Announcement Positions

Youth Develop M&E Coordinator (1 Position)

Position Summary

JOB SUMMARY

The Program Coordinator for Youth Development and M&E will collaborate closely with the Programme Director to enhance the organization's youth development initiatives. Key responsibilities include planning, mentoring, and coordinating with youth leaders and educators. The role focuses on creating individual development plans to equip youth with essential life, employability, and vocational skills for self-reliance. Additionally, the coordinator will establish a monitoring, evaluation, and learning system utilizing Results-Based Management tools and software like PDB2 and Pro Digi across all project locations.

Expectations - Duties, Responsibilities
  • Youth Program Planning and Development
  • Develop youth-friendly communication materials to share program successes and lessons learned.
  • Develop, implement, and manage youth-focused programs that align with organizational goals.
  • Facilitate activities that promote youth engagement, skill development, and leadership.
  • Establish feedback mechanisms for youth participants to inform program improvements.
  • Design and implement comprehensive M&E frameworks for youth programs, including specific indicators related to youth outcomes.
  • Leads the development of the national strategic direction for youth development in accordance with the organizational mission, policies and strategies.
  • Coordinates and oversee all phases of the youth planning, implementation, development and evaluation of the project, making sure that goals and objectives are met in accordance with proposal and approved strategic plan.
  • Ensures that the IDP process is effectively carried out and maintained during youth staying and after youth care.
  • Creates a secure and safe environment for and with individual youths.
  • Liaises with youth leaders to lead young adults through a possible transition process from the SOS Youth Facility to (semi-)/independent life.
  • Works in close cooperation with youth leaders, project heads and other key support staff to develop national youth development plans, including alternative care and activities.
  • Content wise, receives additional guidance and support from and cooperates with the respective Regional Youth Advisor.
  • Ensures implementation of effective youth programme, youth guideline and policies and interpretation into practice, disseminate to others; technical assistance to youth leaders as per capacity development activities, including coaching, consultation, vocational skill, employability skill, life skills, academic orientation, choices of profession, and social awareness.
  • Document interaction and behaviours of youth through loggings, point sheet and incident reports, coordinate with village directors where project development and youth’s issues are addressed.
  • Uses software platforms and systems, including PDB2, RBM and Pro Digi, but not limited to review and monitor, plan, execute and report on work progress and achievements.
  • Represents youth development programmes as well as the organisation at national, regional and continental internal and external forums.
  • Regularly visits the youth houses/facilities to ensure proper utilization of organizational resources, including property, vehicles, equipment and funds.
  • Tracking of successful outcomes and reporting is also required and must be reported to the direct supervisor; and produces of reports such as, weekly, monthly and on ad-hoc manner when required.

  • Monitoring and Evaluation
  • Ensure regular data collection, analysis, and reporting, utilizing both qualitative and quantitative methods.
  • Maintain accurate and up-to-date records of program activities and participant information.
  • Regularly revise and update beneficiary information in collaboration with M&E focal points at project locations.
  • Prepare and present M&E reports to management and stakeholders, highlighting key findings and recommendations.
  • Use M&E findings to adapt and enhance program strategies, ensuring responsiveness to youth needs and interests.
  • Promote a culture of continuous learning within the organization, integrating lessons learned into future programming.
  • Ensures monitoring and evaluation systems are put in place, including live systems and offline M&E.
  • Effectively evaluate programs and make program recommendations or changes based on the results of the programs.
  • Facilitates development and implementation of M&E activities tools in all project locations and ensures the data of each indicator is up to date.
  • Regularly revises beneficiaries' information and reviews to make sure the data updating in each program unit has been updated with PDB2 focal persons at project locations.
  • Presents key data figures and indicates from SOS database systems, including PDB2, RBM and Pro DIGI, for the purposes of review, monitoring, planning, and reporting for management at project and national levels.
  • Establish feedback mechanisms for youth participants to inform program improvements.
  • Support and Capacity Development
  • Provide orientation/workshops on youth engagement strategies, rights-based approaches, and program design implementation for youth.
  • Support staff and youth with skills in designing and implementing M&E tools, including data collection and analysis methods.
  • Provide training in effective communication techniques to enhance advocacy efforts and youth participation in discussions and media.
  • Facilitate leadership training programs for youth to develop their skills in advocacy, decision-making, and community organizing.
  • Create platforms for youth to connect with stakeholders, organizations, and peers for knowledge sharing and collaboration.

