MAG’s mission is to build the futures of people affected by the remnants of conflict through responsive, quality-driven and progressive action. We remove the physical threat of injury and death and alleviate economic devastation. We provide clearance and education enabling an escape from the poverty and suffering caused by conflict. MAG has been working in the field of Humanitarian Mine Action in Cambodia since 1992.

Community Liaison Supervisor (1 Position)

Position Summary

Department : Community Liaison

Report to : Community Liaison Manager

Position Purpose:

The Community Liaison Supervisor (CLS) is responsible for the safe and efficient planning, coordination, monitoring, and reporting of all day-to-day Community Liaison (CL) activities and ensuring that the CL operation carrying out as per the standard operating procedures (SOPs). Under the line management of the Community Liaison Manager (CLM), the CLS will organise, supervise, and provide technical support to MAG CL teams to fulfil the required operation objectives. Meantime, this position is adjoined the liaison works and the operation planning in the given provincial level, accordingly it is expected to coordinate with Technical Operations and Information Management teams to ensure maximum operational efficiency in planning also in internal and external coordination moreover analysing the data and responding to the operation planning of the implementation needs with the support of CLM is expected.

Expectations - Duties, Responsibilities
  • Specific areas of responsibility:
  • CL Leadership and Coordination
  • Lead the CL deployment planning and supervise the implementation of all CL activities in the respective province in collaboration with the CLM.
  • In close cooperation with the CLM, plan, prioritise, and coordinate CL activities, ensuring maximum community understanding and participation at all stages.
  • Ensure that all CL activities are conducted as trained and in accordance with MAG SOPs.
  • Monitor regularly the CL team dynamics, skills, attitudes, and approaches as per the given recommendation.
  • Conduct QA on all CL field activities and record the findings on the QA form respectively, minimum one visit per team, per month is essential.
  • Undertake consistent QC on all relevant CL surveys, reports, and documents prior to the distribution and ensure the accuracy and punctuality.
  • Ensure that team members strictly adhere to all MAG policies and procedures and immediately report any breaches to the CLM.
  • Conduct refresher training periodically to all CL teams in the respective province in all relevant subjects (NTS, EORE, IA, CL Tasks and Liaison) as per the training need assessment which carried out by that quarter.
  • Work closely with Community Liaison Team Leaders (CLTLs) and share the knowledge and skills and always maintain the transparency.
  • Lead by example as per MAG standard and policies and motivate staff to ensure all activities are carried out to the highest professional standard.
  • Operation Support and Liaison
  • Work in collaboration with technical operation management to identify the internal priorities for clearance based on existing and proposed development plans, risk profiles, and accident records.
  • Assist in providing the inputs to draw the annual work plan for Clarence operation in the respective province.
  • Represent MAG in planning or any other HMA relevant meetings with government representatives, the CMAA, MAPU, demining operators, and other stakeholders when and as required.
  • Lead on negotiation for and the development of the annual workplan, representing MAG in relevant meetings, and ensure sharing the crucial feedback to Ops management promptly.
  • Collect the accurate information through the CL teams and coordinate with CLM to generate request for the Baseline (BLS) task orders in respective landmine contaminated areas.
  • Support the Ops management in maintaining relationships with local authorities, local partners and other parties as needed in coordination with the Community Liaison and Technical Operations teams.
  • Build and maintain relationships with community representatives, local authorities, NGOs, and other relevant stakeholders to gather information, provide feedback, and build trust in support of MAG’s operational objectives.

  • Work closely with the CLM and Logistics team to ensure that CL teams have access to all materials and equipment necessary to complete their tasks and eensure that all equipment and materials are maintained appropriately. Report any faults and/or losses to the CLM immediately.
  • Assist the CLM and HR department with the recruitment of new staff if needed.
  • Maintain the transparency in works or documentation and avoiding manipulation is expected.

  • Excellent proven, presentation and negotiation skills and the ability to credibly represent and present on behalf of MAG before a variety of stakeholders.
  • Excellent, proven, communication and interpersonal skills with the ability to build effective relationships with people from diverse backgrounds.

