Deputy Head of Business Department (1 Position)

Position Summary

Location: Head Office

Expectations - Duties, Responsibilities
  • Provide guidance and support to regional managers in implementing branch strategies.
  • Conduct regular branch visits to assess performance and provide feedback.
  • Facilitate communication between branches and head office to ensure alignment.
  • Address and resolve operational issues at the branch level.
  • Engage with relevant departments and key stakeholders to ensure branch activities align with LOLC’s strategic goals.
  • Develop and implement strategies to increase loan portfolio growth.
  • Monitor loan performance and take corrective actions as needed.
  • Analyze market trends to identify new opportunities for loan products.
  • Collaborate with marketing teams and relevant department to promote loan and other financial service products.
  • Ensure compliance with lending policies and procedures.
  • Implement and monitor internal control systems at the branch level.
  • Ensure branches comply with regulatory requirements and internal policies.
  • Provide training on risk management practices to branch staff.
  • Regularly review and update risk management policies and procedures.
  • Coordinate with business department and relevant developments to ensure branch readiness for new products.
  • Monitor and evaluate the effectiveness of product delivery at branches.
  • Address customer feedback and improve service delivery processes.
  • Ensure branches have the necessary resources and support to deliver products.
  • Identify training needs and develop training programs for regional and branch managers.
  • Implement performance management systems to track and improve performance.
  • Develop succession plans for key positions within the branches.
  • Prepare and present regular reports on branch performance to senior management.
  • Participate in strategic planning and decision-making processes.
  • Lead special projects and initiatives as assigned.
  • Stay updated on industry trends and best practices.
Requirements - Skills, Qualifications, Experience
  • Experience: Minimum of 7 years of experience in the banking and financial sector, with at least 5 years in management roles.
  • Education: Bachelor’s degree in business administration, Finance, or a related field. A master’s degree is preferred.
  • Strong understanding of financial services and products and excellent communication and leadership skills.
  • Proven track record in managing and growing loan portfolios with strong risk management and internal control skills.
  • Ability to work collaboratively with various departments and teams.
  • Strategic thinker with strong analytical skills.
  • Leadership: Ability to lead and develop teams effectively.
  • Communication: Excellent verbal and written communication skills.
  • Analytical Skills: Ability to analyze data and make informed decisions.

Senior HR Business Partner (Employee Relations) (1 Position)

Position Summary

Location: Head Office

Expectations - Duties, Responsibilities
  • Work closely with Branch Managers and Regional Managers on staff retention, staff engagement, disciplinary action and transfer processes.
  • Facilitate and provide consultation in promotion, demotion, transfer, career rotation, career mapping and staff recognition in order to ensure the fairness and alignment with internal guidelines.
  • Implement succession planning, and talent management processes ensuring accuracy and consistency of information with fair and efficiency.
  • Oversee the implementation of code of conduct, corporate culture and value.
  • Deal with retention intervention and conduct exit interview when required.
  • Conduct employee engagement to understand about staff feeling, career interest, and business challenges and performance.
  • Offering counseling services to employees.
  • Liaising between employees and management.
  • Managing employee complaints.
  • Manages and resolves complex employee relations issues. Conducts effective, thorough and objective investigations.
  • Analyze information and feedback regarding to people or business issues and work with concern management to find proper solutions.
  • Oversee market change related to benefit and business status and update to Head of HR.
  • Other tasks assigned by Head of HR.
Requirements - Skills, Qualifications, Experience
  • Degree in HRM, management, business administration or related field.
  • Knowledge in HRBP, Performance Management, Talent Management, and Succession planning.
  • Minimum 03-year experiences in HR functions.
  • Good staff motivation, engagement and leadership skills.
  • Ability to work in complex working environment and change management.
  • Computer Literacy.
  • Can travel to branches.
  • Good verbal and written communication both Khmer and English.
 