  • Supports and links child and youth led network to join advocacy campaign, radio talk show and TV show as and when required and agreed by the supervisor.

  • Requirement
  • University degree or advanced study in Social Work, Psychology, Management, International Relations, or related fields.
  • Minimum of three years of experience in coordination, youth development, advocacy, and Monitoring and Evaluation (M&E).
  • Strong understanding of M&E principles, including the design and implementation of M&E tools such as baselines, surveys, assessments, and results-based management.
  • Experience in data collection, analysis, and reporting.
  • In-depth knowledge of youth issues, rights-based approaches, and strategies for youth involvement and empowerment.
  • Strong interpersonal skills with the ability to engage and motivate youth and collaborate effectively with coworkers and stakeholders.

JOB SUMMARY

A Youth Leader is responsible for accompanying young people to grow up in a secure way through guiding on their individual development plan toward an independent life. He works as a coach guiding young people, accompanies them through their career life, and contributes to the quality of youth care. Together with young people, the youth leader creates a great and safe environment where young people can grow, develop life skills, employability skills, and vocational skills in order to reach self-reliance and be able to be responsible for themselves in society. He works within the framework of SOS Children’s Villages organization standards and guidelines and the child rights-based approach.

Expectations - Duties, Responsibilities
  • Supports in the transitioning process of young people from SOS Family Like Care to the youth care programme;
  • Coordinates and oversees all phases of youth planning, especially to develop and identify sense of self-worth and individual development plan;
  • Creates a secure and safe environment for and with young people, and actively interested in the young people’s school life, and extra-curricular activities, and motivates them to make necessary changes in order to empower young people to actively participate in making decisions that directly affect their lives through social skills;
  • Builds up emotional bonds and stability with young people under care;
  • Provides individual guidance, counselling and emotional support as a main care person;
  • Consolidates the young people's training of household skills to enable them to autonomously keep a hygienic and homely living environment.

  • Responsible to raise awareness of the SOS Child Protection Policy principles and to prevent and protect children/young people from all forms of abuse, abandonment, exploitation, violence, and discrimination.
  • Ensures strong focus on Child Safeguarding prevention by organizing informal and formal discussions, workshops, and other capacity buildings activities for young people to make them understand CS risks and protection mechanisms;
  • Responsible for reporting any CS suspicion, concern, allegation, or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the CS team at programme level, and/or respective line manager, and/or National Child Safeguarding focal person.
  • Supports the young people in administration issues and ensures that all daily administrative routines in the youth facility/youth care programme are carried out;
  • Demonstrates responsibility for all properties and facilities of the youth care programme;
  • Fosters and participates in teamwork and cooperation with other youth care co-workers.
  • Produce reports such as weekly, monthly, and on ad-hoc manner when required to the village director.

  • A minimum of 2-3 years of related experiences with NGOs, UN agency, or private sectors.
  • Cambodian National Male aged 25 and up, committed to the SOS Children's Village Values.
  • Able to stay at the youth house/ small group home with youths 24 hours.

  • Excellent command of written and spoken English, and Khmer language and the ability to communicate clearly and concisely, and good writing skills.

Senior Finance Officer (1 Position)

JOB SUMMARY

The role of the Senior Finance Officer is to support Head of Finance to ensure effective financial management, compliance, and operational efficiency across project locations.