Medic Supervisor (1 Position)

Position Summary

Report to : Standard & Training Manager (STM)

Location : Battambang with frequent travel to Ratanakiri

Position Purpose:

Coordinate, monitor, train and provide quality assurance of MAG’s medical teams. Provide medical cover and support for teams, as and when required, as well as coordinate with the Standards and Training Manager (STM) and the Training Evaluation and Monitoring Unit (TMEU) and other departmental heads regarding the health, welfare and medical training of MAG employees.

She/he will have the following specific duties and responsibilities

  • Operational
  • Ensure that the programme’s Medics are supported and monitored to perform their duties according to their job specification and Standard Operating Procedures (SOPs) through regular site visits and ongoing remote supervision.
  • Ensure SOPs and national standards concerning medical and emergency care are implemented and adhered to throughout the programme.
  • Ensure that adequate medical resources and capacity are provided for each team in the programme.
  • To ensure continuous medical support for operational teams in the absence of an assigned team medic, delegate this responsibility to qualified personnel as appropriate, ensuring they are briefed and equipped to respond to medical needs during operations.
  • Ensure all medical kits are equipped following SOPs and that any expired or unserviceable item is replaced immediately.
  • Conduct assessments of medical standards and identify training needs for field medics and other staff as required.
  • Deliver induction and refresher training for field medics and other staff as required.
  • Delivery of training, as per the standard Training Management Plans produced by the Global Medical Coordinator.
  • Participate in the recruitment and selection of field medics to ensure MAG recruits medics with appropriate skills and experience.
  • Work with MAG’s Global Medical Coordinator to update the standard equipment list for each type of medical bag on an annual basis.
  • Participate in operational and procurement planning and provide lists of medical equipment requirements and resupply.
  • Ensure that the medical evacuation plans for the tasks are maintained, practised and updated as appropriate in cooperation with the FOC/TFM/STM/TOM.
  • Coordinate and manage all MEDEVAC and CASEVAC situations as and when required.
  • Plan and coordinate the QA medical schedule with the TMEU so that medics are regularly evaluated to ensure that they are competent to deal with medical situations.
  • Ensure that the medics perform their duties according to their job descriptions and Standard Operating Procedures (SOPs) through regular QA visits.
  • Should any field staff require medical services, treatment or hospitalisation, this is to be communicated to the TOM, STM, TFM, FOC, and relevant Base manager.
  • Be actively involved in ensuring that staff keep their field accommodation clean and maintain basic hygiene routines, also provide advice to all staff on disease prevention through regular visits and briefings/presentations.
  • Maintain a healthy working relationship with the Government and private hospitals in MAG’s AoR.
  • Carry out any other duties deemed necessary and reasonable to meet MAG’s operational requirements, as requested by the line manager or supervisor.
  • Deliver Intermediate Life Support (ILS) as per MAG/IMAS standards to medic trainees following the TMPs provided by the GMC.
  • Support the GMC when visiting the programme with any training and/or assessments of medics.
  • Manage and task the Medical TL.
  • Have direct oversight of the procurement of medical supplies by both Areas of Operations.
  • Reporting and Record Keeping
  • Submit monthly operational reports of all medical activities undertaken in the programme.
  • Ensure that all medical records for staff are complete and up to date.
  • Ensure that Medic Team Leaders submit a list of minimum stock items requiring replenishment to maintain operational readiness.

  • Provide support and medical advice to programme management in managing staff medical cases.
  • Assist Field operations coordinators (FOC), the Technical Field Managers (TFM’s), Standards and training manager (STM) and the Technical Operations Manager (TOM) in the medical aspects of incident/accident and investigation reporting procedures, as and when required.
  • Assist the FOCs and TFMs in developing and implementing Medevac and Casevac procedures for field staff.
  • Seek information on new developments in the medical field and recommend updates in equipment and training to the STM.

