National Policy Specialist (1 Position)
Report to: GDLC-CASFor and Social Forestry Task Manager,
Contract Type: Individual Contractor
Expected Places of Travel: GDLC-MoE in Phnom Penh with travel to project areas
Duration work: 70 days (between Oct– December 2025)
The specific objectives of the project is to deliver the following expected outputs, and Specific deliverables are set in the Key Performance Indicators (KPI)
- Output 1. Strengthened community protected area engaged in sustainable forest management (CASFor Project);
- Output 2. Strengthened enabling framework for sustainable, community-based forest management (CASFor Project);
- Output 3. Strengthened capacities to assess, monitor and reporting CPAs’ activities and their integration into forest monitoring systems and contribution to climate change mitigation (CASFor and Social Forestry projects).
- The National Policy Specialist will perform the following tasks:
- Review subsidiary legislation related to CPA operations
- Organize stakeholder consultations for the review process
- Support the development of revised drafts of guidelines, procedures, and technical manuals
- Review technical guidelines for legal timber harvesting developed by partners
- Facilitate consultation meetings on CPA legislation
- Prepare a technical consultation report summarizing support provided, actions taken, and recommendations for formal agreements and management plans.
- Minimum 5 years of experience in policy development and support
- Demonstrated collaboration with government institutions
- Proven experience in leading consultations and working with multiple stakeholders
- 2–5 years of experience related to facilitate community protected areas, CPA management, NTFPs, and permitted economic activities
- Strong knowledge of forestry policy and legal instruments, including:
- Sub-Decree on Community Forestry and Community protected area
- Guidelines on CF/CPA and CF/CPA Management Plans
Consultant-National CPA Statistical Database Methodology Selection and Target-Setting (1 Position)
Report to: GDLC-CASFor and Social Forestry Task Manager,

Duration work: 65 days (between September– December 2025)

- Output 2. Strengthened enabling framework for sustainable, community-based forest management (CASFor Project);
- Output 3. Strengthened capacities to assess, monitor and reporting CPAs’ activities and their integration into forest monitoring systems and contribution to climate change mitigation (CASFor and Social Forestry projects).
- CPA Statistical Database
- Design and develop a user-friendly CPA statistical database, compatible with the National Forest Monitoring System (NFMS).
- Collect, validate, and consolidate CPA statistics from PDoE, CASFor partners, and other stakeholders.
- Develop SOPs, user manuals, and data governance protocols.
- Train GDLC staff on database use and reporting.
- Geospatial Database
- Develop and update CPA geospatial database (profiles, shapefiles, forest restoration, ecotourism, silviculture, agroforestry, etc.).
- Define operational protocols for spatial data management.
- Update CPA boundary data in collaboration with GDEKI.
- Support integration of geospatial data with the CPA statistical platform.
- Methodology Selection and Target-Setting
- Identify and recommend tools and methodologies for evidence-based CPA assessment.
- Define measurable and gender-sensitive CPA management targets.
- Facilitate stakeholder consultations and participatory workshops.
- Produce technical reports and recommendations for integrating tools and targets into CPA monitoring frameworks.
- Education: Bachelor’s or advanced degree in computer science, GIS, natural resource management, forestry, communications, or related fields.
- Experience:
- 3–5 years in database design, GIS, or statistical analysis.
- Experience with environmental/forestry datasets and community forestry/CPA context.
- Proven facilitation, consultation, and technical reporting skills.
- Skills:
- Proficiency in GIS tools (ArcGIS/QGIS), database software, and data visualization.
- Strong analytical and problem-solving abilities.
- Excellent communication and training skills in Khmer and English.
Consultant - National Capacity Building and Lessons Learned Compilation Specialist (1 Position)
Report to: LOA Task Manager,
Contract Type: Individual Contractor
Expected Places of Travel: GDLC-MoE in Phnom Penh with travel to project areas
Duration work: 50 days (between Oct– December 2025)
The specific objective of the project is to deliver the following expected outputs, and Specific deliverables are set in the Key Performance Indicators (KPI)
- Output 1. Strengthened community protected area engaged in sustainable forest management (CASFor Project);
- Output 2. Strengthened enabling framework for sustainable, community-based forest management (CASFor Project);
- Output 3. Strengthened capacities to assess, monitor and reporting CPAs’ activities and their integration into forest monitoring systems and contribution to climate change mitigation (CASFor and Social Forestry projects).
- The consultant will provide integrated support in capacity building, institutional strengthening, knowledge management, and lessons learned documentation. Responsibilities include:
- Capacity Needs Assessment and Planning
- Review and update the existing capacity needs assessment for GDLC, PDoEs, and CPA networks.
- Coordinate with FAO, RECOFTC, WCS, and partners to identify priority training topics and institutional strengthening areas.
- Training Material Development and Facilitation
- Develop, adapt, and technically review training materials, manuals, and guidelines related to CPA management, sustainable value chains, and forest monitoring.
- Ensure training materials are gender-responsive, practical, and aligned with national legal frameworks.
- Organize and facilitate training sessions, ToTs, and workshops for national and sub-national stakeholders.
- Deliver at least 3 technical training courses on CPA institutional strengthening.
- Knowledge Management and Lessons Learned Compilation
- Supervise the collection of relevant experiences and field information in liaison with other specialists.
- Compile a compendium of best practices, key lessons, and challenges in CBFM and CPA management.
- Contribute to the development of future training materials based on compiled knowledge.
- Organize and facilitate at least one dissemination workshop for sharing lessons learned with stakeholders.
- Coordination and Reporting
- Support coordination between sub-national and national meetings to ensure field feedback informs policy development.
- Document training processes, outcomes, and lessons learned.
- Produce ToT reports with pre/post-test results, attendance records, and photo documentation.
- Education
- Advanced university degree in Education, Natural Resource Management, Communication, Social Sciences, or related fields.
- Professional Experience
- At least 5 years of relevant experience in capacity building, training facilitation, and institutional strengthening in community forestry/natural resource management.
- Proven experience in information management, technical reporting, and compilation of knowledge for dissemination.
- Experience working with CPAs/CFs, government institutions, NGOs, and community-based organizations.
- Familiarity with CPA-related policies, legal frameworks, and community forestry practices in Cambodia.

Consultant-National Restoration Specialist (1 Position)

- National Restoration Specialist will perform the following tasks/responsibilities:
- Assess the degraded sites and mapping
- Select some of the most vulnerable areas for restoration
- Defining forest restoration areas focusing on investment and identifying appropriate financing mechanisms.
- Consult with local authorities and CPAs about ongoing forest restoration (tree species, tree planting and maintenance approaches, mobilization of local participation, and date).
- Manage participatory tree planting (site/soil preparation, marking spots for pitting, pitting and transplanting, waste control.
- Support GDLC to assess seedling survival rate in the forest restoration sites.
- Support GDLC to maintain the planted seedlings in the forest restoration.
- Preparing a technical report for assessing and identifying degraded forests and mapping, projecting wood harvesting levels,
- Defining forest restoration areas and photo-documentation; and
- Preparing a restoration assessment report based on degradation maps reports from field data collection and validation trips.
- 5-year experience in various forest and landscape restoration approaches.
- Knowledge of tropical forest system and local species.
- Expertise on forest restoration, mapping and field assessments
- GIS knowledge.
