HR & Admin Officer
Position
Under the responsibility of the Procurement Manager and the Finance & HR Manager, the Admin Officer & Cashier will have the following responsibilities:
- HR & Payroll:
- Compile and review presence statement of workers for payroll processing
- Follow-up leaves application of all staffs
- Liaise with Branch for payroll status
- Represent HR dpt. on site
- Staff Administration:
- Check documentation of new staffs mobilized (contract, ID, workbook…)
- Follow-up with the Branch for preparation of contract and letter to be distributed on site
- Gather all documentation received on site before forwarding to the HR Dpt. in the Branch.
- Assist mobilization of new staffs in the camp and compound.
- Participate to increase staff’s welfare
- Arrange transportation and accommodation of staffs
- Book VCGP staffs flight tickets and hotel in Phnom Penh
- Finance:
- Manage the Petty Cash on site
- Collect invoices received on site
- Arrange flow of documents to be sent to Branch
- Other:
- Monitor stock of stationaries and initiate purchase
HS Officer
Job Location: Project Site, Bakheng commun, Chrouy Changvar district
Job purpose: Establish an HSE Management System which monitors compliance with the HSE management system.
Position
Under the responsibility of HSE Manager, the HS Officer will have the following responsibilities:
- Principle responsibilities:
- Conduct pre-operational risk assessments on new sites and design risk mitigation measures.
- Develop all the required documentation, operational checks and reports for the HSE Management System including corrective and preventive measures.
- Provide HSE improvement proposals stating: the non-conformance, proposed corrective action, required resources for corrective action and plan of implementation.
- Assist with the implementation of Job Safety Analysis and inspect job site activities during particularly difficult or hazardous work situations;
- Assist local management in the preparation and presentation of field HSE meetings.
- Coordinate and participate in the investigation of accidents and near misses
- Review and analyze accidents and near miss incidents and making corrective action recommendation
- Ensure regular emergency response exercises and drills are conducted to ensure the highest level of preparedness in any emergency. Maintains records of such drills, providing recommendations for emergency response improvements;
- Supervises the regular inspection of firefighting, safety and emergency response Equipment.
- Assist in developing and implementing field location emergency response procedures.

Laboratory Officer
Job Location: Project office, Bakheng commun, Chrouy Changvar district
Position
Under the responsibility of Technical Manager, the Laboratory Officer will have the following responsibilities:
- Main assignment and activities:
- Works with Lab Coordinator during testing of material (soils, aggregates, concrete and asphalt).
- Ensures necessary tools are used with personal safety in the laboratory.
- Assist Lab Coordinator in laboratory activities to ensure that the work is executed on time and in accordance with the client and project requirements and within company policies, procedures and standards.
- Ensures that laboratory processes and helpers adhere to the requirements of the company Quality program and the Construction Materials Quality Management System (QMS).
- Ensures that self and laboratory personnel follow company administrative policies. Examples of such policies include, but are not limited to, time sheets, expense reports and purchase order requirements.
- Required to perform construction and geotechnical related laboratory testing based on workload and staffing.
- Quality duties:
- Promote continuous quality monitoring and improvement on projects. Monitor quality standards and practices.

- Education and experience:
- Formal concrete laboratory co-ordination training.
- High school certificate or diploma in civil, geotechnical engineering, technology or related field.
- 3-5 years’ of experience performing laboratory tests on construction and geotechnical materials.
- A formal health and safety qualification (e.g. Nebosh Construction Certificate)

Logistic & Custom Officer
Job Location: Project office, Bakheng commun, Chrouy Changvar district
Job purpose: Responsible to deliver shipment materials on time on site thereby meeting the deadlines and timelines. To be able to provide the most effective transport cost in shipping materials.
Position
Under the responsibility of Admin and Finance Manager, the Logistic and Custom Officer will have the following responsibilities:
- Handles / Coordinates import and export of purchased materials for VCGP with vendors & forwarding companies.
- Handles /Coordinates import and export of personal effects of all VCGP staff requiring mobilization / demobilization relocation assistance.
- Generating purchase orders in Cassius for payment processing of transport cost to the forwarding companies.
- Safekeeping of Logistics / transport records and updates the reporting status in timely manner.
- Maintains shipment documentation and assists on the development of compliance procedure and methodologies related to shipment/logistics matters.
- Guides and oversee junior officers and supports logistics team members.
- As a Customs Clearance Clerk, they will work as part of a team and report to the Admin and Finance Manager.
- They will be involved in calculating and processing duties and taxes to be paid and may be required to sign documents under a Power of Attorney on behalf of clients. They will also pay, or arrange for payment of taxes and duties.
- Liaising with Customers.
- Allocating the correct license depending on type of goods being imported.
- The Customs Clearance Clerk can be involved in attending meetings with Customs Officials in the application of duty refunds and tariff reclassification as appropriate and will assist with any appeals that are forthcoming.
- They will be required to be fully conversant with import and export laws and regulations. They will be expected to maintain their understanding and keep up-to-date with changes as they occur, so as to be able to advise customers on import and export restrictions, tariff systems, insurance requirements and all other customs related matters.
- The Customs Clearance Clerk will post bonds for the products being imported or assist clients in obtaining bonds. They will also be required to prepare the necessary import documentation such as certificates of origin and cargo control documents.
- This job also requires them to liaise with officials in various agencies to ensure goods are cleared through customs or quarantine. They will also arrange for transportation, warehousing or product distribution of imported or exported goods and liaise with Freight Forwarders.
- Education and Experience:
- University graduate of management and related field
- At least 4 years of experiences in logistics management preferred
- Key skills and knowledge:
- Good understanding of logistics operations and administration support.
- Good knowledge of Microsoft office packages.
- Communication and coordination skills
- Good in English speaking and writing
- Be calm, assertive and resilient, and must possess excellent communication, teamworking and interpersonal skills.
Mechanician
Working times: Site time
Job Location: Project Site, Bakheng commun, Chrouy Changvar district
Job purpose: Maintains and assists in the fabrication of site equipment, or performs routine machining, assembly, or fabrication operations in a site setting.
Position
Under the responsibility of Electrical supervisor, the Mechanician will have the following responsibilities:
- Assembles parts by welding, brazing, and/or hard and soft soldering.
- Maintains and repairs site equipment.
- Assists in the fabrication and assembly of research or site equipment or apparatus from working drawings.
- Utilizes a variety of hand and machine tools such as drill presses, lathes, and milling and grinding machines.
- Utilizes basic precision measurement tools such as vernier and micrometer calipers.
- Performs electrical, plumbing, carpentry, and other tasks.
- Directs and coordinates the maintenance, repair, and construction operations of the distribution lines and appurtenances; coordinates the activities of the systems with the development of long term expansion and reconstruction programs.
- Assists in designing various specialized metal equipment, fixtures, and apparatus
- Prepares cost estimates for major repair and alteration projects by labor, equipment, and materials needs.
- Works with consulting and resident engineers on contract and force account construction projects.
- Establishes work and safety standards.
- Prepares complex reports and maintains complex records.
- Education and Experience:
- Degree from vocational school specialized in mechanical courses
- At least 3 years of mechanical and/or general maintenance experiences
- Any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved.
- Experience in the heating and plumbing mechanical trades including supervisory experience; or any equivalent combination of training and experience.
- Key skills and knowledge:
- Knowledge of machinist tools and machines.
- Knowledge of welding, brazing, and soldering
- Skill in using machinist tools, machines and application of materials
- Understanding in English is a must
