: Ensure activities align with established guidelines and best practices.