Expectations - Duties, Responsibilities
  • Financial Management
  • Oversee and ensure the financial management of project locations complies with local laws and the organization's policies.
  • Ensure the accuracy, completeness, and timeliness of accounting records, including the review of vouchers, financial statements, and budget execution.
  • Check payroll, cash counts, tax declarations, and other financial transactions to ensure proper documentation and compliance.
  • Support projects in the preparation, evaluation, justification, and maintains of the budget and budget control.
  • Monitor budget execution of project, evaluate accounting internal control systems identify communicate control risks, potential consequences recommendations
  • Provide guidance on the efficient use of the organization's finance software system, ensuring alignment with updated versions and procedures.

  • Financial Administrative
  • Conduct financial orientations and build capacity for project staff on financial policies and procedures.

  • Support projects on work with auditor regarding work of fiscal, administration in marking entries, reconciliation and prepare all neccessary documents

Finance Officer (1 Position)

JOB SUMMARY

The Project Finance Officer is to support the Village Director in Financial Management and Financial Administration related work of the project and assist the Finance Department at National Office in fulfilling international reporting, and compliance requirements.

Expectations - Duties, Responsibilities
  • Tasks and Responsibilities
  • Oversee and manage the financial operations in the project, and ensure the efficiency, effectiveness, and compliance to the financial standards the organization
  • Participate in the preparation, evaluation, justification, and maintains of the budget and budget control. Assist in developing, preparation and reviewing the annual budget.
  • Monitor budget execution of project, evaluate accounting internal control systems identify communicate control risks, potential consequences recommendations
  • Review and analysis expense, contract, requisition for financial soundness, and accuracy, adherence to the organization policy
  • Prepare the daily cash book and reconcile cash count
  • Maintain bank balance and reconcile bank accounts
  • Check and control the local income
  • Prepare the monthly payroll to co-workers
  • Prepare the monthly tax declaration on salary, fringe benefits, witholding tax...etc and submit to National Office
  • Work with auditor regarding work of fiscal, administration in marking entries, reconciliation and prepare all neccessary documents

Kinship Care Officer (1 Position)

JOB SUMMARY

Kinship Care officer is responsible for supporting community events and relief efforts to assist beneficiary with their needs, providing them resources, and facilitating lifestyle programs. S/he coordinates with participants, suppliers, and sponsors for funding and promotions. She/he also manages the budgeting and allocation of resources for the programs, ensuring that the activities adhere to the state regulations and community benefits. S/he must have good communication and organizational skills, especially in writing progress reports and transactions

Expectations - Duties, Responsibilities
  • Leads the development of family strengthening programmes in accordance with the organizational mission, policies and strategies.
  • Assists to develop programme activities and budgets and identifies partner organisations.
  • Follow/ implement KC strategy and plans in cooperation with the Direct Supervisor, KC Coordinator, KC co-workers and other stakeholders.
  • Initiates family strengthening programmes in line with agreed plans and objectives.
  • Builds good contacts with family and children, in an appropriate attitude with them in order to develop good relationship.
  • Learns about the backgrounds, the situation of the family and also about the problem of children, and causes.
  • Provides advices to the family to improve security and comfort of child’s health, nutrition and caring.
  • Monitors and technically supports children’s families in community for better knowledge improvement.
  • Concentrates on the Family Development Plan (FDP) of each family, checks and collects data with compilation files.
  • Work closely with Commune Committee for Women and Children (CCWC) and strengthening of Community Base Organizations (CBOs) and good relationship with local authorities, the other NGOs partners and stakeholders.
  • Collaborate with related provincial departments/stakeholders to make agreement for trainings.
  • Coordinate extra classes for children and follow up children study performance at schools.
  • Record study result of children every semester and yearly.
  • Prepare purchase request and quotation for buying uniform and study materials and provide to children for new academic.
  • Follows the development of KC activities ensuring target numbers and participants.
  • Coordinates mid-term and annual review of KC plans and activities.
  • Uses software platforms and systems, including PDB2, RBM and Pro DiGi, but not limited to review and monitoring plan, execute and report on work progress and achievements.
  • Provides regular monthly reports to Village Director, Assistant Program Director, and KC Coordinator.
  • Attends corporate office meetings, activities, trainings, and events as required by the organization.
  • Works in close cooperation with KC Coordinator and other key support co-workers to develop KC plans and activities.
  • Fully supports efforts led by Village Director to create effective integration project locations.
  • Responsible to raise awareness of the SOS Child Protection Policy principles and to prevent and protect children/young people from all forms of abuse, abandonment, exploitation, violence, discrimination and CS reports should be made to the CS team at program level and/or to the respective line manager.

