IT Officer
This position is expected to start as soon as possible.
- System Administration
- Configure, administer, and maintain all IT equipment used by YRDP.
- Manage the organization’s network infrastructure, including servers, workstations, telephones, printers, routers and switches.
- Carry out routine system troubleshooting, maintenance, and software/hardware upgrades.
- Develop and implement system backup and disaster recovery plans.
- Monitor server backup tasks and set up new IT equipment as necessary.
- Provide daily technical IT support and user training to staff as needed.
- Coordinate with internet service providers (ISPs) and IT vendors to ensure stable internet and service continuity.
- Manage user accounts, system permissions, and email services via Microsoft 365 or others as required.
- Website and Digital Platforms
- Maintain and update the official YRDP website, ensuring appropriate security measures are in place.
- Upload announcements and other content in collaboration with the communications team or project team.
- Coordinate with the website hosting provider to ensure availability and technical support.
- Support the integration and use of digital platforms that aid program delivery and outreach.
- IT Support and Capacity Building
- Conduct regular IT training sessions for staff on cybersecurity, digital tools, and data privacy practices.
- Develop and revise remote work protocols and digital tool usage guidelines.
- Support the adoption of new digital platforms for program implementation, advocacy, research, and youth engagement.
- Assist project team in resolving digital or technical issues.
- Procurement and Asset Management
- Participate in the ICT procurement process to ensure compliance and cost-effectiveness.
- Maintain an accurate inventory of all ICT assets for internal use and auditing purposes.
- Ensure that all ICT purchases follow YRDP procurement policies and offer value for money.
- Coordination and Other Duties
- Coordinate with the finance and admin teams for ICT-related payments and budget planning.
- Assist in documentation and reporting related to IT tasks and improvements.
- Provide timely IT support for outreach events, training sessions, youth forums, and workshops.
- Promote a positive, solution-oriented IT culture within the organization.
- Participate in organization’s workshops and activities.
- Other tasks assigned by the supervisor
- BA in a related field such IT infrastructure, software development, web development, network engineering or any relevant field.
- At least two years’ experience in IT related field as full-time staff
- Experience in writing reports is preferred
- Good teamwork and highly motivated to work directly with university youth or youth at higher education institute
- Excellent communication and critical thinking skills
- Ability to work independently

- Good at interpersonal skills: Communication, problem-solving, facilitation, time and task management with high morale, and good characteristics

Youth Empowerment for Social Harmony Project Assistant
This position is expected to start as soon as possible.
- Assist in organizing training/workshops and the field practice of trained youth
- Be involved in the development of curriculums
- Develop topics and assist in producing online and radio talk shows
- Mobilize youth to attend the training/workshops and other activities of the project
- Write trainings/activity reports in English
- Prepare advance and settlement of project’s activities
- Participate in organization’s workshop and activities
- Other tasks assigned by the supervisor
- BA in related fields such as History, Laws, Psychology, Political or Social Science, International Relations, Philosophy, Education, or social work
- At least one-year experience working with NGOs as a full-time staff
- Demonstrate strong team spirit and high motivation to work with youth or youth at higher education institute
- Good at interpersonal skills: communication, problem-solving, facilitation, time and task management with high morale, and good characteristics
- Good at writing and speaking both English and Khmer.
- Ability to work independently

