Announcement Description

The General Directorate of Policy and Strategy (GDPS) of the Ministry of Environment (MOE) in collaboration with the Initiative for Climate Action Transparency (ICAT) and with support from UNOPS, is implementing ICAT Phase 3: Development of an MRV Framework for the Waste Sector, including the application of the WASCAD and GACMO Tools. This project contributes to Cambodia’s ongoing efforts to operationalize the Enhanced Transparency Framework (ETF) under the Paris Agreement. In particular, the waste sector waste sector has been identified as a key area for greenhouse gas (GHG) mitigation in Cambodia’s updated NDC and national climate strategies.

The project aims to (1) develop a robust MRV Framework for the waste sector in Cambodia under the ICAT initiative and (2) Building national capacity in the use of transparency-related tools, including the ICAT SD assessment tool and GACMO.

The Scope of Work for this project is focused on the waste sector and NDC tracking, and will seek to:

  • Develop and implement an NDC tracking framework for the waste sector;
  • Setting up and implementing the Waste Sector Climate Action Data (WasCAD) tool;
  • Integrate the NDC tracking framework for the waste sector into the national MRV framework
  • Application of the GACMO model for NDC tracking across all the sectors
  • Strengthening national capacity on the ETF, including the use of WasCAD and GACMO tools for NDC tracking, estimating projections, and climate actions monitoring and evaluating.

The project is seeking qualified national individual consultants for the following positions:

Team Lead Consultant (1 Position)

Position Summary

Reports to: Project Manager/Project Director

Duty Station: GDPS, Ministry of Environment

Classified Level: Output-based payment

Duration: 85 working days (expected to start in July 2025 to end the assignment in 30 Jun 2026)

Summary of Key Functions:

The Team Lead Consultant will be accountable to the Project Manager and Project Director to execute the ICAT-Phase 3 project by collaborating with the National project coordinator. The team lead consultant will play a key role in producing key deliverables as described in the ToRs and lead in preparing project progress reports against the project workplan using the provided report template.

Expectations - Duties, Responsibilities
  • Overall manage and coordinate all project activities with Local and International
  • Experts and a range of institutions and agencies, including Initiative for Climate Action Transparency (ICAT) to ensure smooth and appropriate execution of project activities
  • Liaise with the relevant ministries, national and international research institutes, NGOs, and other relevant institutions to involve their staff in the project activities, and to gather and disseminate information relevant to the project.
  • Promote and establish links with related national, regional, and international projects.
  • Prepare the periodic progress reports on project implementation and ensure that all national project outputs are sent to ICAT.
  • Manage the project expenditures according to the project budget.
  • Organize national workshops and trainings according to the project workplan. Attend, whenever possible, the relevant regional and international workshops, trainings, and conferences.
  • Record all materials generated during the project
  • Ensure the publication and dissemination of the reports identified as project outputs;
  • Coordinate negotiations on co-operation with the Government and financing institutions in order to identify and mobilize sources for the follow-up activities.
Requirements - Skills, Qualifications, Experience
  • Education:
  • Master’s degree or equivalent in development programme, environment, energy, transport, waste, climate change mitigation, and natural resource management.
  • Experience:
  • At least 5 years of experience at the national or international level relevant to project management, including relevance in climate change and analysing GHG mitigation;
  • Good understanding of the Cambodia’s environment and development issues;
  • Ability to develop constructive working relationship with line Ministries and team members, and to understand the contexts and motivations of a range of stakeholders;
  • Strong commitment to delivering the result;
  • Excellent communication and documentation skills and ability to work with multi-disciplinary team;
  • Working experiences with government, NGOs and Development Partners in Cambodia in the areas of climate change, waste sectors, and
  • Demonstrated experience in donor-funded projects; Good understanding of Government operational procedures.
  • Competency and Skill
  • Familiarity with computer packages, especially MS Office packages for data analysis and technical reports, and other relevant software, including 2006 IPCC Software;
  • Knowledge in modelling is an added advantage;
  • Very strong communication and interpersonal skills;

National Project Coordinator (1 Position)

Position Summary

Reports to: Team Leader and Project Manager

Duty Station: GDPS, Ministry of Environment

Classified Level: Output-based payment

Duration: 70 working days (expected to start in July 2025 to end the assignment in 30 Jun 2026)

Summary of Key Functions:

The National Project coordinator (NPC) will work under the management and guidance of the Project Manager and Project Director to execute the ICAT-Phase 3 project. The National Project coordinator will play a key role in producing key deliverables as described in the ToRs and lead in preparing project progress reports against the project workplan using the provided report template.