Sponsorship Officer (1 Position)

Position Summary

Reports to : Village Director

JOB SUMMARY

The Program Sponsorship co-worker is responsible to the village director in handling all sponsorship activities in SOS Children’s Village Programme. He/she is the immediate link to the sponsored children, to the village and affiliated projects regarding sponsorship tasks. It is also the responsibility of the position holder to form close relationships with the sponsored children and record progressive information for the sponsors’ consumption. Therefore, he/she is expected to follow data and information on the overall development of sponsored children and the facility in general and pass reliable information to the National Office Sponsorship department. The employee, by keeping in mind the overall purpose of the Sponsorship office in attracting and keeping sponsors as a valuable means to cover the financing of the family life in the organization prepares reports and other correspondences to the desired effect.

  • Assist Sponsorship Director to guide to SOS mothers and relevant co-workers in the project ownership involved in sponsorship activities and how important of sponsorship

JOBSUMMARY

The Cashier and Admin role involves managing financial transactions, including receiving payments, issuing receipts, and maintaining accurate petty cash records. In addition to ensuring compliance with financial policies and procedures, the role encompasses administrative responsibilities such as organizing office documents, supporting fixed asset management, and coordinating schedules for staff. She/he requires effective communication with stakeholders, adherence to organizational policies, and the ability to contribute to smooth daily operations and broader organizational goals.

Expectations - Duties, Responsibilities
  • Manage petty cash, cash count and other advance payment records.
  • Provide general supports on human resource, administration and finance.
  • Assist accountant to complete all form of payments, medical form and other transactions
  • Handle financial transactions, including receiving payments and issuing receipts.
  • Assist to Manage fixed assets, physical count and stock records.
  • Manage office documents, filing, scanning, typing and downloads documents...etc.
  • Assist with budgeting and financial planning for the operations.
  • Ensure compliance with financial policies and procedures.
  • Support fundraising events by managing cash flows and donations in kinds of record.
  • Supervise the daily operations of maintenance staff to ensure the efficient functioning of the village.
  • Collaborate with relevant staff to efficiently deliver reports for stakeholder on time.
  • Effectively manage the schedules of maintenance staff, drivers and assistant caregiver.
  • Ensuring well-organized arrangements for meeting rooms, guest house, and office.
  • Keep accurate records of vehicle mileage, documentation, and administrative files.
  • Collaborate with relevant staff to communicate with stakeholders and welcome visitors, including donors, government agencies, and community members.
  • Ensure adherence to organizational policies, especially finance policies, fixed asset policy, Code of Conduct, PSHEA, and Child & Youth Safeguarding policy.
  • Other tasks assigned by direct supervisor or village director.
Requirements - Skills, Qualifications, Experience
  • Qualification & Experience:
  • Bachelor’s degree or year 02 in finance, banking, administration, or other related fields.
  • Computer literacy in MS Word, Excel, Power Point, Email, and Internet.
  • Good written and spoken English and Khmer language and the ability to communication clearly and concisely.
  • Good knowledge of children’s issues, children rights analysis and community involvement
  • A good understanding of social welfare system and social work in the country.
  • Ability to work independently, under pressure, and after hour.
  • Ability to prioritize and handle information.
  • Team player with good communication skills and analytical ability.
  • Committed to the organization and has professional ethics.