Base Officer (1 Position)

Position Summary

Department : Logistics

Report to : Base Supervisor

Staff Reporting to : Storekeeper, Base Drivers, Cleaners, Guards

Position Purpose:

The Base Officer is responsible for providing logistical oversight to the base, through the effective monitoring and follow-up of processes related to procurement, premises management, storekeeping, travel and transport management. The role will be responsible for overseeing the base storekeeper, drivers, cleaners along with guards from all MAG premises.

She/he will have the following specific duties and responsibilities:

  • Monitor procurement activity via procurement tracker to ensure timely processing of purchases

  • Assist Base Supervisor in setting up preferred providers and updating related contracts
  • Prepare documentation to allow processing of contractual payments (rent, internet etc.)
  • Prepare fuel reconciliation report and documentation to process fuel payments

Base Assistant (1 Position)

Position Purpose:

The Base Assistant is responsible for providing general logistical support to the program, through the effective follow-up and preparation of adequate documentation related to procurement and premises. Key activities include conducting procurement activities, managing and scheduling drivers.

She/he will have the following specific duties and responsibilities:

Premises & Logistics Assistant (1 Position)

Position Summary

Department : Logistics

Report to : Base Supervisor

Staff Reporting to : Cleaners & Guards

Position Purpose:

Reporting to the Base Supervisor, the Premises and Logistics Assistant is responsible for ensuring the premises used by MAG are fit for purpose and for providing general logistical support to the Battambang base. Key activities include premises management and maintenance, asset and stock management, as well as providing cover when the Base Assistant is absent.

Note: This role follows the MAG teams' operational cycle, meaning that the recruited staff member will work every day, including weekends, for approximately 20 days of each month, followed by approximately 10 consecutive days off. Weekends worked and public holidays are included in this stand-down period.

She/he will have the following specific duties and responsibilities:

  • Work with the Base Supervisor to ensure that MAG-rented accommodation/BTB office and bases are fit for purpose and meet health and safety and safeguarding standards
  • Assist base supervisor to search for new accommodation when there is require to search for accommodation.
  • Weekly visit accommodation 2 times per week either for monitoring or to supervise improvements being made using accommodation check list. Report to Base supervisor any finding improvement.
  • Liaise closely with the operational team and the storekeeper/Base assistant/Base supervisor to ensure that opportunities to carry needed equipment are always taken during these visits.
  • Immediately report any concerns regarding health and safety in the accommodation to the Base Supervisor
  • Working with the Base Supervisor, carry out any needed changes to the Battambang Office, including purchasing of equipment, review of the health and safety measures, internet connections etc.
  • Be responsible for any issues arising in the accommodation for the international staff members in Battambang, including supply of basic equipment etc. Ensure appropriate approvals and sign-off for any purchases made.
  • Asset Management
  • Overseen and supported by the Base Supervisor, and working with members of the operational and fleet teams, ensure that the asset register is kept up to date, in line with MAG guidelines, including information on location of items and their condition
  • Ensure the correct labelling of all assets in line with the asset management procedure
  • Work with the Base Supervisor and Procurement and Inventory Manager to carry out a physical verification of assets held by the Battambang base on at least a 6-monthly basis, ensuring that this is well communicated to relevant staff in advance and does not interrupt operations
  • Team Management
  • Manage the guards and cleaners under the supervision of this role effectively and efficiently, carrying out all usual managerial tasks as appropriate, ensuring that lines of communication are open and effective and dealing with any questions or complaints efficiently, following consultation with the Base Supervisor and/ or HR.
  • Manage and allocate security guards to each field accommodation when it requires.

  • ក្រោមការណែនាំពីប្រធានជាងវថយន្ត អ្នកត្រូវទទួលខុសត្រូវក្នុងការត្រួតពិនិត្យយានយន្តតាមពេលវេលាកំណត់ និងជូនដំណឹងដល់ ប្រធានជាងវថយន្ត ប្រសិនបើមានការចាំបាច់ត្រូវជួសជុលឬត្រូវការការថែទាំ។