Expectations - Duties, Responsibilities

Summary of Key Functions:

The Technical Consultants will play a key role in producing key deliverables as descripted in the ToRs and assist in preparing project progress reports against project workplan using the provided report template.

Expectations - Duties, Responsibilities
  • Compose a team of experts for performing the GHG abatement analysis for the sector (Waste) drawn from the roster of experts;
  • Prepare a detailed work plan for GHG abatement analysis on the basis of the overall project work plan;
  • Provide periodic progress report to the Project Coordinator on the GHG abatement analysis thematic area;
  • Develop the scope of work and respective Terms of Reference for the team members;
  • Lead and coordinate the data and information collection process;
  • In consultation with PMU decide on methodologies for the elaboration of scenarios and conducting GHG projections for the respective sector;
  • Organize the scheduled consultations/workshops and ensure their success;
  • Ensure there is synergy with other relevant projects;
  • Ensure the timely and effective management of the activities as scheduled;
  • Incorporate comments received from the review process;
  • Oversee the documentation of the studies made and archiving

National GACMO Model Expert (1 Position)

Position Summary

Reports to: Team Leader and Project Coordinator

Duration: 45 working days (expected to start in July 2025 to end the assignment in 30 June 2026)

Summary of Key Functions:

The national GACMO model expert will be accountable to the Project Coordinator and Team leader. The national GACMO model expert will play a key role in producing key deliverables as descripted in the ToRs and assist in preparing project progress reports against project workplan using the provided report template.

Expectations - Duties, Responsibilities
  • Assist international expert to design of overarching NDC tracking tool and system based on the GHG Abatement Cost Model;
  • Support to the preparation of a detailed work plan for GHG abatement analysis on the basis of the overall project work plan;
  • Support in conducting capacity building on how to use the GACMO model to assess the GHG impacts focused on the waste sector to all key stakeholders;
  • Collaborate with international expert to set up and implement the waste sector climate action data (WasCAD) tool;
  • Assist international expert to integrate NDC tracking framework for the waste sector into national MRV framework;
  • Support in reviewing of the existing methodologies applied in the waste sector in assessing GHG impacts;
  • Support in reviewing of existing institutional structure for MRV systems applied in various mitigation sectors and sub sectors particularly on Transport sector;
  • Support and provide input into the periodic progress report to the Project Coordinator on the GHG abatement analysis thematic area; and
  • Support to other tasks that may require by Team Leader and Project Coordinator.

Administration and Finance Officer (1 Position)

Position Summary

Contract type: Individual contractor

Duty Station: GDPS, Ministry of Environment

Duration: Expected to start work from 1 July 2025 to 30 June 2026

Expectations - Duties, Responsibilities
  • In cooperation with concerned consultants and the national project coordinator and project manager in organize the workshop/training events and meetings by preparing invitation letters and relevant processes;
  • In line with the GSSD Operations Manual, provide support on budgeting and financial management;
  • Process financial documentation (vouchers, supporting documents, telephone invoices, etc.) and maintaining internal expenditures control system by ensuring that vouchers processed are matched and completed, transactions are correctly recorded, travel claims, monthly payment orders and other entitlements are duly processed;
  • Manage cash receipts and petty cash;
  • Timely and accurately prepare bank reconciliations;
  • Coordinate and manage for internal/external audit;
  • Manage filing system for financial records and documentation;
  • Keep track of procurement against the annual procurement plan;
  • Maintain inventory of office equipment;
  • Maintain the stock of office supplies; and
  • Draft all required financial reports, assets reports, annual work plans/budgets and requests for disbursements, for management approval.
Requirements - Skills, Qualifications, Experience
  • Education:
  • Bachelor’s degree in accounting, Finance and Banking, Public Administration, or other areas related to the TORs
  • Experience:
  • At least 5 years of relevant administration, accounting and financial experience with a company, international organisations or NGOs in Cambodia;
  • Experience in the usage of Peachtree Accounting and office software packages (MS. Word, Excel, etc.);
  • Ability to use office equipment such as printer, photocopier, and scanner; and
  • Experience working for a development project, or prior experience in the environment or climate change sector would be an asset.
