Announcement Description

The Agricultural Services Programme for an Inclusive Rural Economy and Agricultural Trade (ASPIRE-AT) is a government initiative implemented by the Ministry of Agriculture, Forestry, and Fisheries (MAFF) and financed by the International Fund for Agricultural Development (IFAD), the European Investment Bank (EIB), and the Government of Cambodia (GoKC). ASPIRE-AT builds upon the success of the ASPIRE Programme (2015-2022).

The program aims to promote inclusive and sustainable agricultural growth, benefiting 100,000 smallholder farmers and 25,000 landless or land-poor households. It focuses on pro-poor value chains, including:

  • Vegetables for the domestic market
  • Native chicken for the domestic market
  • Maize, cashew, fresh fruit, and processed fruit for export

National Specialist Protocol Trade Negotiation

Position Summary

Location, Schedule, and Duration

  • The assignment will be based in the GDA office at the Ministry of Agriculture, Forestry and Fisheries.
  • The length of the assignment is 10 person months (intermittent), indicatively scheduled for the period of 3 years, anticipated to commence, with the successful candidate, in late quarter 4 of the 2025. The actual monthly input for the assignment will be determined and agreed upon with the successful consultant.
Duties & Responsibilities:
  • The National Specialist for Protocol Trade Negotiation is to assist the International Trade Protocol Negotiation Specialist ASPIRE AT programme to support GDA and the programme through provision of technical advice to promote, facilitate and support GDA to enhance negotiation of protocol trade agreement pertaining to the Cambodia’s agricultural trade development, contributing to increase export of agriculture products. Specific tasks will include, but not limited to:
  • Translate all document produced by international TA from English to Khmer and from Khmer to English.
  • Support International Protocol Trade Negotiation Specialist to conduct a thorough market analysis to explore potential market opportunities of Cambodia agriculture products and specific non-tariff measure requirement for export from Cambodia to international markets.
  • Support International Protocol Trade Negotiation Specialist and GDA in developing and compiling the technical information for Pest Risk Analysis (PRA) for market access proposal development for export fresh fruit from Cambodia to International Market up to seven (07) major commodities.
  • Work with GDA to develop an action plan for improving quality control mechanism to promote regional and intra-continental trade for agricultural outputs/products in relation to cross-border trade.
  • Facilitated and implement any request relate to project documentation development.
  • Deliverable Outputs
  • Market analysis on potential market opportunities of Cambodian agricultural products conducted, and report completed.
  • Building capacity and assisting the PPSPSD team in developing the seven (07) among pineapple, jackfruit, lotus seed, avocado, watermelon, vegetable, etc. technical information for Pest Risk Analysis (PRA) for market access proposal development for export fresh fruit from Cambodia to the International Market.
  • Comprehensive action plan and capacity building for improving quality control mechanisms to promote regional and intra-continental trade for protocol negotiation.
  • Conduct up to five (05) training courses for the PPSPSD team related to Phytosanitary Protocol Negotiation.

  • Master's Degree in / PhD in Pant Protection, Plant Quarantine or agriculture related field
Work History:
  • At least of experience on Agricultural development, Sanitary and Phytosanitary and Phytosanitary protocol negotiation for 7 years

National Specialist for Review and Strengthening Policies and Regulations Versus International Best Practices

Position Summary

Location, Schedule, and Duration

The assignment will be based in \GDA’s Department for Plant Protection, Sanitary and Phyto-Sanitary (DPPSP) of Agriculture of the Ministry of Agriculture, Forestry and Fisheries (MAFF).

The length of the assignment is for 12 months intermittent for a period of 3 years after the contract is signed.

Duties & Responsibilities:
  • The National Specialist for Review and Strengthening Policies and Regulations Versus International Best Practices is to assist the International Policy Specialist in close collaboration to conduct detailed review and propose recommendations to strengthen relevant policies and regulations versus international best practices to improve and sustain Cambodia agriculture competitiveness within agreed market access frameworks via identification/promotion of current best practice for SPS, Plant Health and Post-harvest management . Specific tasks will include, but not limited to:
  • Review Translate all document produced by international TA from English to Khmer and from Khmer to English.
  • Support international TA to review and develop the (1) Ministerial proclamation on Procedures for Phytosanitary Inspection for Imported, Exported, Re-exported Goods and Goods in Transit from the Kingdom of Cambodia, (2) ministerial proclamation on Phytosanitary Requirements of the Kingdom of Cambodia, (3) Plant Protection and Plant Quarantine Strategic Development 2026-2030.
  • In cooperation with the GDA and International TA, organize stakeholders’ consultation meetings to ensure an all-inclusive and transparent approach to legislative reform process and to acquire the necessary feedback.
  • Canvas and consolidate feedback acquired from the consultation meetings, prepare a consultation report into draft text for the proposed amendment.
  • Produce a final report outlining all main achievements, constraints and providing recommendations for remedial and capacity building actions.
  • Facilitate and implement any request relate to project document.
  • Deliverable Outputs
  • Inception report (including Work Plan) and comprehensive legislative review report by outlining the main pieces of existing legislation (including all relevant laws, sub-decrees and Prakas) directly or indirectly relating to plants and plants product import and export management in Cambodia, identifying specific provisions that are inconsistent with the new proposed ministerial proclamation on the Procedures for Phytosanitary Inspection for Imported, Exported, Re-exported Goods and Goods in Transit from the Kingdom of Cambodia, ministerial proclamation on Phytosanitary Requirements of the Kingdom of Cambodia and Plant Protection and Plant Quarantine Strategic Development 2026-2030;
  • Reports of consultation meetings with relevant national and international stakeholders to present findings, analysis and draft discussion papers for possible amendments.
  • Preliminary draft of the Ministerial proclamation on Procedures for Phytosanitary Inspection for Imported, Exported, Re-exported Goods and Goods in Transit from the Kingdom of Cambodia, ministerial proclamation on Phytosanitary Requirements of the Kingdom of Cambodia and Plant Protection and Plant Quarantine Strategic Development 2026-2030 and the legislative texts incorporating findings and discussion of the consultation process.
  • Final draft of the Ministerial proclamation on Procedures for Phytosanitary Inspection for Imported, Exported, Re-exported Goods and Goods in Transit from the Kingdom of Cambodia, ministerial proclamation on Phytosanitary Requirements of the Kingdom of Cambodia and Plant Protection and Plant Quarantine Strategic Development 2026-2030 and the legislative texts upon acceptance of the "Ministry of Agriculture, Forestry, and Fisheries" and the development partners.
  • Final summary report identifying accomplishments, shortcomings and making recommendations for improvement.