 

Senior Officer-Software Engineer (Mobile & Backend Technologies) (1 Position)

Position Summary

Location: Head Office

Expectations - Duties, Responsibilities
  • Design, develop, and maintain secure, scalable Java-based backend services and RESTful APIs.
  • Design, develop, and maintain mobile applications for Android and iOS platforms using native (Kotlin/Java, Swift) or cross-platform frameworks such as Flutter or React Native, ensuring performance, security, and seamless user experience.
  • Implement integration solutions using ESB ensuring data confidentiality and message integrity.
  • Support the development and maintenance of mobile backend services aligned with secure architecture practices.
  • Apply OWASP (Open Worldwide Application Security Project) Top 10 principles in all stages of software development, with specific emphasis on input validation, authentication, and access control.
  • Collaborate with UI/UX designers and product managers to deliver seamless and secure mobile experiences.
  • Optimize mobile applications to ensure high performance, efficient memory usage, and minimal battery consumption, aligning with best practices in mobile development.
  • Ensure secure and efficient data synchronization between mobile applications and backend systems.
  • Participate in system architecture and design reviews to ensure compliance with internal security standards.
  • Conduct secure code reviews, implement logging and monitoring controls, and guide junior developers on best practices.
  • Design and maintain databases, ensuring encryption of sensitive data and proper access control enforcement.
  • Monitor and validate in-house system configurations and integrations in accordance with IT policy.
  • Evaluate and recommend system improvements focused on performance, security, and maintainability.
  • Support and handle tasks assigned by management, including urgent security patching and audit preparedness.
  • Perform other tasks assigned by management.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree in Computer Science, Software Engineering, or a related field.
  • Minimum 3 years of experience in secure Java/J2EE development (Spring Boot, Hibernate, REST APIs).
  • Proven experience with low-code or no-code Enterprise Service Bus (ESB) platforms in secure system integration and orchestration will be considered a strong advantage.
  • Proficient in secure coding practices, OWASP Top 10, and threat modeling.
  • Deep understanding of REST API authentication mechanisms including OAuth 2.0, JWT, and TLS encryption.
  • Familiarity with secure DevOps practices including CI/CD, containerization, and automated security testing.
  • Proficiency in modern mobile architecture patterns such as MVC, MVVM, and Clean Architecture, with the ability to apply them effectively for scalable and maintainable application design
  • Experience in mobile application backend development and API gateway management.
  • Knowledge of enterprise databases such as Microsoft SQL Server, Oracle, and MySQL with a focus on secure data handling.
  • Strong analytical, debugging, and problem-solving skills.
  • Excellent communication skills and ability to work collaboratively across units.
  • Experience in the banking or microfinance sector is preferred.
  • Fluent in written and spoken English.

System Administrator (Officer) (1 Position)

Position Summary

Location: Head Office

Expectations - Duties, Responsibilities
  • Prepare documents/guidelines to related tasks.
  • Day to day operational tasks such as proactive maintenance, monitoring performance, incident and problem management, backup & recovery across the network configuration.
  • Assign user passwords and privilege and maintain data integrity.
  • Learn and understand System Administration functionality.
  • Work as team to support user and report to supervisor.
  • Has self-development by research, training internal and external.
  • Bright/Innovation idea for self/team improvement is additional benefit.
  • Fully support, configure, maintain and upgrade corporate customer’s networks and in house servers.
  • Install and integrate new server hardware and applications.
  • Support and administer third-party applications.
  • First line support for hardware/ software problems. Monitor problems and report the issue to Local Services Partners or vendors.
  • Ensure network security and connectivity.
  • Resolve problems reported by end user.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s Degree in Information Technology or related fields.
  • Preferably with a minimum of 1 years MFIs/banking or related fields.
  • Hands on experience in networking, routing and switching.
  • Knowledge of best practices around management, control, and monitoring of server infrastructure.
  • Experience with firewalls, Internet VPN’s remote implementation, troubleshooting, and problem resolution is desired.
  • Good communication skills.
  • Good in written and oral English.