Human Resource and Administration Officer
This position is expected to start as soon as possible.
- Human Resource’s Responsibilities:
- Coordinate staff recruitment process and participate in recruitment process when needed
- Coordinate and join with project staff on procurement process
- Keep record of HR documents (insurance, leaves, staff profiles, staff list and contract, performance appraisal results etc.)
- Ensure policies and relevant procedures are well informed and implemented
- Make sure relevant information and documents are circulated conveniently to all staff
- Develop staff appraisal forms and arrange staff for performance appraisal
- Collect and maintain minutes of meetings and reports of organization activities such as staff meetings, management, Board, donor meeting, staff capacity building etc.
- Develop six-month and annual reports on staff capacity building for Executive Director
- Develop orientation guideline, prepare contents/document for orientation (e.g. slide presentation…etc.) for new staff and provide orientation to them
- Ensure compliance with Labor Laws
- Contact relevant local authorities/government institutions for legal support if needed
- Wrote administration letters
- Administration’s Responsibilities:
- Manage meeting room for YRDP’s activities, staff and visitors
- Being responsible for office arrangements is well managed
- Conduct asset inventory regularly and prepare inventory report
- Manage publication material (t-shirts, banners, and other printing material etc.)
- Prepare and maintain contracts for office rental, contractors, website’s domain, and hosting, etc.
- Manage all YRDP keys
- Prepare administrative documents, e.g. meeting schedule, organizational charts, public holidays schedule and announcement
- Check bills of water supply, electricity, telephone
- Prepare advance and settlement with supporting document of expenses under Administration and Finance Unit
- Other tasks assigned by the supervisor
- Bachelor’s degree in business administration or related fields
- At least three years’ experience inventory management, stock control, purchasing supplies and HR field
- Have good understanding about Cambodian’s Labor Law
- Excellent organization and time management skills
- Good understanding of supply chain procedures
- Ability to work under pressure
- Good inter-personal communication skills
- Proficiency in Khmer and English languages (Speaking, listening and writing)
- Computer proficient in Ms. Word, Excel, PowerPoint, Microsoft 365.
- Flexible, self-motivated, and good communication with team.
Administration and Finance Manager
This position is expected to start as soon as possible.
- Unit Management:
- Provide technical support to finance and administrative staff
- Update administration and finance forms if needed
- Update administration and finance policies if needed
- Coordinate regular technical and touch-based meetings of the unit
- Check relevant contracts such as office rental contracts, staff contracts, other service contracts, etc.
- Check the financial transactions
- Prepare fund requests and report for each donor following requirements
- Prepare a financial reports for the Executive Director and update expenses to project staff monthly basis
- Prepare a financial report to relevant ministries such as MoI, MoEF, AAR, etc.
- Do financial monitoring (field visit, spot check, cash count, etc.)
- Work with and support the programs’ staff on budgeting
- Prepare budget proposal
- Monitor the overall budget and revise if needed
- Check the financial health of the organization
- Work with the external auditor for financial audit, and
- Ensure well management of the unit.
- General Management:
- Be responsible for a managerial role as a member of the executive committee (ExCom)
- Update the progress, challenge, and other information to the Executive Director regularly
- Participate in the Board of Director meetings, program review, annual staff reflection staff performance appraisal, staff meetings, staff capacity development, donors’ meetings, and meetings assigned by the Executive Director
- Be a fundraiser, work with or support program staff to develop budget proposals;
- Be representative of YRDP in external participation as required especially in technical aspects under the assignment of the Executive Director
- Collaborate with other Program Managers of YRDP for smooth programs’ operation of the organization, and
- Maintain and build relationships with donors, partners, networks, and coalitions in cooperation with relevant staff.
- Human Resource Management:
- Monitor working performance of staff
- Conduct staff’s performance appraisal
- Supervise administration and finance staff
- Conduct staff capacity building
- Develop staff recruitment forms and participate in the recruitment process
- Ensure the program staff are well informed and oriented about YRDP internal policies, procedures, the relevant decision of the executive committee (ExCom), and the program document, and
- Ensure good team spirit and team relations within the unit and with other programs.
- Master or Bachelor’s degree in administration and accounting/finance subject
- At least three years’ experience as an administration and finance manager
- Experiences in preparing financial reports with donor requirements and formats
- At least three years’ experience in leadership and human resource management
- Knowledge of legal aspects of the country related to administration and finance
- Ability to work on deadline pressure and to manage unplanned work
- Good communication and critical thinking skills
- Good both Khmer and English writing and speaking skills
- Understand and agree with the philosophy and vision of YRDP
- Computer skills (Word, Excel, PowerPoint, QuickBooks), and
- Ability to work independently.
